THE PORTUGUESE MOTOR VEHICLE INDUSTRY: AN IMPOSSIBLE DREAM?

Portugal policy makers consider the motor vehicle industry to be critical to the country’s economy because of its potential to offer highly skilled job opportunities and incentives for innovation and research, technology transfer, and investment, although the industry remains small by international standards. Little empirical research exists on the Portuguese motor vehicle industry, and we attempt to partially fill this void by estimating an industry cost function. We find strong evidence of scale economies, an expected result given the low industry volume. An unexpected finding is that capital and labor are complements since much of the international literature regarding the industry finds evidence they are substitutes. An exception is the German industry, and the findings here may be related to the fact that the largest Portuguese motor vehicle producer is Volkswagen AutoEuropa. The significance of this finding is that a lower price for either of these inputs would increase the quantity demanded of both of them. The future appears highly uncertain for the motor vehicle assemblers unless they can achieve sufficient synergies with component suppliers and other global motor vehicle manufacturers to become internationally competitive. The component suppliers may be able to enlarge their international markets, particularly that of Spain, because of its proximity to Portugal.

Sub-Saharan Africa (SSA) is the most vulnerable region of the world to all aflatoxin-related problems including food insecurity, ill health and reduced foreign exchange earnings. Aflatoxin-contaminated maize, groundnuts (peanuts), sorghum and other crops reduce human access to adequate calories from these staples; consumption of aflatoxin-contaminated foods results in severe health conditions, including liver cancer, that deny the region a significant amount of otherwise productive man-hours; while the reduction of grain quality below the international standards due to aflatoxin contamination drastically reduces income in foreign exchange earnings. Scientific knowledge of the causes of aflatoxins in agricultural systems and their mitigation abounds in research institutions in SSA and internationally, but most of this knowledge is unavailable to farmers, food consumers and policy makers in useful form due to poor extension education and ineffective extension services. A paradigm shift in the approach to extension in SSA is proposed, one driven by a sustainable mechanism that is sensitive to the needs of the people and proactive (rather than reactive) in providing solutions to aflatoxin-related problems the local community and policy makers have to deal with. This paper argues that such sustainable mechanism may only be found in a University-based and University-run ‘land grant’ type extension services adapted appropriately to SSA conditions.

AbstractSustaining the water-energy-food nexus for the future requires new governance approaches and joint management across sectors. The challenges to the implementation of the nexus are many, but not insurmountable. These include trade-offs between sectors, difficulties of communication across the science-policy interface, the emergence of new vulnerabilities resulting from implementation of policies, and the perception of high social and economic costs. In the context of the Sustainability in the W-E-F Nexus conference May 19-20, 2014, the session on ‘Governance and Management of the Nexus: Structures and Institutional Capacities’ discussed these problems as well as tools and solutions to nexus management. The session demonstrated three key findings: 1. Trade-offs in the Water-Energy-Food Nexus should be expanded to include the varied and shifting social and power relations; 2. Sharing knowledge between users and policy makers promotes collective learning and science-policy-stakeholder communication; and 3. Removing subsidies or seeking the ‘right price’ for domestic resources vis à vis international markets is not always useful; rather the first imperative is to gauge current and future costs at the national scale.

This paper contributes to the ongoing debate about the effects of trade liberalization on productivity performance of the Australian passenger motor vehicle industry, which has experienced significant liberalization over the years. Our analysis indicates that trade liberalization had a negative impact on productivity growth, at least in the immediate post-liberalization period. Empirical results suggest that economies of scale and tariff protection improve productivity, while industry assistance (such as the local content and duty drawback schemes and production subsidies) retards productivity. Policy implications of these findings are that there are dividends in terms of improved productivity by encouraging economies of scale, providing tariff protection and lowering industry assistance.
