2015 is the year when the Millennium Development Goals are due to be achieved. Deliberations about a post-2015 agenda have been ongoing for years, with multiple un agencies, ngos, and other stakeholders participating. The Open Working Group (owg) of the General Assembly in 2014, after a complex procedure, presented a proposal on the sdgs that will serve as the basis for Member State negotiations in 2015. The paper seeks to outline the organizational challenges of a process that was intended to be inclusive like none before, but that seems to have proved overwhelming, even detrimental to the objective. It does so by showing how, in the case of the rule of law concept, hopes were raised and then disappointed.

The negotiation process of the Sustainable Development Goals (SDGS) process was extremely ambitious. It sought to remedy all the shortcomings of the Millennium Development Goals (MDGS) by ensuring transparency, ownership of the countries of the Global South, strong involvement of civil society groups and stakeholders, and creating a truly transformative set of sustainable development goals. Yet, it did not manage to avoid all the mistakes that were characteristic of the formulation of the MDGS. In addition, it struggled with its very own problems. The article traces the developments and debates that led to the formulation of Goal 16 on the rule of law. It shows that the success of this ambitious goal largely depends on the refinement of the indicator framework and the review mechanism.

Abstract This article examines the conceptual and historical relationship between constitutionalism and development. It argues that the communities that represent these two ideas have had little engagement, and yet there is a good deal of overlap between their areas of concern. Given that the Sustainable Development Goals 2015 have strongly embraced good governance, accountability and the rule of law, and we have become adept at defining and articulating the rule of law, the time seems ripe for development to engage with constitutionalism, and for constitutionalism to use “developmental operativity”, as I call it, to advance its objectives in practice.

The rule of law and the Sustainable Development Goals (SDGs) are mutually supportive. Respect for the rule of law is indeed crucial for development issues. The 2030 Agenda for Sustainable Development itself acknowledges, through SDG 16, that access to justice and the rule of law foster sustainable development. The latter ensures that all individuals are treated alike, that they are entitled to the respect of human rights and that the rule of law informs the satisfaction of social, economic, and cultural needs as well as the development of public policies and the governance of competent institutions.

The Sustainable Development Goals (SDGs) were adopted during the United Nations meeting in 2015 to succeed Millennium Development Goals. Among the health targets, SDG 3.2 is to end preventable deaths of newborns and children under 5 years of age by 2030. These 2 targets aim to reduce neonatal mortality to at least as low as 12 per 1000 live births and under-5 mortality to at least as low as 25 per 1000 live births. Ethiopia is demonstrating a great reduction in child mortality since 2000. In the 2019 child mortality estimation which is nearly 5 years after SDGs adoption, Ethiopia’s progress toward reducing the newborns and under-5 mortality lie at 27 and 50.7 per 1000 live births, respectively. The generous financial and technical support from the global partners have helped to achieve such a significant reduction. Nevertheless, the SDG targets for newborns and under-5 mortality reduction are neither attained yet nor met the national plan to achieve by the end of 2019/2020. The partnership dynamics during COVID-19 crisis and the pandemic itself may also be taken as an opportunity to draw lessons and spur efforts to achieve SDG targets. This urges the need to reaffirm a comprehensive partnership and realignment with other interconnected development goals. Therefore, collective efforts with strong partnerships are required to improve the determinants of child health and achieving SDG target reduction until 2030.

At the United Nations Conference in Stockholm in the early 1970s, the idea of sustainable development was mooted. It became a global phenomenon in the year 2000 when the United Nations (UN) declared the Millennium Development Goals (MDGs) with over one hundred and eighty-nine member states and about twenty-three international organizations. With the expiry date of the Millennium Development Goals (MDGs) in 2015, the Sustainable Development Goals (SDGs) came in vogue. The SDGs as a global project could only be attained through joint efforts of all sectors of human life, religion being one. In human history, religion plays significant developmental roles, hence a strong factor in attaining developmental goals. Islam in particular could not be left out in any developmental project, as it is not only a religion and but also a way of life. Indeed, the maqasid ash-shari’ah are meant for all-round development and protection of human life – religion (Din), life (Hayat), procreation (Nasl), Property (Māl) and Intellect (cAql). This study is designed to specifically relate the institution of zakat in Islam to attainment of the Sustainable Development Goals (SDGs) with particular reference to Nigeria as a country. Historical, descriptive and exegetical methods are adopted for this purpose. The paper therefore concludes that zakat can be a veritable tool for achieving the SDGs if properly harnessed, monitored and utilized for the purpose it is meant.

The limited scope of the Millennium Development Goals (MDGs) and the failure of the programme to achieve its developmental objectives at its expiry in 2015 led to the development and implementation of the Sustainable Development Goals (SDGs) programme commencing 2016. The SDGs progamme has been widely accepted as laudable for its wider approach to global development and sustainability. However, if the SDGs programme is not to end as the Millennium Development Goals did, it is necessary that its implementing actors collaborate with stakeholders of institutions that will make more members of the populace aware of, accepting of, and involved in the implementation of the goals. This is crucial because the goals require the populace’ corresponding participation. This paper focuses on one such institutional stakeholder: religious leaders. This paper, through literature review and analysis of surveys and reports, examines the influence religious leaders have on their followers in Africa with Nigeria as a case study. It argues that religious leaders have a strong influence on their followers, as Nigerians and most Africans place more trust in, and respect the opinions of their religious leaders than their political counterparts. The paper, therefore, contends that if the global agenda of the SDGs is to be realised by getting a wider Nigerians to accept and involve in the implementation of the sustainable goals, then, the potential influence of religious leaders should be harnessed.

AbstractThis chapter describes Bangladesh’s successes with advancing gender equality in the period of the Millennium Development Goals (MDGs), locating their origins in elite commitment to including women in the development process, and in the partnerships and aid that built the state and NGO capacity to reach them. The chapter reflects on the lessons of Bangladesh’s innovative and unexpected advances in the light of the new challenges posed by the Sustainable Development Goals (SDGs), notably those of early marriage and the achievement of decent work. The chapter asks whether contemporary conditions suggest that the elite commitment and state capacity that drove progress on the MDGs are up to meeting the more contentious and complex goals of the SDGs.
