Subnational violent conflict forecasts for sub-Saharan Africa, 2015–65, using climate-sensitive models

How will local violent conflict patterns in sub-Saharan Africa evolve until the middle of the 21st century? Africa is recognized as a particularly vulnerable continent to environmental and climate change since a large portion of its population is poor and reliant on rain-fed agriculture. We use a climate-sensitive approach to model sub-Saharan African violence in the past (geolocated to the nearest settlements) and then forecast future violence using sociopolitical factors such as population size and political rights (governance), coupled with temperature anomalies. Our baseline model is calibrated using 1° gridded monthly data from 1980 to 2012 at a finer spatio-temporal resolution than existing conflict forecasts. We present multiple forecasts of violence under alternative climate change scenarios (optimistic and current global trajectories), of political rights scenarios (improvement and decline), and population projections (low and high fertility). We evaluate alternate shared socio-economic pathways (SSPs) by plotting violence forecasts over time and by detailed mapping of recent and future levels of violence by decade. The forecasts indicate that a growing population and rising temperatures will lead to higher levels of violence in sub-Saharan Africa if political rights do not improve. If political rights continue to improve at the same rate as observed over the last three decades, there is reason for optimism that overall levels of violence will hold steady or even decline in Africa, in spite of projected population increases and rising temperatures.

Irrigated production around the world has significantly increased over the last decade. However, climate change is a new threat that could seriously aggravate the irrigation water supplies and request. In this study, the data is derived from the IPCC Fifth Assessment Report (AR5). For the climate change scenarios, five Global Climate Models (GCMs) have been used. By using the CROPWAT approach of Smith, the net irrigation water requirement (IRnet) was calculated. For the estimation of the potential evapotranspiration (Epot), the method in Raziei and Pereira was used. According to representative concentration pathway (RCP) 4.5, these increases vary between 0.74% (North America) and 20.92% (North America) while the RCP 8.5 predict increases of 4.06% (sub-Saharan Africa) to more than 68% (North America). The results also show that the region of Latin America is the region with the large amount of IRnet with coprime value between 1.39 km3/yr (GFDL 4.5) and 1.48 km3/yr (CSIRO 4.5) while sub-Saharan Africa has the smallest IRnet amount between 0.13 km3/yr (GFDL 8.5) and 0.14 km3/yr (ECHAM 8.5). However, the most affected countries by this impact are those in sub-Saharan Africa. This study will probably help decision-makers to make corrections in making their decision.

As recently as 2019, international security officials reported that international state sponsors of terrorism, such as ISIL, were moving into Sub-Saharan Africa. The causal links between climate change and conflict, especially in an understudied and misunderstood region such as Sub-Saharan Africa, are often complicated and ill-defined. In reality, climate change does not unilaterally or unconditionally strengthen terrorist organizations and, by extension, civil conflict. The circumstances of climate change impact the trajectory of violent non-state armed groups in Sub-Saharan Africa through three primary mechanisms that intersect and interact with one another: natural resource instability, colonialism, and the intensity of intra-state tensions throughout a particular region. Through these three primary lenses, it is evident that, in Sub-Saharan Africa, the effects of climate change exacerbate conditions that, in turn, provide a unique, fertile environment for violent non-state armed groups to develop and thrive.

Energy access is fundamental to the full enjoyment of not only economic and social rights but also civil and political rights. Whilst the campaign for extending energy access to the world’s most vulnerable populations may be validly anchored on the need to mitigate climate change and promote sustainability, it is exigent to also underscore its human rights significance. In Africa, where most countries have weak environmental regulation and enforcement structures, the climate change and sustainable development rhetoric most commonly used in emphasising the importance of energy access may not yield the desired results. Access to energy is a major issue in Africa and South Asia where a very significant proportion of their populations make use of biomass-sourced fuels to meet most of their energy needs. This has come with some major attendant health, environmental and socio-economic consequences. This article argues that energy access has transcended the contours of climate change and has become a human rights issue. It posits that African Union states may be made to take progressive measures to provide modern energy services through the adjudicatory jurisdiction of the African Court on Human and Peoples’ Rights.

Africa’s urbanization rate has increased steadily over the past three decades and is reported to be faster than in any other region in the world . It is estimated that by 2030, over half of the African population will be living in urban areas . But the nature of Africa’s urbanization and subsequent form of cities is yet to be critically analyzed in the context of city authorities’ readiness to address the challenges . Evidence is also suggesting that urbanization in African countries is increasingly associated with the high economic growth that has been observed in the last two decades . Both underlying and proximate drivers are responsible for the urbanization, and these include population dynamics, economic growth, legislative designation, increasing densities in rural centers, as well as the growth of mega cities such as Lagos, Cairo and Kinshasa, that are extending to form urban corridors . With the opportunities of urbanization in Sub–Saharan Africa, there are also challenges in the development and management of these cities . Those challenges include provision of social services, sustainable economic development, housing development, urban governance, spatial development guidance and environmental management, climate change adaptation, mitigation and disaster risk reduction . The challenge involves dealing with the development and infrastructure deficit, in addition to required adaption to and mitigation of climate change . This paper examines the current state of urban management in Africa .
