In the international competition for talent, local and national policy makers are keen to better understand the location choices of highly skilled workers in order to design more effective policies geared towards the group’s attraction and retention. In this study, we explain whether and to what extent the local living environment, in particular characteristics at the neighbourhood and urban regional level, affect the residential choices of foreign highly skilled workers. We make use of register data from Statistics Netherlands on the residential locations of all of these migrants who entered the Netherlands between 2000 and 2009. We combine this dataset with data on relevant characteristics at the neighbourhood level as well as with relevant amenities and labour market characteristics at the regional level. We estimate a negative binomial regression model to test which characteristics of neighbourhoods and urban regions are associated with high inflows of foreign highly skilled workers at the neighbourhood level. We find that, besides labour market characteristics, the characteristics of the local environment do matter for location choices of foreign highly skilled workers in the Netherlands. This group tends to settle in higher income, inner city neighbourhoods that offer a high degree of urban vibe. Furthermore, residential choices differ between single and multi-person households and change with duration of stay in the country.

What is the impact of labour market regulations as measured by the OECD indicator of employment protection legislation (EPL) on capital and skill composition? Precisely, this study investigates the effects of changes in EPL on changes in four types of capital and three components of labour skill. They include construction, non-ICT, ICT, and R&D capital components on the one hand, and low-, medium-, and highly-skilled labour on the other. Our analysis is grounded on a large country–industry panel dataset of fourteen OECD countries, and eighteen manufacturing and market service industries, from 1988 to 2007. It shows that strengthening EPL lowers ICT capital and, even more severely, R&D capital relative to non-ICT and construction capital; it also brings down low-skilled relative to highly-skilled workers’ employment. These results suggest that structural reforms for more labour flexibility could have a favourable impact on firms’ R&D investment and hiring of low-skilled workers.

International labour migration in post-industrial countries raises numerous questions. A wide range of studies have been published on the impact of immigration on the labour market but only few studies take into account both arrivals (immigrations) and departures (emigrations), rather than only the role of newcomers on the labour market. This paper is based on a Swiss Longitudinal Demographic Database which links data from Population and Household Registers, administrative registers, and surveys. In particular, the Swiss Population Register provides the date of arrival or departure of immigrants/emigrants while the Structural Survey provides information on their characteristics and position on the labour market. Based on these data, this paper compares the socioeconomic characteristics of both immigrants and emigrants arrived in Switzerland during the period 2011-2013 or having left the country during the same period, a time span  characterized by a yearly net migration of + 80,000 and a rapid economic growth. In terms of level of education, every category is characterized by a positive migration balance, which is not surprising: the economic growth observed in Switzerland during the period led to a demand on the labour market for both skilled and unskilled migrants. More precisely, migratory flows counterbalanced the erosion of the low and averagely skilled working-age non-migrating population and contributed to approximately one third of the increase in the number of highly skilled workers in the labour market. Concerning the occupations, the impact of the migration balance is highest among managers and sales workers. The paper also demonstrates that the migratory flows contribute to balance the decrease in the low and averagely skilled positions and to partially fulfil the economy’s demand for highly skilled workers.

AbstractWe explore the impact of COVID-19 hotspots and regional lockdowns on the Dutch labour market during the outbreak of COVID-19. Using weekly administrative panel microdata for 50 per cent of Dutch employees until the end of March 2020, we study whether individual labour market outcomes, as measured by employment, working hours and hourly wages, were more strongly affected in provinces where COVID-19 confirmed cases, hospitalizations and mortality were relatively high. The evidence suggests that labour market outcomes were negatively affected in all regions and local higher virus case numbers did not reinforce this decline. This suggests that preventive health measures should be at the regional level, isolating hotspots from low-risk areas.

AbstractThis paper explores the relationship between migration and integration policies in the Netherlands, diaspora policies in India, and the transnational practices of Indian highly skilled migrants to the Netherlands. We employ anthropological transnational migration theories (e.g., Ong 1999; Levitt and Jaworsky 2007) to frame the dynamic interaction between a sending and a receiving country on the lives of migrants. This paper makes a unique contribution to migration literature by exploring the policies of both sending and receiving country in relation to ethnographic data on migrants. The international battle for brains has motivated states like the Netherlands and India to design flexible migration and citizenship policies for socially and economically desirable migrants. Flexible citizenship policies in the Netherlands are primarily concerned with individual and corporate rights and privileges, whereas Indian diaspora policies have been established around the premise of national identity.

Abstract Background Cardiovascular diseases (CVD) were related to financial stress. Little was known about the effects of financial crisis on cardiovascular health by occupations. This study examined CVD hospitalisations before and during the 2008 financial crisis among five occupational groups in Taiwan. Methods Data were collected from the Taiwan Survey on Hypertension, Hyperglycemia and Hyperlipidaemia 2007, including 4,673 participants aged 20 and above, categorized into five types of occupations, i.e., professional & manager (PM), office clerk & administrative staff (OA), skilled work (SW), unskilled worker (UW) and non-worker (NW). We abstracted their CVD hospitalisation records in the three years before (September 2005 to August 2008) and during the 2008 financial crisis (September 2008 to August 2011) from the National Health Insurance Research Database. Using incidence rate ratios (IRRs), we compared CVD hospitalisation of the first, second, third year from September 2008 to the three-year average before September 2008 for five occupational groups. Random effect negative binomial models were performed to estimate IRRs. Results After adjusting for covariates including age, sex, education, smoking, alcohol drinking, exercise and body mass index, there was an increase of CVD hospitalisation incidence for NW in the first year of the financial crisis (IRR=1.46, 95% Confidence Interval [95% CI]=1.19-1.77); in the second year, SW had a raised risk of CVD hospitalisation (IRR= 2.71, 95% CI = 1.59-4.60). For all occupational groups, the incidence rates of CVD hospitalisation reached the peak in the third year (PM: IRR=2.68, 95% CI = 1.05-6.83; OA: IRR=2.70, 95% CI = 1.18-6.19; SW: IRR=5.13, 95% CI = 2.89-9.09; UW: IRR=2.12, 95% CI = 1.02-4.41; NW: IRR=1.85, 95% CI = 1.18-2.67). Conclusions CVD hospitalisation of all occupations were affected by the financial crisis; when non-workers were the early victims, skilled workers may be the most vulnerable in the 2008 financial crisis. Key messages This study investigated the effects of the 2008 financial crisis on cardiovascular disease hospitalization by five occupational types in Taiwan. All occupations, particularly skilled workers, were affected by the financial crisis.

In a globalised world with an increasing division of labour, the competition for highly skilled individuals—regardless of their origin—is growing, as is the value of such individuals for national economies. Yet the majority of studies analysing the economic integration of immigrants shows that those who are highly skilled also have substantial hurdles to overcome: their employment rates and salaries are lower and they face a higher education-to-occupation mismatch compared to highly skilled natives. This paper contributes to the paucity of studies on the employment patterns of highly skilled immigrants to Sweden by providing an overview of the socio-demographic characteristics, labour-market participation and occupational mobility of highly educated migrants in Sweden. Based on a statistical analysis of register data, we compare their employment rates, salaries and occupational skill level and mobility to those of immigrants with lower education and with natives. The descriptive analysis of the data shows that, while highly skilled immigrants perform better than those with a lower educational level, they never catch up with their native counterparts. Our regression analyses confirm these patterns for highly skilled migrants. Furthermore, we find that reasons for migration matter for highly skilled migrants’ employment outcomes, with labour migrants having better employment rates, income and qualification-matched employment than family reunion migrants and refugees.
