Introduction: the article considers the concept of prevention in several aspects (social prevention, criminological prevention, situational prevention, evolutionary prevention). We describe the subjects implementing the prevention of offenses and consider the issue of public participation in this process in historical and modern periods. We focus our attention on the prevention of new crimes in the institutions of the Federal Penitentiary Service, emphasize its importance during the period of serving a sentence (educational techniques and methods) and after release (interaction of probation inspectorates with law enforcement agencies for the re-socialization of released convicts). We outline possible risks and difficulties of organizing crime prevention together with public organizations: determining preferences for activists; politicization of preventive work (obtaining additional electoral points); selection of activists (preventing the involvement of representatives of the criminal environment). In the context of considering ways to improve prevention, much attention is paid to the prevention of crime through technological innovations: control over people’s movement using a mobile phone; analysis of web browsing history; computer programs for crime prevention; compilation and maintenance of federal database programs; chipping, etc. The study is based on the accumulated experience of implementing preventive work, which is described in the sections “Prevention yesterday” and “Prevention today”. The article analyzes examples of crime prevention in Thailand, the U.S. etc., and reflects the results of implementation of the “Safe City” program in Moscow. The methodological basis of this study is represented by the axiological approach. Research problems were addressed with the use of general philosophical principles of dialectics and special methods of cognition: systematic, formal-legal, sociological, etc. Results: the public remains the most important element of the prevention system. It is necessary to develop and legally consolidate the relevant activities, for example, as it is done in Article 11 of the Federal Law “On the fundamentals of the system for prevention of neglect and juvenile delinquency”. Legal education should be the main weapon in the hands of the subjects of prevention. Elimination of crime should become the main direction of prevention.

Situational crime prevention is radically different from other forms of crime prevention as it seeks only to reduce opportunities for crime, not bring about lasting change in criminal or delinquent dispositions. Proceeding from an analysis of the circumstances giving rise to very specific kinds of crime and disorder, it introduces discrete managerial and environmental modifications to change the opportunity structure for those crimes to occur—not just the immediate physical and social settings in which the crimes occur, but also the wider societal arrangements that make the crimes possible. It is therefore focused on the settings for crime, not on delinquents or criminals. Rather than punishing them or seeking to eliminate criminal dispositions through improvement of society or its institutions, it tries to make criminal action less attractive. It does this in five main ways: (1) by increasing the difficulties of crime, (2) by increasing the immediate risks of getting caught, (3) by reducing the rewards of offending, (4) by removing excuses for offending, and (5) by reducing temptations and provocations. It accomplishes these ends by employing an action research methodology to identify design and management changes that can be introduced with minimum social and economic costs. Central to this enterprise is not the criminal justice system but a host of public and private organizations and agencies—schools, hospitals, transit systems, shops and malls, manufacturing businesses and phone companies, local parks and entertainment facilities, pubs and parking lots—whose products, services, and operations spawn opportunities for a vast range of different crimes. Some criminologists believe that the efforts that these organizations and agencies have made in the past 20 or 30 years to protect themselves from crime are responsible for the recorded crime drops in many countries. Situational crime prevention rests on a sound foundation of criminological theories—routine activity theory, crime pattern theory, and the rational choice perspective—all of which hold that opportunity plays a part in every form of crime or disorder. There is therefore no form of crime that cannot be addressed by situational crime prevention. To date, more than 250 evaluated successes of situational crime prevention have been reported, covering an increasingly wide array of crimes including terrorism and organized crimes. Many of the studies have found little evidence that situational interventions have resulted in the “displacement” of crime to other places, times, targets, methods, or forms of crime. Indeed, it is commonly found that the benefits of situational crime prevention diffuse beyond the immediately targeted crimes. Despite these successes, situational crime prevention continues to attract much criticism for its supposed social and ethical costs.

Purpose The purpose of this paper is to respond to the need for comparative studies on methodologies for implementing Crime Prevention through Urban Design and Planning (CP-UDP) at the local level, particularly in peripheral Europe where CP-UDP’s top-down standards have poor dissemination and acceptance. This paper debates how local partnerships can help reduce crime and how a CP-UDP-based model can be introduced into municipal planning. Design/methodology/approach The paper discusses the challenge of CP-UDP in the framework of a post-crisis Europe and Europe 2020. Because there is a large gap between theory and practice, lack of a shared holistic approach, and scepticism, or lack of knowledge, of public authorities, at local-level planning professionals and the police have devised bottom-up initiatives based on interdisciplinary partnerships with the community. The paper describes, discusses and compares the implementation of such approaches in Lisbon (Portugal) and Vilnius (Lithuania). Findings The paper addresses the processes and challenges of establishing synergies and working relationships between police officers, public officials and the community, and it discusses six main causes for its (un)success. When these conditions were met, crime and social constraints reduced. Practical implications Lessons learned are deemed crucial to disseminate knowledge and best practices, paving the way for proper top-down policies and planning legislations in these and other countries. Originality/value This paper analyses the potentialities and shortcomings of local-level implementation of CP-UDP strategies as an alternative to failed top-down strategies in two realities mostly unknown of the international scientific community. The case study material is previously unpublished internationally.

<p>This Special Issue of the <em>International Journal of Child, Youth and Family Studies </em>is distinctive on a number of levels. First, not all the articles speak directly to families and/or children, as is the case with virtually all articles that appear in this journal. But they do all speak to the issue of crime prevention that directly and/or indirectly impacts families, children, and the community at large. Second, the articles were all funded by the Mount Royal University Centre for Criminology and Justice Research (CCJR) through a grant that was received from the Ministry of Justice and Attorney General of the Province of Alberta. The CCJR represents the first Centre of its type in Alberta. Third, in addition to being funded solely through the same organization, the articles all represent an effort to bridge theory and practice and speak to the importance of exploring and supporting alternatives to conventional criminal justice response mechanisms.</p>
