ABSTRACT It is an opportunity and a challenge for the railway passenger transport in China to serve the railway. In order to gain a firm foothold in the increasingly fierce market competition, the most important thing is to strengthen the passenger service quality management. This paper analyzes the current situation of railway passenger service quality, points out the difficulties and problems in the current railway passenger service, puts forward the main measures to improve the quality of railway passenger service, such as innovative service concept, ensure the quality of equipment, integrate passenger quality standards, Quality of passenger services.

Abstract The basic information of property perceived service quality (PPSQ) evaluation for public building has the characteristics of multi-source heterogeneity, which challenges the traditional perceived service quality evaluation methods. Based on the classical linear programming technique for multidimensional analysis of preference (LINMAP), a multi-objective LINMAP model is constructed and a new PPSQ evaluation method is proposed to solve such problems. Constructing the multi-objective LINMAP model is the core of constructing the new PPSQ evaluation method. The construction idea of the multi-objective LINMAP model is as follows: First, the multi-source heterogeneous evaluation information is normalized based on the TOPSIS idea. Then, the LINMAP model is extended by using the objective function which is constructed with the minimum variance between the multi-source evaluation information. Finally, the source weight and index weight are determined by the above model, the comprehensive distance of each property service project is calculated, and the best choice of property service project is found. The case study verifies the feasibility and effectiveness of the multi-objective LINMAP model, but also reflects the new requirement of comprehensively and objectively evaluates PPSQ for public building.

Community-based software development is a promising model to help reduce the pressures such as development costs, human resources access, new market development, and building business competencies. But the big concern is how to ensure the quality of the outsourcing service. In this paper, a service quality evaluation method for community-based software outsourcing process has been proposed. A service quality indicator model with three layers and five dimensions is explained and applied to community-based software outsourcing service supported by Call-For-Implementation (CFI) platform. The calculation method for each quality indicator is demonstrated in detail. A prototype is developed to support the evaluation process and exhibit results of quality evaluation for the community-based software outsourcing based on CFI. This prototype not only measures and displays the status of service quality in real-time, but also provides history data to guide software outsourcing process management.

AbstractThe European Union is the first and only region worldwide where passengers have comprehensive and integrated fundamental rights on all modes of transport. The rights are based on the principles of non-discrimination, accurate, timely and accessible information as well as prompt and adequate assistance. There is also a specific code of transport regulating conditions under which a carrier transports persons, baggage, animals and goods on the rail network. The actual creation of such transport regulations should follow from a certain methodology. Thus, the paper´s objective is to propose methodical procedures that would be related to a set of regulations in railway passenger transport. The manual proposed will respect relevant legislation, which determines minimum requirements for developing transport regulations, and obligations of carriers as well. As the code of transport is part of public proposals for concluding transport contracts of the carriage of passengers, the methodical manual will contribute to making regulations in passenger transport to be better suited to practical requirements. In general, it may be argued that the manual will ensure establishing transport regulations which will be concise, clear, comprehensible, and which, in particular, will comply with the legislation and requirements of the transport service ordering party. It should therefore contain certain points to be followed when developing transport rules.
