Donald Clarke's article provides a pretty full and accurate review of legislative activities in the course of China's economic developments since 1992. His perceptive analysis not only reflects the important achievements of economic legislation and its undeniable contribution to market developments in China, but also critically conceptualizes the many-featured legislative practice within an established theoretic framework with an emphasis on institutional capacity building.

The present study was undertaken based on an assumption that there is no full guarantee that the university-level students from English department could be easily successful in writing activities. This might be as a result of differences in individuals’ characteristics contributing to language learning process, and even better it has something to do with the so-called “Intelligence”. While some relevant studies concerned about the relationship between the students’ Multiple Intelligence profile and their ability in language learning, the current findings contradicted the findings that of researches. In relation with writing skill, some show a significant correlation, some found only partial correlation, and some illustrated insignificant correlation between the observed variables. To have a clearer picture as to this arguable issue, the present study’s aim was about to look into the relationship between multiple intelligences as a whole part and linguistic intelligence as a part of multiple intelligences, and writing performance of English department students in a state university. This study employed mix method and the instruments applied were MI Inventory, a writing scale adopted from IELTS writing task 2, and interview. A small number of students, 27 students, actively participated in this study, and the findings indicated that insignificant correlation existed between students’ writing performance and their MI profile as a whole part or as independent intelligence, namely linguistic intelligence.

The Vietnam Petroleum Institute (VPI) and the Geological Survey of Denmark and Greenland (GEUS) have carried out a programme of geoscientific research and institutional capacity building since 1995. It has included geoscientific projects focused on assessment of the hydrocarbon potential of selected sedimentary basins, technology transfer and inhouse training at VPI in Hanoi and at GEUS in Copenhagen. Co-operation is continuing within the framework of a new, long-term project that aims to strengthen research capacity in Vietnam within the fields of basin analysis and modelling.

Transparency in government management is important to continue to be improved. The existence of a good government management is the increasing of public trust through public information disclosure. The Information Commission as an implementor in the implementation of law No. 14 of 2008 on Public Information Disclosure must continue to develop the capacity of institutions in order to provide maximum performance so as to encourage the implementation of public information disclosure in Lampung Province. This research aimed to describe the institutional capacity building efforts conducted by the Lampung Provincial Information Commission as well as identify inhibitory factors in the effort. The research method used a qualitative approach. The results of the study generally showed that the Lampung Provincial Information Commission began to make institutional capacity building efforts through the development of physical resources, the development of operational processes, and the development of human resources. Overall all three aspects have gone pretty well.Aspects of physical resource development are starting to go well due to structural changes in the institution that have a good impact on other aspects. In terms of operational development, efforts are made that motivate employees through incentives, personnel addition and building good cooperation and coordination. Aspects of human resource development are trying to be built through training efforts. The obstruction factor in capacity building efforts found to be related to legal devices as well as agency budgets that are not yet fully independent.
