RESUMEN: Este artículo ofrece una nueva aproximación a los capítulos relacionados con la Ínsula Barataria del Quijote a partir de la relación tradicional entre el tema de las islas y los tratados de buen gobierno. Cervantes tuvo acceso a los espejos de príncipes clásicos y bizantinos a través de las traducciones de Diego Gracián y sobre todo del Comentario en breve de su amigo Cristóbal Mosquera de Figueroa. Pero además conoció de primera mano el uso legal ordinario de los consejos de Agapeto y de las leyes del emperador Justiniano, que él adaptó more novelístico al gobierno de Sancho Panza con agudeza de ingenio. ABSTRACT: This article offers a new approach to the Ínsula Barataria´s episode in Don Quixote, by stablishing the traditional relationship between the island´s theme ant the treaties of good government. Cervantes had access to the classics and bizantines specula principum through the translations of Diego Gracián and, above all, the Comentario en breve of his friend Cristóbal Mosquera de Figueroa. But he new also the ordinary legal use of Agapeto´s advices and the emperor Justiniano´s laws in his time, which he adapted, in a novelistic way and with sharp wit, to the Sancho Panza´s government.

The study aimed at revealing the application of good governance in Jordanian universities and its relationship to the ability to solve administrative problems from the point of view of faculty members. The sample of the study consisted of (330) members of the Faculties of Educational Sciences, and the study was conducted in the academic year 2020/2021. Using the descriptive research method, the researchers designed a questionnaire as a study tool and verified its validity and stability. The findings showed that good governance in Jordanian universities was at a high level, with the absence of statistically significant differences in good government by gender or years of experience. The findings also showed a high level of ability to solve administrative problems by the heads of academic departments in the faculties of educational sciences, with no statistically significant differences in the ability to solve administrative problems by gender or years of experience. There was a positive relationship between the degree of good governance and the ability to solve administrative problems.   Received: 3 October 2021 / Accepted: 11 November 2021 / Published: 3 January 2022

The role of government public relations in the era of technological and information advancement is now no longer as a transmitter of information, but as a strategic element in supporting the successful implementation of government programs. Especially creating a reputation for good governance in the community. Therefore, the role of Public Relations Public Relations needs to be developed to be more proactive so that it is able to package information, oblique news that develops in the community and straighten it according to true, balanced and proportional facts so that people do not have bad perceptions about the government. The focus of the problem is the role of government public relations (Government Public Relations) in creating a good government reputation in the eyes of the community, as well as the objectives and functions of Government Public Relations (Government Public Relations) in creating a good government reputation in the eyes of the public. The research method uses literature study. Public Relations is designed based on serious research, planning and evaluation. The work process of Public Relations is a continuous circular process, and is a continuous process in the form of a spiral. In the implementation of the function of public relations or Public Relations requires, a variety of reliable expertise, people who can be trusted, supervision, coordination, attention to every detail and carried out in a professional manner. Public Relations must be able to master technical skills in disseminating information to achieve the goals that have been determined by the Public Relations. In this approach, Public Relations can use various communication channels, including interpersonal, public, group communication, mass media, both print and audio-visual and New Media.

<p>The Official Information Act was passed into statute in 1982. Among the purposes of the Act is the enhancement and respect for the law and the promotion of good government. The aim of this paper is to detennine, from a participation perspective, the impact of the Official Information Act 1982 on the core public sector policy process. The paper starts with a background to the Act before reviewing the expected and actual impact of the Act, as outlined in the literature. The policy making process in New Zealand' s core public sector is considered, highlighting opportunities for participation. Participation theory is discussed.  The research involves a survey across the core public sector to gain general views of the impact of the Act on the policy development process. The results are used as the basis for three in-depth case studies of core public sector agencies. The conclusions are that while the Act is an important instrument of accountability, the success of the Act in enabling more effective participation is not so clear. While information is more readily obtainable, technocratic officials and Ministers keen to control information impact on the ability of citizens to participate. It is concluded that for the Act to be of maximum benefit education of officials and a loosening on the control of information will be needed.</p>

AbstractFor decades, corporate undermining of scientific consensus has eroded the scientific process worldwide. Guardrails for protecting science-informed processes, from peer review to regulatory decision making, have suffered sustained attacks, damaging public trust in the scientific enterprise and its aim to serve the public good. Government efforts to address corporate attacks have been inadequate. Researchers have cataloged corporate malfeasance that harms people’s health across diverse industries. Well-known cases, like the tobacco industry’s efforts to downplay the dangers of smoking, are representative of transnational industries, rather than unique. This contribution schematizes industry tactics to distort, delay, or distract the public from instituting measures that improve health—tactics that comprise the “disinformation playbook.” Using a United States policy lens, we outline steps the scientific community should take to shield science from corporate interference, through individual actions (by scientists, peer reviewers, and editors) and collective initiatives (by research institutions, grant organizations, professional associations, and regulatory agencies).

Good government is vital to human society. But what proximal and distal factors influence this collective goodness perception? Here, we investigate how and why multi-component evaluations by many institutional observers of public governance vary along the north-south rather than east-west axis of the Earth. Across 190 countries, we show that governance quality improves from the equator toward the North and South Poles in both the Eastern and Western Hemispheres. By contrast, governance quality hardly varies from east to west. National wealth, surfacing as the main driver of good government, is spatially distributed along latitude and longitude in the same striking way. In broader detail, governance quality is psychologically accounted for by cultural, economic, and pathogenic explanations, all nested within a climate-based explanation. Taken in total, the results suggest a chain of increasingly distal explanations of the equator-to-pole improvements in perceived governance quality.

Abstract In the 1470s, Domenico Spreca, a citizen of Viterbo, commissioned a cycle of virtues for the sala on the upper floor of his palazzo. From 2012 to 2018, the frescoes, largely unknown in (art) historical research, were the subject of legal proceedings and, on a regional level, of public debate over the preservation of cultural heritage. Over these years, it became clear that objects not only require financial resources to protect and preserve them over the centuries, but also need to be part of a narrative. Such a narrative was lost at an early stage, although the frescoes bear extraordinary witness to the negotiation processes of the 15th century concerning political virtues. In this paper, I argue that the cycle of virtues should be interpreted as an allegory of good government. Domenico Spreca addressed the conditions of loyalty (fidelitas)/obedience (oboedientia) on the one hand and the authority (auctoritas) of the superiores – the Pope, the Curia and the Rector of the Patrimonium Petri in Tuscia – on the other. To facilitate comprehension of this interpretation, the frescoes will be embedded in the political culture of Viterbo. To this end, their interpretation will be preceded by observations on the institutional establishment of papal authority in the city and on how its citizens dealt with it in the 1450s and 1460s: an authority that they legitimised on the basis of its pacification of factional struggles within the city and demanded for this purpose, from which they benefited and whose arbitrariness they attempted to curtail.

As the custodians of honour, Khap Panchayats are self-proclaimed tribunals with full validity and authority among the segments of their caste. These Panchayats are not real courts and do not have a constitutional basis. Under this unconstitutional system, all people of a village huddle around a Chabutara in order to make rapid, unilateral, and incontestable decisions on a variety of problems such as social transgression, marriage, offences, property rights, or situations endangering the village's tranquillity. It is concerning to notice that, in an era where individuals communicate via 3G technology, Indian civilization has regressed to the Dark Age. In today's culture, when legal standards and constitutional authority rule society, organisations like the Khap Panchayat obstruct progress and good government. The residents of the particular territory or community in which 'Khap' exists praise the dictates of Khap Panchayat; this is the most significant hurdle to Khap Panchayat's elimination. This study attempts to answer the question, "Why do Khaps still exist in India?" What is Khap's source of strength? It provides a thorough examination of the problem and attempts to propose a solution.
