After a focus on social and cultural history in the last issue, this issue's offerings return us to more traditional subjects – political institutions, and historiography. That spring review ended with religion, which is where we start here: an apposite reminder that religion pervades all aspects of the Roman world. It is precisely that principle which undergirds our first book, Dan-el Padilla Peralta's Divine Institutions. Padilla Peralta is interested, at root, in how the Roman state became such through the third and fourth centuries bce. That is a story usually told – in a tradition going back to the ancient historians themselves – via a swashbuckling tale of successive military campaigns. Padilla Peralta, however, sets that anachronistic narrativization aside, and instead builds a careful case that between the siege of Veii and the end of the Second Punic War ‘the Roman state remade and retooled itself into a republic defined and organized around a specific brand of institutionalized ritual practices and commitments’ (1). Specifically, he shows that the construction of temples and the public activities they facilitated were a key mechanism – one as important as warfare – by which the consensus necessary to state formation was generated: the Republic more or less stumbles into a bootstrapping formula that proves to be unusually felicitous: high visibility monumental enterprises are paired with new incentives for human mobility in ways that dramatically and enduringly reorganize the rhythms of civic and communal experience. (17–18) In particular, Padilla Peralta argues that output was greater than input; that the genius – whether accidental or deliberate – of this formula was that it facilitated a confidence game whereby the res publica appeared more capable – via the apparent support of the gods whom its visible piety secured – than was in fact the case.

This chapter focuses on erotic magic. While there is no way to judge, from a modern perspective, whether any of this erotic magic “worked,” from the standpoint of cultural history one can nevertheless conclude that erotic magic was a real part of the Greco-Roman world, both in the imagination of its possibilities and in the practices of those seeking extraordinary solutions to the endless problems that can arise in erotic relationships. The evidence, in literature and in epigraphic sources, provides insights into those problems as well as into the ways people thought those problems might be solved. This material is a rich source for the understanding of ancient Greco-Roman sexualities, providing glimpses of the underlying patterns of erotic behavior, both in the fantasies of the ancient Greeks and Romans and in the realities of their relationships. The social location of the performer is particularly interesting in erotic magic, since the literary evidence would suggest that erotic magic is generally associated with the objectively profane: the female, the old, the foreign. In reality, however, both males and females made use of erotic magic.

Functional approaches to disability measurement in Zambia reveals an overall disability prevalence rate of 13.4%, 4% of whom are recorded as having “speech impairment” (Zambia Federation of the Disabled [ZAFOD], 2006). Further, multidimensional poverty assessments indicate that 48.6% of Zambia's approximately 16 million citizens are impoverished. Currently, there are three internationally qualified speech-language pathologists (SLPs) providing services within Zambia's capital city, Lusaka. Given these statistics, it follows that a significant number of Zambian's, experiencing communication disability, are unable to access specialist assessment and support. Over the past decade, Zambia has seen two very different approaches to address this service gap—firstly, a larger scale top-down approach through the implementation of a formal master's degree program and more recently a smaller scale, bottom-up approach, building the capacity of existing professionals working in the field of communication disability. This article provides an overview of both programs and the context, unique to Zambia, in which they have developed. Authors describe the implementation challenges encountered and program successes leading to a discussion of the weakness and merits to both programs, in an attempt to draw lessons from which future efforts to support communication disability and SLP service development in Majority World contexts may benefit.
