Rethinking Climate Governance: Amazonian Indigenous Climate Politics and Integral Territorial Ontologies

This chapter applies a transnational law perspective to climate change governance. Climate change is increasing the interdependence of different states and economic activities, as the consequences of greenhouse gas emissions from somewhere are felt everywhere. This has prompted an international climate politics in which diverse actors grapple with growing interdependencies. The transnational nature of the climate crisis is however but partially reflected in international climate law. The chapter argues that the Paris Agreement has the potential, as a central node in a still-heterarchical climate governance, to interlink instruments and mechanisms from different levels of law and from the public and private sectors. The chapter also draws attention to interactions with often-overlooked sites of climate governance, including transnational commercial law, private international law, and contractual dispute resolution. It concludes with suggestions for further work in the domains of scholarship and practice.

Cities are increasingly seen as essential components of the global response to climate change: setting targets, taking action, and rendering themselves accountable to global audiences for their efforts. Why cities are making themselves globally accountable in the absence of compulsion or obligation, and what it means for cities to operate simultaneously as global and locally accountable actors, constitute important puzzles for scholars of global climate politics. In this article I set out the basic parameters of this phenomenon, and offer a conceptual framework with which to parse the politics of accountability in networked urban climate governance. I apply this framework to identify three distinct forms of accountability present in the C40 Cities Climate Leadership Group: an external politics of recognition; a network politics of ordering, and; an internal politics of translation. The article explores each for their distinct political processes, orientation, and power dynamics, and offers some propositions with respect to how they interact, and what it means both locally and globally when cities make themselves globally accountable.

AbstractRecent research has considered the contribution of faith-based actors (FBAs) and religious norms to global sustainability and climate governance. However, as yet, it has paid little attention to the relationship between religion and climate politics in the EU. The EU is supposedly a secular body. Nevertheless, FBAs participate in its climate policy discourse, and, therefore, their normative contributions are of interest. In this article, therefore, we explore the role of FBAs in the EU climate discourse with respect to two specific questions: what, if any, specific normative arguments and claims do the FBAs contribute to the EU’s climate policy discourse; and, can or do the relevant normative arguments and claims serve as a basis for collaboration or are they a source of normative conflict between different FBAs or between FBAs and non-FBAs? To answer these questions, we draw on the EU’s transparency register and a content analysis of a specific dialogue between FBAs and the EU’s institutions. On this basis, we identified a range of active FBAs within EU climate politics and demonstrated that they contribute to the European climate discourse by adding deep-rooted values. One way this is achieved is through the connection of climate values to “creation” and the divine command to mankind which can give specific meaning to one’s understanding of nature and fellow humans, as well as one’s sense of responsibility towards both. Furthermore, we find a basis for both agreement and conflict in references to religious norms and ideas. Many actors from different faiths and secular backgrounds emphasize the compatibility of faith-based and other norms. However, other actors highlight differences in perspectives and challenges to climate governance that arise from “conservative” religious norms.

This article argues that social movement research must be renewed by a historical-materialist perspective to be able to understand the emergence and effects of the relatively new climate justice movement in Germany. The previous research on NGOs and social movements in climate politics is presented and the recent development of the climate justice movement in Germany is illustrated. In a final step two cases of climate movement campaigns are explained by means of the historical-materialist movement analysis proposed by the author.
