Cloud computing technology is garnering success with marketing-based wisdom-like stories of savings, ease of use, and increased flexibility in controlling how resources are acquired at any given time to deliver computing capability. This chapter develops a preliminary decision framework to assist managers who are determining which cloud solution matches their specific requirements and evaluating the numerous commercial claims (in many cases unsubstantiated) of a cloud’s value. This decision framework is the result of the authors’ research program in understanding how small to medium-sized businesses can assess the potential benefit from cloud computing helps managers allocate investments and assess cloud alternatives that now compete with in-house data centers that previously stored, accessed, and processed data or with another company’s (outsourced) datacenter resources.

The evolution of IT led Cloud computing technology emerge as a new prototype in providing the services to its users on rented basis at any time or place. Considering the flexibility of cloud services, innumerable organizations switched their businesses to the cloud technology by setting up more data centers. Nevertheless, it has become mandatory to provide profitable execution of tasks and appropriate  resource utilization. A few approaches were outlined in literature to enhance performance, job scheduling, storage resources, QoS and load distribution. Load balancing concept permits data centers to avert over-loading or under-loading in virtual machines that as such is an issue in cloud computing domain. Consequently, it necessitate the researchers to layout and apply a proper load balancer for cloud environment. The respective study represents a view of problems and threats faced by the current load balancing techniques and make the researchers find more efficient algorithms.

Cloud Computing is an era when various trends showed up. It is the type of development, based solely on the Internet. The computer technology has brought in several changes along the years. SaaS is an architecture that comes under computing technology, involving the use of powerful processors, that helps in transforming data centers, scaling services involving computing technology across all fields. Various trends are opening in the field of Cloud Computing, developed mainly on Internet basis and use of computing technology. The computing architecture of SaaS along with powerful processors, are transforming data centers into a huge scale of pools of computing services.  Balancing load efficiently is one of the key areas involved in cloud computing. Services that are of very high quality can be subscribed for lower cost, along with completely reliable network connections with their bandwidth being increased , providing a flexible service residing in remote data centers. Load Balancing is the concept involved in the storage of computing resources. It is the partition of work which requires processing between two or more number of computers and/or CPUs, storage devices which ultimately leads to providing higher efficiency with much faster service. The improved WRR algorithm which is improved has been proposed in order to distribute the workload efficiently, thereby enhancing various other features that are associated with it.

Today is the era of Cloud Computing Technology in IT Industries. Cloud computing which is based on Internet has the most powerful architecture of computation. It reckons in of a compilation of integrated and networked hardware, software and internet infrastructure. It has various avails atop grid computing and other computing. In this paper, I have given a brief of evaluation of cloud computing by reviewing more than 30 articles on cloud computing. The outcome of this review signalizes the face of the IT industries before and after the cloud computing.

Cloud computing technology has signicant role in academic libraries. Most of the library services are available on cloud platform and library software vendors developed their Library Management Software on cloud platform. It is the right time for library professionals to upgrade their technical skills to provide good services to the library stakeholders. This study shows the library services and facilities available on cloud. It is the right time to migrate to cloud
