Multiple attribute group decision-making (MAGDM) methods have a significant influence on decision-making in a variety of strategic fields, including science, business and real-life studies. The problem of evaluation in green building energy-saving design projects could be regarded as a type of MAGDM problem. The evaluation based on distance from average solution (EDAS) method is one of the MAGDM methods, which simplifies the traditional decision-making process. Symmetry among some attributes that are known and unknown as well as between pure attribute sets and fuzzy attribute membership sets can be an effective way to solve MAGDM problems. In this paper, the classical EDAS method is extended to intuitionistic fuzzy environments to solve some MAGDM issues. First, some concepts of intuitionistic fuzzy sets (IFSs) are briefly reviewed. Then, by integrating the EDAS method with IFSs, we establish an IF-EDAS method to solve the MAGDM issues and present all calculating procedures in detail. Finally, we provide an empirical application for evaluating green building energy-saving design projects to demonstrate this novel method. Some comparative analyses are also made to show the merits of the method.

In this paper, evaluation index system of green building energy-saving technology was established on the basis of comprehensive analysis of the factors affecting green building energy-saving technology. This evaluation index system was divided into two levels. Thermal performance of maintenance structure, energy efficiency of building equipment, design management, operation management and indoor comfort and health were one-level evaluation index, and there are eighteen two-level evaluation indexes. Entropy weight method was introduced to determine the weight of evaluation index. Fuzzy synthetic evaluation method was applied to synthetic evaluation. On this basis, a model based on entropy weight method and fuzzy synthetic evaluation method was proposed to evaluate the green building energy-saving technology. An example was given to verify the validity and feasibility of the model. Results show that the model can used to evaluate the green building energy-saving technology, and offers reference on evaluation of green building energy-saving.

Rating systems for green buildings often give assessments from the perspective of the overall performance of a single building or architecture complex but rarely target specific green building technologies. As some of the rating systems are scored according to whether the technologies are used or not, some developers tend to pile up energy-saving technologies blindly just for the sake of certifications without considering their suitability for the application. Such behavior may lead to the failure of achieving the energy goals for green buildings. To solve this problem, a system that pre-evaluates the suitability of green building energy-saving technologies is devised based on modified TOPSIS (Technique for Order Preference by Similarity to an Ideal Solution) method, SA (simulated annealing) algorithm and unascertained theory-based data analysis method. By setting indices from technology performance, economy, human satisfaction aspects and by using the building prior information and measured database of technology usage, this system can make a quantifiable and multi-dimensional grading assessment for the target green building energy-saving technologies in the design stage. The system aims at helping the designer choose technologies in the design phase that best enhance the performance of the finished green building. It also helps prevent the sub-optimal performance of unsuitable technologies caused by the “pile up” behavior mentioned earlier. To verify this evaluation system, two building designs which use energy-recovery technology are evaluated, and the predicted performance for both designs matched the actual operation of the technology in the buildings themselves well.

In recent years, with the continuous development of society, people's awareness of energy conservation has also been enhanced. Among them, building energy consumption occupies a very large proportion in all their energy consumption. Therefore, people have taken various measures to reduce the energy consumption of building its own. External wall thermal insulation is a new building energy saving technology. Through verification, application of external wall insulation technology in building energy saving greatly reduces the energy consumption of buildings. This paper mainly introduced on the city building external wall thermal insulation technology and some related measures.
