Chapter 1 defines the volume’s key terms: domestic colonization as the process of segregating idle, irrational, and/or custom-bound groups of citizens by states and civil society organizations into strictly bounded parcels of ‘empty’ rural land within their own nation state in order to engage them in agrarian labour and ‘improve’ both the land and themselves and domestic colonialism as the ideology that justifies this process, based on its economic (offsets costs) and ethical (improves people) benefits. The author examines and differentiates her own research from previous literatures on ‘internal colonialism’ and argues that her analysis challenges postcolonial scholarship in four important ways: colonization needs to be understood as a domestic as well as foreign policy; people were colonized based on class, disability, and religious belief as well as race; domestic colonialism was defended by socialists and anarchists as well as liberal thinkers; and colonialism and imperialism were quite distinct ideologies historically even if they are often difficult to distinguish in contemporary postcolonial scholarship—put simply—the former was rooted in agrarian labour and the latter in domination. This chapter concludes with a summary of the remaining chapters.

This chapter develops an original “theory of change” that connects PB programs to three community-level outcomes: the promotion of accountability, expansion of civil society, and improvements in well-being. To explain the variation in outcomes, this explanatory framework includes macro-level (political context, decentralization, economic conditions) and meso-level (government support, configuration of civil society, state capacity) factors that condition PB programs’ impacts. The discussion then moves beyond the macro and meso to drill down to “variation in program design.” The chapter identifies several rules (scale/level of adoption, presence of social justice rules, program emphasis on social inclusion, vote rules, and oversight process) that significantly influence the outcomes that PB programs produce. Thus, this chapter illuminates how variation in the macro, meso, and PB design rules condition and constrain the types of outcomes associated with PB. The chapter concludes by linking the theory of change to the PB Types (introduced in Chapter 1) to theorize how each PB program type is likely to be associated with distinct impacts.

This chapter maps out various ‘bifurcation challenges’ to societal development, such as, (a) climate change (b) demographic change (c) the increasing urbanisation of society and (d) ‘food security.’ The research encapsulates a basic Human Rights approach to foster the acquirement of the necessary ‘capabilities’ to make informed discriminate choices, with regard to one’s personal development and to one’s community of reference. It further offers a concept of Civil Society of committed individuals, facilitating the discovery of new aspects of their identity, through their commitment to societal development. The three main concepts, in this chapter: 1. The ‘Community Informatics’ Concept, 2. The ‘Civil Society’ Concept and 3. The ‘Capabilities’ Concept, could, with the aid of Information and Communication Technologies (ICTs), converge, to cope with the current discernable bifurcation challenges to societal development.

Chapter 1 recounts the 2012 gang rape and murder of Jyoti Singh to highlight the contradictory nature of Indian democracy—which gravely affects its institutions and puts its citizens at risk. The book asks, why do we find pervasive gender-based discrimination, exclusion, and violence in India when the Indian Constitution builds an inclusive democracy committed to gender and caste equality? To understand women’s unequal experience of Indian democracy in multiple domains, the introduction weaves an analysis of the 2012 gang rape with ethnographic data from the Sikh community to call attention to the dangers of gender-based violence, from its most horrific expression to the more commonplace. In doing so, the book highlights similar logics at play along the spectrum of gender-based violence and explains how these logics cause women’s lives to be at risk in all spheres of life—state, civil society, religious community, and home.
