Abstract. The paper deals with the environmental aspect of power industry development and uses unilateral and bilateral auction and games theory optimization modeling to simulate competitive market introduction to the Ukrainian electric power industry. The main goal of the research is to investigate how the transition will influence prices’, volumes’ dynamics and benefit distribution among market players while also addressing the problem of possible market fluctuations due to price sensitivity.Key words: electric power market, environment, competitive market introduction, auctions, games theory

The article analyses the results of electric power industry reformation. At most, two key tasks are not completed: creating a competitive market of electric power prices of which are not controlled by the state, but formed on the basis of demand and supply of its participants; and raising private investments to renew generating powers. The reform only laid legal, economic, technological and infrastructural basis for creating efficient, reliable and compatible industry, it is needed to develop competitive relationships, perfect rate regulation and provide equality of all industry participants.

Russia and China have long been trading partners and cooperated in most industries, including the electric power sector. Even with close and long-standing ties, the further scope of Russian-Chinese relations in the electric power sector should be defined taking into account China's currently implemented Belt and Road Initiative requiring enormous resources, particularly in commodities. An analysis of Russia's electric power market shows an imbalance between the levels of demand and supply skewing to the supply side. Russian excess supply of electricity could be feasibly channelled to China under long-term contracts. For now, such supplies have not been operated at the levels planned several years ago, which indicates low utilisation of the existing potential of cooperation between the countries in the sector. Besides, considerable potential exists for partnership between Russia and China in upgrading electric power facilities and supplying electricity equipment and its subsequent maintenance.

This article discusses the specific features of such a product as reactive power. The degree of reactive power compensation both in the domestic electric power industry and in most industrialized countries is clearly insufficient. The possibilities available in electric grids, at power plants and at consumers of electricity for coordinated regulation of reactive power and voltage levels are not fully used. The main factors influencing the formation of the reactive power market in the electric power industry are revealed. The proposed market is based on the organization and implementation of qualified selection of reactive power suppliers. The scheme of the price bid of reactive power suppliers, developed on the fundament of the cost structure of various types of reactive power suppliers is proposed. Rational regulation of reactive power is currently not considered as an economic problem, but it is one of the main tools for managing the efficiency of EPS. The proposed organizational mechanism of pricing for reactive power and the qualified selection of its suppliers is aimed at determining the range of suppliers of reactive power capable of meeting the demand for it with the least costs, as well as to stimulate investments in the construction of new sources of reactive power.

The study investigates the issues of long-term availability of generation capacity in a market environment. The expansion of the electric power industry is analyzed, taking into account its one-product and two-product structural organization as well as its splitting into separate generation companies pursuing their own economic interests in an imperfect market. A case study is provided.

The electric power sector is facing comprehensive changes reflected in the reorganization of the entire market, in the economic relations management and the technical and technological functioning of companies. The changes are in fact a consequence of various restructuring processes in the electric power sector, which are parallelly unfolding depending on the course and dynamics of the structural reforms implementation. In the electric power industry, these processes primarily involve liberalization, namely, opening the market to all business entities, and thus introducing competition to the electricity power market. The establishment of competition in the electric power industry is facilitated by the process of vertical unbundling of electric power activities, which can be divided into market-oriented and regulated activities. The purpose of this paper is to present the structural reforms and processes of restructuring the electric power industry which is transforming from monopoly market structures to competitive market conditions.
