The purpose of the article is to study the features of modelling the relationship between utilities and partners. Methodology. General scientific methods are used in the research, in particular, generalizations, comparisons – to analyse the views of scientists on modelling the relationship between utilities and partners, indicating the main forms of public-private partnership, the advantages and disadvantages of their use. Results. It is proved that the relationship between the state and business today is extremely strategically important for the state in the formation of sustainable development goals. Building effective relationships in housing and communal services will be a success for effective activities and will satisfy all participants: the state, business and the population. It is proved that in modern conditions, housing and communal services is a complex hierarchical system that combines many separate subsystems and has the characteristics of a spatial economy, i.e. regional structure and scale. The analysis of the legal and regulatory framework shows that there are only three players in the market of housing and communal services: managers, service providers and consumers. Also, there are various opportunities to establish partnerships with most existing stakeholders, including the use of public-private partnerships in housing and communal services. It is investigated that among the widespread variants of private capital raising in the communal sphere the following basic forms are identified: contract for works, contract for enterprise management, lease, concession, privatization. Thus, local public authorities have the opportunity to transfer utilities in concession or lease to private investors. However, this has not become a common practice due to the complexity of their organizational mechanism. Practical meaning. It is proved that the most effective form of public-private partnership for housing and communal services is a concession – the process of granting, in order to meet public needs by an authorized executive body or local government, concluding a contract on a paid and fixed basis, the concessionaire ) management of the concession object, on the terms of property liability by the concessionaire and possible division of business risk. Prospects for further research. The need to study the advantages and disadvantages of other forms of public-private partnership in housing and communal services.

Tourist clusters are widely used in domestic practice as tools for the development of tourist infrastructure and improving the competitiveness of tourist products. The strategic effectiveness of clusters is determined by the extent to which the goals of their formation and functioning take into account the trends in the development of national and global tourism, as well as the interests of global, national and local stakeholders. Environmental challenges, transforming the system of socio-ecological and economic interests of stakeholders, require a corresponding adjustment of goals and goal-setting procedures at all stages of the cluster life cycle. The article substantiates the need for greening the goals system of cluster initiatives as a key condition and the first step in the system of measures for the “green” reorientation of existing and emerging clusters; offers a definition of a “green” tourism cluster as an organizational mechanism for greening the tourism industry, as well as a set of joint goals of its participants, which allows us to reach a compromise between the mission of greening tourism activities and the commercial success of the cluster. Data from the Russian and European Cluster Observatories, the European Cluster Collaboration Platform, and the TCI Network, a global network on clusters, innovation, and competitiveness for the period from 2003 to the present, are the information base for the study of the goals of cluster initiatives.

The study of the accounting environment was conducted and proposals for improving its theory for the needs of the macro-level of management from the standpoint of institutional theories were formed. A working hypothesis is proposed on the dependence of data collection methods for financial regulation, the formation of a development strategy for the industry, the selection of the Structure of programs of state support for goods and services, and it is tested on examples of budgetary financial regulation of the agricultural sector of Ukraine. For this, the existing scientific approach and practice of information support of financial support were analysed using examples of budget programs in the agricultural sector of the economy, determination of the state and ambushes of its further development in relation to the financial condition of agricultural enterprises, the level of their accounting and financial reporting, and, accordingly, the awareness of managers concerning participation in budget programs, submission of applications that takes budget support and its effective use. The analysis of indicators in the effectiveness of budget programs is carried out in order to disclose the relationship between accounting and macroeconomic indicators in the development of the agricultural sector of Ukraine. The methodological approach to determining the effectiveness of budgetary support for the development of the agro-industrial complex is generalized, a comparative assessment of the effectiveness of various programs of state financial support for agricultural commodities and production sites is carried out and statistical material on the state of agriculture is processed the Impact of budgetary support on the formation of financial indicators in the agricultural sector was determined. Proposals were provided for the concentration of state financial resources on the Key Program of Budgetary Support for the development of the agricultural sector and improvement of the organizational mechanism functioning of the system of budgetary subsidies for agricultural goods. The main indicators of monitoring the effectiveness of state programs to support the agricultural sector have been outlined and proposals are given for improving the information support of this process, accounting tools, financial and budgetary reporting. Recommendations are given for the concentration of state financial resources on the Key Program of Budgetary Support for the development of the agricultural sector and the improvement of the organizational mechanism of functioning of the system of budget subsidies in connection with the achieved financial indicators of activity of the commodity producers formed in the accounting and information system.

The study of the partnership organization mechanism (POM) aims to answer the question of how an organization manages the mechanical operation of the partnership and how the partnership system shapes itself in order to achieve a fairer balance across all junctions of the POM, through shafts connected into a single mechanism. The study has led to a deeper understanding of the empirical operation of the POM and has led to the identification of 20 POM configuration principles, the harmonization of which, in accordance with the principle of coherence, enables sustainability to be achieved and managed. The study is exploratory and therefore empirical facts supporting theoretical insights were sought. The information database of the study consists of 5-year observation data of Lithuanian local action groups, exploratory survey data and in-depth interviews for verification of the phenomenon. The empirical study allowed us to verify the theoretical operation of the POM and helped us to determine the content and purpose of the relationships between different groups of stakeholders in the region. A total of 10 POM empirical models have been detected, which confirmed the fundamental thesis of the study that sustainability can be managed by ensuring the harmonious operation of the system and by controlling the level of system coherence.

Objectives: AHP (Analytic Hierarchy Process) is used to analyze the influencing factors of school physical education policy implementation. Methods: Based on the established hierarchical structure model of influencing factors of school physical education policy implementation, the importance of indicators in each level is compared in pairs, the judgment matrix is established step by step, the relative importance order weight of each level element is calculated, and the consistency test is carried out, and then the ranking of each level and the general ranking are obtained. Results: The results show that the principal, as the first responsible person for the implementation of school sports policy, plays a directional decisive role in the implementation of school sports policy. Organizational mechanism and funding guarantee factors are necessary conditions for the implementation of school sports policy, and school sports policy factors are a powerful driving force for the implementation of school sports policy. Conclusion: AHP provides theoretical reference for better understanding the influencing factors of school physical education policy implementation and putting forward corresponding intervention measures.

Poverty reduction and economic development are the focus of both developed and developing countries. Internationally, cooperatives make an immense contribution to poverty reduction and economic development. However, in Namibia, agricultural cooperatives have not done much in this regard. Therefore, the purpose of this research was to identify and analyze the elements of the agricultural cooperative model as an organizational mechanism for poverty reduction and economic development. Adopting a qualitative approach with a cross-section case method as a research design, the study intends to address the research question: What are the strategies that can be implemented based on the best practices and elements of the cooperative advantage in the agricultural cooperative model as an organizational mechanism for poverty reduction for economic development? Findings reveal that cooperatives still face numerous challenges and recommendations include government and other stakeholders' support mechanisms for the provision of capital, training, and land acquisition.

The purpose of the study is to determine the prerequisites and conditions for the creation of consortia as an organizational form of collaboration of scientific organizations and universities to ensure their competitiveness in the global education and science market within the framework of the implementation of national projects. The national project in the field of education and science is aimed at ensuring the high quality of higher education and its accessibility, increasing the level of cooperation of higher education institutions and scientific institutions, which will make it possible to commercialize the results of scientific activities more productively and, ultimately, ensure Russia’s entry into the number of advanced countries in the world in terms of scientific research and their impact. Among the main tasks of the research is to identify problems associated with the need to improve approaches in the implementation of projects to create scientific and educational consortia. Materials and methods. The research is based on the materials obtained by the authors in the course of the implementation of a number of consulting and educational projects carried out jointly with the Ministry of Education and Science of the Russian Federation to ensure the financial stability of universities. In the course of interviews and analysis of statistical and functional reports (on scientific activities, self-examination reports, performance monitoring, etc.), data were obtained and summarized to assess the effectiveness of the implementation of strategic planning programs, as well as the effectiveness of cooperation projects between universities, local authorities and business.Research results. Analysis of trends in the development of scientific and educational communications showed that reliance on collaboration can serve as a factor in the sustainable development of scientific and educational organizations. In recent years, there has been an intensive search for the most effective organizational and financial instruments to ensure the promotion of Russian universities in the leading international rankings. It is shown that the most effective organizational mechanism for achieving the set goals is the integration of educational and scientific organizations in the form of consortia. It was revealed that for the formation of scientific and educational consortia, it is necessary to have not only the appropriate infrastructure for the work of scientific teams, but first of all to have projects, the implementation of which will make it possible to make a breakthrough in educational and scientific activities. An important factor influencing the formation and development of consortia is that their creation is a prerequisite for participation in the strategic academic leadership program. In this regard, the study focuses on the need to use assessment indicators by the project management from the side of the state, which would provide a full assessment of the effectiveness of the funds provided in the form of a grant.Conclusion. The results of the research show that at the state level there is a search for new forms and mechanisms that would allow for the intensive development of Russian education and science. The main instrument for the implementation of state policy in this area is represented by national projects that set the main parameters for development. It is planned to increase the number of universities that will be able to receive grant support as members of scientific and educational consortia. Certain problems have been identified that may affect the effectiveness of the activities of educational and scientific organizations in collaborations.

Soon after implementing reforms to the tax-sharing system, the People’s Republic of China (PRC) implemented public budgeting reform, and thus formed a new kind of state governance system, the program system (PS). There are three categories of program expenditures available to local governments: “earmarked grants” from higher-level authorities; “non-grant program funds” from higher-level authorities; and program funds from same-level government departments. The convergence and reorganization of these three categories of program expenditure at the local level has, to a great extent, molded the fiscal structure of grassroots government in the PRC. The PS in essence does not mean discarding or surpassing the bureaucratic state system, rather, it is the active improvement and supplementing of the bureaucratic system by the state: a continuation and development of state regime construction. The overt purpose of the PS is to “solidify” budgetary constraints, while the underlying purpose is to enhance the government’s ability to respond to society. The two purposes present some tension in practice, as the rationalized and professionalized forms of governance that result do not necessarily enhance the ability to respond to public needs; in fact the reverse is quite possible.
