Honesty and trust in old and new democracies: Challenges and disappointments

In 2002, János Kornai and the author organized a project that sought to confront distrust, corruption, and dishonesty in the transition economies of Eastern Europe. In reflecting on that project, this essay highlights present-day weaknesses in the region’s transition and stresses equally troubling developments in the United States that could make government less open to input from civil society groups and low-income individuals. Building a trustworthy state and creating social trust remain challenges for committed democrats in both developed and developing societies.

In recent years the concept of civil society has gained scholarly attention world-wide. It has found numerous advocates in the West, such as John Keane who suggested democratizing European socialism by defending the distinction between civil society and the state; Michael Walzer who proposed synthesizing socialist, capitalist and nationalist ideals under the rubric of civil society; and Daniel Bell, who called for a revival of civil society in the United States as a protection against the expanding state bureaucracies. In 1992 alone, at least three books on the subject appeared. In Eastern Europe, proponents of the civil society concept – like Vaclav Havel, George Konrad and Adam Michnik – have been credited with developing an extremely useful theoretical tool for overthrowing Stalinist authoritarianism. A volume consisting of case studies of seven former or present socialist countries found that the notion of civil society is generally applicable to the study of Communist systems, as long as the influence of different cultures and traditions of individual countries are fully acknowledged. The civil society paradigm, despite its basic European orientation, has also been recognized as applicable to the study of developing countries.

This article looks at developments in Eastern European civil society (as measured by the participation in organisations) and how this has changed between 1995 and 2005 using the World Values Survey. There are comparisons with Western Europe on the one hand and the United States on the other, which show that although civic participation of this kind has declined in the United States, it remains stable in Europe, including at a low level in Eastern Europe. Surprisingly, there seemed to be little differences between countries that had joined the European Union and those that had not. The article considers reasons for this continued weakness of civil society in Eastern Europe.

This chapter presents the historical and conceptual background to the book’s argument. It starts with a history of Ghana, followed by an analysis of the trends that have led to high levels of out-migration, and then to a description of Ghanaian populations in Chicago. Next, it addresses the concept of social trust in general and personal trust in particular, developing a theory of personal trust as an imaginative and symbolic activity, and analyzing interracial relations through the lens of racialized distrust. It concludes by describing the role of religion in the integration of immigrant groups into the United States and the particular religious frameworks that characterize Charismatic Evangelical Christianity in Ghana.

This special issue focuses on the role of civil society in international relations. It highlights the dynamics and impacts of public opinion on international relations (Zaller, 1992). Until recently, it was usual to consider public opinion in terms of its influence on policy makers and in terms of moulding public opinion in the broad frame of the policy makers in one's country. Given that public opinion in the United States was assessed and judged so frequently and diffused so globally, it was natural to frame questions guided by those concepts which pertained to the global and domestic context of the United States.

We challenge the widely held view that classic American voluntary groups were tiny, local, and disconnected from government. Using newly collected data to develop a theoretically framed account, we show that membership associations emerged early in U.S. history and converged toward the institutional form of the representatively governed federation. This form enabled leaders and members to spread interconnected groups across an expanding nation. At the height of local proliferation, most voluntary groups were part of regional or national federations that mirrored the structure of U.S. government. Institutionalist theories suggest reasons for this parallelism, which belies the rigid dichotomy between state and civil society that informs much current discussion of civic engagement in the United States and elsewhere.

The penitentiary in the United States of America originated as a religious institution. Its roots lie in the belief that inmates could reform if they were given an opportunity to engage in reflection, prayer, Bible-reading and work, thus establishing a new personal foundation for functioning as productive members of the larger society. Not surprisingly, given American's predilection for maintaining a secular civil society, this original foundation for the prison eventually fell from favour, and American penological theories became more sociological or psychological in nature. The fact remains, however, that society in the United States is broadly religious, and prisons continue to address the religious beliefs of inmates and how to accommodate those beliefs in a penological setting. This comment provides a case study on this topic, based on littigation concerning the provision of kosher food to Orthodox inmates in the prisons in Colorado.
