The provision of appropriate quality rail services has an important role in terms of railway infrastructure: quality of infrastructure maintenance, regulation of railway traffic, line capacity, speed, safety, train station organization, the allowable lines load and other infrastructure parameters. The analysis of experiences in transforming the railway systems points to the conclusion that there is no unique solution in terms of choice for institutional rail infrastructure management modes, although more than nineteen years have passed from the beginning of the implementation of the Directive 91/440/EEC. Depending on the approach to the process of restructuring the national railway company, adopted regulations and caution in its implementation, the existence or absence of a clearly defined transport strategy, the willingness to liberalize the transport market, there are several different ways for institutional management of railway infrastructure.A hybrid model for selection of modes of institutional rail infrastructure management was developed based on the theory of artificial intelligence, theory of fuzzy sets and theory of multicriteria optimization.KEY WORDSmanagement, railway infrastructure, organizational structure, hybrid model

The rail infrastructure and the track components are expensive assets with long life spans and high maintenance costs. The cost efficiency, performance and punctuality of train operations heavily depend on the track conditions. Ideally, the railway track would be completely smooth providing continuous support to the rolling stock running on it. In practice, however, the infrastructure cannot be installed without irregularities. These defects will increase over time due to the service loads imposed by the railway vehicles. The aim of this work is to use advanced computational tools to predict how the vehicles will respond to changing levels of track defects. For this purpose, the track and its maintenance conditions are characterized in realistic operation scenarios and modelled with detail in order to enable studying the interaction loads that are imposed to the vehicles by the track conditions. The presented methodology enables to identify the track health indexes that have higher influence on the dynamic loads transmitted to the rolling stock. It was observed that the track layout, track irregularities and degradation of the rails have the larger influence on the vehicle-track interaction loads with consequences in terms of safety and maintenance costs. In this way, this work contributes to the development of solutions with technological relevance, giving answer to the industry’s most recent needs in terms of reducing the maintenance costs and decreasing the incidents that cause traffic disruptions, contributing to improve the competitiveness of the railway transport.

The paper deals with the application of the method and systems for technical asset management in the process of the planning of railroad infrastructure maintenance and development. Due to the scale of operations of rail infrastructure managers, the application of appropriate management methods and IT tools supporting decision making, keeps increasingly resulting in the condition of the effectiveness for this measure. Technical asset management as part of Asset Management is an activity aimed at achieving a balance between factors such as: costs, risk, and efficiency, in such a way so as to meet the objectives of the infrastructure manager. The paper presents assumptions and the most important features with functionalities of systems used to manage technical assets. A review of systems including an assessment of their advanced technology and main implementations in entities related to railroad infrastructure have been presented. As a result of systems review, key areas of future use and related benefits have been identified.

In this article the author will explain the administration of facilities and infrastructure in the school environment. Facilities and infrastructure administration is one of the most important things in education. All activities in schools will require facilities and infrastructure, both directly and indirectly so that they will support the course of the learning process of education.Administration of facilities and infrastructure is very supportive of achieving educational goals. The positive and negative educational environment depends on maintaining the school facilities and infrastructure. Maintenance and management of infrastructure must be managed properly, but there are still some that have not been implemented optimally. Therefore, the author intends to make this article so that it can be used as a reference in managing educational facilities and infrastructure.
