Chapter 5 analyses the evolving conception and protection of landscape in the World Heritage Convention. First, it traces the development of landscape protection from its early conceptual dependency on nature, to the incorporation of ‘cultural landscapes’ within the Convention’s scope in 1992. It then discusses the typology of cultural landscapes, issues of representativeness and the implications of the Word Heritage system for landscape protection globally, as well as locally. In this regard, a number of cases are analysed which, on the one hand, support the World Heritage Convention’s instrumental role in landscape governance, but which on the other, highlight the problems involved in ascribing World Heritage status to living landscapes from a spatial justice perspective.

AbstractNowadays, tropical forest landscapes are commonly characterized by a multitude of interacting institutions and actors with competing land-use interests. In these settings, indigenous and tribal communities are often marginalized in landscape-level decision making. Inclusive landscape governance inherently integrates diverse knowledge systems, including those of indigenous and tribal communities. Increasingly, geo-information tools are recognized as appropriate tools to integrate diverse interests and legitimize the voices, values, and knowledge of indigenous and tribal communities in landscape governance. In this paper, we present the contribution of the integrated application of three participatory geo-information tools to inclusive landscape governance in the Upper Suriname River Basin in Suriname: (i) Participatory 3-Dimensional Modelling, (ii) the Trade-off! game, and (iii) participatory scenario planning. The participatory 3-dimensional modelling enabled easy participation of community members, documentation of traditional, tacit knowledge and social learning. The Trade-off! game stimulated capacity building and understanding of land-use trade-offs. The participatory scenario planning exercise helped landscape actors to reflect on their own and others’ desired futures while building consensus. Our results emphasize the importance of systematically considering tool attributes and key factors, such as facilitation, for participatory geo-information tools to be optimally used and fit with local contexts. The results also show how combining the tools helped to build momentum and led to diverse yet complementary insights, thereby demonstrating the benefits of integrating multiple tools to address inclusive landscape governance issues.

Purpose – In Europe, as in other developed regions of the world, formal protected areas (PA) are, almost by definition, conservation islands within a wider landscape of intensive farming, towns, industry and transport links. The recognised need for “more, bigger, better and joined” implies the need for complementary approaches. The purpose of this paper is to examine some innovative funding and delivery mechanisms in the UK and their strengths – and weaknesses – compared to the formal system of PA. Design/methodology/approach – Building on recent research undertaken for the UK Heritage Lottery Fund (HLF) the HLF landscape partnership (LP) programme is described and related to other area-based approaches including the Wildlife Trust’s Living Landscapes, the Futurescapes programme of the Royal Society for the Protection of Birds and the UK government’s Nature Improvement Areas (NIA). Findings – LPs represent an increasingly important vehicle for securing conservation of the natural and cultural heritage alongside the formal system of designated PA. Their reliance upon local initiative, community engagement and multi-agency participation presents significant advantages. The strength of the LP approach is that it is “bottom up” and in some ways opportunistic. Practical implications – Non-tax funding of innovative approaches to landscape governance presents significant opportunity for natural and cultural heritage conservation, particularly in their capacity to mobilise local enthusiasm and support. However, it fits also with neo-liberal approaches which seek to transfer to the “third sector” responsibilities previously the province of local and national government. Originality/value – This paper is one of a very limited number of studies of developed-country LPs. It widens the concept of “PA” beyond formal IUCN categories and indicates the potential for innovations in funding and governance.

Regional clear-felling of naturally dynamic boreal forests has left remote forest landscapes in northern Europe with challenges regarding rural development based on wood mining. However, biodiversity conservation with higher levels of ambition than what is possible in regions with a long forest history, and cultural heritage, offer opportunities for developing new value chains that support rural development. We explored the opportunities for pro-active integrated spatial planning based on: (i) landscapes’ natural and cultural heritage values in the transboundary Kovda River catchment in Russia and Finland; (ii) forest canopy loss as a threat; and (iii) private, public and civil sector stakeholders’ views on the use and non-use values at local to international levels. After a 50-year history of wood mining in Russia, the remaining primeval forest and cultural heritage remnants are located along the pre-1940 Finnish-Russian border. Forest canopy loss was higher in Finland (0.42%/year) than in Russia (0.09%/year), and decreased from the south to the north in both countries. The spatial scales of stakeholders’ use of forest landscapes ranged from stand-scale to the entire catchment of Kovda River in Russia and Finland (~2,600,000 ha). We stress the need to develop an integrated landscape approach that includes: (i) forest landscape goods; (ii) other ecosystem services and values found in intact forest landscapes; and (iii) adaptive local and regional forest landscape governance. Transboundary collaboration offers opportunities for effective knowledge production and learning.

Abstract The participation of residents in development processes is a keystone in current rural governance arrangements. The European Union’s rural development program LEADER is an example of this, as it requests local residents to take action in the development process. Similarly, participatory forms of natural and cultural heritage preservation have increased significantly with the aim of revitalizing the socioecological fabric of territories. Following the Anthropology of Policy, the study employs an ethnographic approach to analyze the effects of bio-cultural heritage preservation strategies in the context of LEADER. Drawing on ethnographic data gathered during several field observations and semi-structured interviews in a LEADER region in North Rhine-Westphalia, the article investigates how a local LEADER initiative reconstructs a historical cultural landscape in order to valorize and exploit the biocultural heritage resources of their village. Residents articulate four interrelated senses of (be)longing while (re)making the biocultural heritage: 1) Political claim to use a resource; 2) place attachment; 3) politics of in/exclusion; and 4) nostalgic-utopian longing. As new knowledge actors in landscape governance, residents posit their perceptions, interpretations and valuations of the landscape vis-à-vis institutional actors of landscape governance and negotiate large-scale landscape transformations in the region investigated.
