Resumo: O presente ensaio volta-se, diante do recorrente discurso de minimização do Estado como o verdadeiro caminho para o bem-estar geral, a examinar a veracidade das proposições que têm sido frequentes em relação ao Reino da Suécia, particularmente no que tange ao modo de gestão da res publica e à passagem de um modelo econômico de Estado Providência para o de um Estado Mínimo. A verificação dessas premissas foi realizada pelo estudo da formação da Suécia enquanto Estado, bem como da distribuição dos poderes no âmbito deste, para se ingressar no tratamento dos temas econômicos por parte do ordenamento jurídico, destacados a propriedade, o trabalho, a atividade empresarial, a atuação do Estado em face do domínio econômico e os serviços públicos. Uma vez que o artigo se constrói pelo teste das proposições gerais, impõe-se a adoção do método indutivo.Palavras-chave: Constituição Econômica. Suécia. Estado Providência. Abstract: This essay intends, facing the continuous speech on reducing the State as the real way to the general welfare, to investigate the truth on propositions related to the Kingdom of Sweden, specially on what concerns the way of managing res publica and the transition from an economic model of a Welfare State to a Minimal State. These premises verification were made through the formation of Sweden as a State, as well as the distribution of powers inside it, in order to come into legal treatment of economic themes, with emphasis on property, work, business activity, State action in economic field and public utilities. Inductive method is, here, imperative, for this essay is built by testing general propositions.Keywords: Economic Constitution. Sweden. Welfare State.

Fish welfare is an essential issue that needs to be tackled by the aquaculture industry. In order to address it, studies have been limited to a small number of species and the information is generally scattered. In order to have a consistent overview of the welfare of farmed fishes, we present the FishEthoBase, an open-access database that ultimately aims to provide information on the welfare of all fish species currently farmed worldwide. Presently with 41 species, this database is directed to all stakeholders in the field and targets not only to bridge the gaps between them but also to provide scientific information to improve the welfare of fish. The current text explains the database and presents an analysis of the welfare scores of 41 species, suggesting that (i) the general welfare state of farmed fishes is poor, (ii) there is some potential for improvement and (iii) this potential is related to research on species’ needs, but (iv) there are many remaining knowledge gaps and (v) current fish farming technologies do not seem to fully address welfare issues. The existence of a framework, such as the FishEthoBase, is proposed as fundamental to the design of strategies that improve the welfare of farmed fish.

Chapter Five examines how the responses to Brown in defense of segregation were consistently framed in terms of "taxpayer" citizenship and the rights of whites to unequal and better funded schooling. In addition, this chapter identifies the tax-centric debate in Virginia in the era of massive resistance, and the private school/state action questions raised in the wake of Brown v. Board, including its impact on tax exempt institutions like Girard College in Philadelphia. This chapter builds on and combines the recently expanded historiography of the white backlash to the "long civil rights movement" by tracing the continuous assertion by segregationists of a legal identity as "taxpaying citizens." This rights claim drew deeply on the debate over whether taxation and education should facilitate equity or facilitate privilege and the use of the claim to "taxpayer" identity by segregationists anticipated the justification for racially unequal schools in decades to come.

English This article sets out to strengthen the cross-cultural perspective in comparative and general welfare state theory, by applying a cross-cultural perspective in both historical and international welfare state analysis. The author puts forward the conclusion that cultural traits and causal determinants can add critical value to the existing body of welfare state theories. French Cet article vise à renforcer la perspective interculturelle dans la théorie comparative et générale de l'état providence, en appliquant une perspective interculturelle dans l'analyse tant historique qu'internationale de l'état providence. L'auteur avance la conclusion que les traits culturels et les déterminants causaux peuvent ajouter une valeur critique au corpus existant de théories de l'état providence. Spanish Este ensayo busca fortalecer la perspectiva intercultural en la teoría general y comparativa del estado del bienestar social a través de la aplicación de una perspectiva intercultural tanto en el análisis histórico del estado del bienestar social como en su análisis internacional. El autor adelanta la conclusión de que los rasgos culturales y los determinantes casuales pueden agregar un valor crítico al cuerpo existente de teorias del estado del bienestar social.
