In the face of the fast depletion of natural resources worldwide resulting from industrial and economic cannibalism, selfishness and marginalization are becoming more and more pronounced in a globalizing world. The phenomena of selfishness and marginalization are manifest in the introduction of stringent immigration laws by most industrialized countries in the North to ward off migrants from the less developed economies in the South; and also the reinforcement of existing laws by the latter to protect their citizens and natural resources in recent years. Issues of national identity, territorial integrity as against the centrality of humanity remain an Achilles heel toward the attainment of the Sustainable Development Goals (SDGs). As far as 1968, Ahmadou Kourouma, an Ivorian novelist, in his very first narrative text, “Les Soleils des Indépendances” later translated into English as The Suns of Independence, raised the tragic dilemma of national identity at the expense of ‘human identity’. In the absence of concrete steps to address the issues over the years, Liberia, Sierra Leone and La Côte d’Ivoire were engulfed in intestine civil strife over two decades later. The main causes of this strife are found in the irrational quest for self-identity in the name of nationality and ethnic superiority for greater access and control of “national” resources. This paper examines the upsurge of socioeconomic and political exclusion, and the potential threats they pose to the realization of the recently launched Sustainable Development Goals. It is done through a critical reading of Kourouma’s The Suns of Independence, Allah is not obliged and ‘Quand on refuse, on dit non’. The study is posited within the analytical framework of literary studies and sociocriticism

The 2030 Agenda for Sustainable Development, the Sustainable Development Goals (SDGs), are high on the agenda for most countries of the world. In its publication of the SDGs, the UN has provided the goals and target descriptions that, if implemented at a country level, would lead towards a sustainable future. The IAEG (InterAgency Expert Group of the SDGs) was tasked with disseminating indicators and methods to countries that can be used to gather data describing the global progress towards sustainability. However, 2030 Agenda leaves it to countries to adopt the targets with each government setting its own national targets guided by the global level of ambition but taking into account national circumstances. At present, guidance on how to go about this is scant but it is clear that the responsibility is with countries to implement and that it is actions at a country level that will determine the success of the SDGs. Reporting on SDGs by country takes on two forms: i) global reporting using prescribed indicator methods and data; ii) National Voluntary Reviews where a country reports on its own progress in more detail but is also able to present data that are more appropriate for the country. For the latter, countries need to be able to adapt the global indicators to fit national priorities and context, thus the global description of an indicator could be reduced to describe only what is relevant to the country. Countries may also, for the National Voluntary Review, use indicators that are unique to the country but nevertheless contribute to measurement of progress towards the global SDG target. Importantly, for those indicators that relate to the security of natural resources security (e.g., water) indicators, there are no prescribed numerical targets/standards or benchmarks. Rather countries will need to set their own benchmarks or standards against which performance can be evaluated. This paper presents a procedure that would enable a country to describe national targets with associated benchmarks that are appropriate for the country. The procedure builds on precedent set in other countries but in particular on a procedure developed for the setting of Resource Quality Objectives in South Africa. The procedure focusses on those SDG targets that are natural resource-security focused, for example, extent of water-related ecosystems (6.6), desertification (15.3) and so forth, because the selection of indicator methods and benchmarks is based on the location of natural resources, their use and present state and how they fit into national strategies.

The capabilities, efficiency and effectiveness of the outcomes of the African Regional Forum on Sustainable Development demands a lot of analytical work from an  African perspective towards its commitment on achieving the Sustainable Development Goals in the 2020-2030 decade. This paper provides an analytical framework questioning the forum`s outcomes and the African capabilities. The framework interrogates the feasibility of the approaches of the forum used as alternatives towards the achievement of the 17 sustainable development goals, 169 targets and 304 indicators. The analysis is made together with the outlook of the African aspirations as defined in the Agenda 2063. An analytical framework based on advocacy research and desk review of literature available was used. The framework provided a balanced analysis of both the progress made so far and the challenges that Africa is facing today. Africa does not have effective strategies that make her ready to meet the sustainable development goals by 2030. Africa is recommended to prioritise on investment, build strong partnerships and coalitions as a critical discernment of the different African initiatives propagated through the 2030 Agenda and 2063 Agenda.

The article reveals the experience of the implementation of the Sustainable Development Goals in Russian universities based on the case study of North-Eastern Federal University (NEFU). The article presents a comparative analysis of strategic programs to manage the development of universities in the North of Russia and the northern countries of Europe and America in the context of global changes and growing uncertainty of the environment. It shows NEFU’s groundwork for the implementation of the sustainable development model of the northern territories and justifies the key principles and the directions of change in the academic and innovative activities of the university related to the implementation of the UN Sustainable Development Goals.

The 17 Sustainable Development Goals and the full Agenda 2030 in which they are embedded are aspirational and intended to be both transformational and integrative in a number of ways. The need for integration across policy domains is stressed throughout the agenda. The Sustainable Development Goals are also accompanied by an emerging system for follow-up and review centered on a long list of indicators that are intended to enable countries to be accountable towards their citizens. There is, however, in the accountability literature indication that some accountability mechanisms can be counterproductive for integrative policies. This paper is centered around the question whether an accountability regime, and if so how, is compatible with a high degree of policy integration both conceptually and in the context of the Sustainable Development Goals. We approach this question through looking both at the literature on integrative governance and some of the central concepts it covers such as (environmental) policy integration and mainstreaming, and the accountability literature. This enables us to provide an analytical framework for evaluating the potential of the emerging accountability regimes for the Sustainable Development Goals to enhance more integrated policy making and action. We conclude that there are little or no strong hierarchical elements of accountability relationships at the global level which can be good news for more integrative policies – but only if there is a strong sense of shared responsibility among actors at all levels, available information on the types of behavioural efforts that support integration, and accountholders that take an active interest in integration. At the national level, there may be hierarchical accountability mechanisms with sanction possibilities that may discourage integration. Here, those who hold actors to account can counteract this if they have deeper understanding of the underlying interlinkages among the goals and targets, and based on this, engage in accountability mechanisms.

Linear economic models have led us to a point where our planet can no longer sustain itself and heal its natural resources. Thus, circular economy has provided us the opportunity to hope for increasing resource value, extending its life as a means to put waste back into the consumption chain. In emerging economies, circular economy-based business models are not as pertinent. However, in the past decade, the Sustainable Development Goals (SDGs) have provided a guideline for businesses, legislators, and academics. It has been witnessed that a few notable initiatives in the field of the circular economy have taken place in emerging economies which has led to achieving different SDGs to a certain extent. This chapter discusses the potential circular economy-based business models held in the attainment of different sustainable development goals.
