<p>This article presents the rationale, common practices, challenges, and some personal anecdotes from a journal editor on the production, use, and re-use of peer-reviewed, scholarly articles as open educational resources (OER). The scholarly and professional discourse related to open educational resources has largely focused on open learning objects, courseware, and textbooks. However, especially in graduate education, articles published in scholarly journals are often a major component of the course content in formal education. In addition, open access journal articles are critical to expanding access to knowledge by scholars in the developing world and in fostering citizen science, by which everyone has access to the latest academic information and research results.  In this article, I highlight some of the challenges, economic models, and evidence for quality of open access journal content and look at new affordances provided by the Net for enhanced functionality, access, and distribution.</p><p> </p><p>In the seventeen years since I graduated with a doctorate degree, the climate and acceptance of open access publishing has almost reversed itself. I recall a conversation with my PhD supervisor in which he argued that publishing online was not a viable option as the product would not have permanency, scholarly recognition, or the prestige of a paper publication. His comments reflect the confusion between online resources and those described as open access, but as well illustrate the change in academic acceptance and use of open access products during the past decade. The evolution from paper to online production and consumption is a disruptive technology in which much lower cost and increased accessibility of online work opens the product to a completely new group of potential users. In the case of OER these consumers are primarily students, but certainly access to scholars from all parts of the globe and the availability to support citizen science (Silvertown, 2009) should not be underestimated.</p>

This chapter informs readers of recent developments with open educational resources (OERs) as well as the various advantages and challenges to the use of open access materials and repositories. This chapter explores examples of OER usage for instruction and research and discusses digital and instructional media relevant to open pedagogy and the technology-enabled democratization of learning. Finally, the chapter concludes with suggestions for advocacy of greater open access to benefit national and international dissemination of knowledge and the increase of societal use.

Forests is a Swiss open access journal in the field of forestry and forest ecology founded in 2010. Currently, the journal celebrates its 10th anniversary. Therefore, the purpose of this research for the special issue A Decade of Forests Open Access Publishing is to present a whole bibliometric overview of the journal and highlight the state of the art of forestry as an interdisciplinary knowledge area. A bibliometric analysis of 2094 articles, reviews, editorials and corrections was conducted using two different scientific information platforms which publish indexes in online databases: Web of Science (WoS) and Scopus. The most influential countries and their relationship with funding institutions, the most leading and outstanding authors and the most significant articles published in Forests have been analyzed. A complete keyword concurrence network with a graphical visualization and a cluster analysis are adopted for identifying the main trends and opening issues to address in the coming decade, such as genetic diversity, forest productivity, resistance or resilience. This article has identified climate change, remote sensing, biomass and forest management as the main trends in forestry research during the last ten years.

Purpose Triggered by the advancement of information and communications technology, open access repositories (a variant of digital libraries) is one of the important changes impacting library services. In the context of openness to a wider community to access free resources, Wawasan Open University Library initiated a research project to build open access repositories on open educational resources. Open educational resources (OER) is an area of a multifaceted open movement in education. The purpose of this paper is to show how two web portal repositories on OER materials were developed adopting a Japanese open source software, called WEKO. Design/methodology/approach The design approach is based on a pull to push strategy whereby metadata of scholarly open access materials kept within the institution and network communities’ digital databases were harvested using the Open Archives Initiatives Protocol for Metadata Harvesting method into another open knowledge platform for discovery by other users. Findings Positive results emanating from the university open access repositories development showed how it strengthen the role of the librarian as manager of institutional assets and successfully making the content freely available from this open knowledge platform for reuse in learning and teaching. Research limitations/implications Developing further programmes to encourage, influence faculty members and prospective stakeholders to use and contribute content to the valuable repositories is indeed a challenging task. Originality/value This paper provides insight for academic libraries on how open access repositories development and metadata analysis can enhance new professional challenges for information professionals in the field of data management, data quality and intricacies of supporting data repositories and build new open models of collaboration across institutions and libraries. This paper also describes future collaboration work with institutions in sharing their open access resources.

With the development of social network services (SNS) on the Internet, the world has gained access to vast amounts of information resources, allowing people to carefully research and select what they need and want to share with others. The main idea behind open educational resources (OER) is providing freely accessible and openly licensed documents, which fits well with the online learning system using SNS. However, the gap between higher education and social network media in relation to shared activities and OER use remains a challenge. The main reason for this is that teachers lack knowledge of mutual assistance and the skills to use OER. Teachers are dissatisfied with having to use others' resources, which indicates that the problem lies in teachers' psychological conflicts and technical capabilities. Our learning platform, Creative Higher Education with Learning Objects (CHiLO), is based on e-textbooks and aims to develop a flexible learning environment. The CHiLO e-textbooks were developed with a completely new design that considered large-scale online courses, such as open online courses. The core component of CHiLO is the CHiLO Book, which is created in EPUB3 format and has media-rich contents, including graphics, animations, audios and embedded videos. Our set of experimental outcomes shows that CHiLO, which includes not only Web services but also e-textbooks, is easy for teachers to handle.

In an attempt to understand the potential of OER for change and sustainability, this paper presents the results of an informal survey of active and inactive collections of online educational resources, emphasizing data related to collection longevity and the project attributes associated with it. Through an analysis of the results of this survey, in combination with other surveys of OER stakeholders and projects, the paper comes to an initial conclusion: Despite differences in priorities and emphasis, OER initiatives are in danger of running aground of the same sustainability challenges that have claimed numerous learning object collection or repository projects in the past. OER projects suffer from the same incompatibilities with existing institutional cultures and priorities that have dogged learning object initiatives, and they face the concomitant challenge of gaining access to the operational funding support that experience shows is necessary for their survival. However, through a review of one of the most successful of OER projects to date, the MIT Open Courseware Initiative, the paper ends by augmenting this significant caveat with a second, more hopeful conclusion: OER projects, unlike learning object initiatives, can accrue tangible benefits to educational institutions, such as student recruitment and marketing. Highlighting these benefits, it is argued, provides an opportunity to link OER initiatives to core institutional priorities. In addition to providing a possible route to financial sustainability, this characteristic of OER may help to foster the significant changes in practice and culture long sought by promoters of both learning objects and OERs.

The movement towards an Open Science is well engaged and irreversible. It includes Open Access publishing, Open Data and Open Collaborations with several new orientations, among which citizen science. Indeed, in the digital era, the way research is performed, its output shared and published is changing significantly, as are the expectations of policy makers and society at large.

Besides offering fun activities for non-scientists to explore the natural world through experiments, simulations or games, the evolving concept of citizen science is increasingly allowing some serious publication quality science to be published by the practitioners (citizen scientists) themselves. The latter is in contrast to the common perception of citizen science, where most citizen science projects such as Foldit are distribution of piecemeal segments of complex projects suitable for solution by individuals, and where the results are pooled together, or used to inform the design and direction of more complex research initiatives. Usually novices in science publishing but nonetheless aware of the importance of journal articles as the primary medium for communicating new research to the wider community (scientific and general public), citizen scientists do encounter significant challenges in science publication. One challenge is in navigating the lengthy and time-consuming peer review process of most journals. But, as benefactors of open access publishing where most journal articles are within pay walls inaccessible to citizen scientists without any research funding, open access publishing is one platform sought after or exist as an option for citizen scientists. Is the option open? Yes, at the preprint level where figshare, and PeerJ Preprints help provide an avenue for citizen scientists to have a published non peer reviewed article online, but no at the higher end “journal article” level where the manuscript needs to be peer reviewed. Even the biological sciences preprint server, bioRxiv, is closed to citizen scientists as publication on the server requires an institution affiliation with either a university or research institute. Most open access publishers (except eLife) charge a publication fee (in the thousands of dollars per article) to defray the cost of maintaining an online presence for a peer reviewed manuscript as well as those for copyediting during final stages of journal publication. This is a significant barrier to cost constrained citizen scientists who want to contribute to the scientific discourse. For the scientific enterprise, this represent a loss, whose magnitude or severity cannot be quantified since ideas help seed new research or entirely new fields. Thus, can we as a community provide citizen scientists worldwide a chance to publish open access peer reviewed articles without significant cost through a competitive publication fee subsidy scheme where each application is reviewed by the national science funding agency? If the above is possible, it would open up another area where ideas from citizen scientists could percolate into the scientific mainstream, where, as always, vibrancy and diversity of ideas power science forward.

Das Buch versammelt die Beiträge der ersten Open-Access-Roadshow Schleswig-Holstein, die vom 11. bis 14. November 2019 in Kiel, Flensburg und Lübeck stattgefunden hat. Auf der interdisziplinären Veranstaltung wurden zentrale Themen rund um Open Access und Open Science beleuchtet, angefangen bei den politischen Rahmenbedingungen und notwendigen Weichenstellungen im universitären Publikationsbetrieb über Erfolge und Herausforderungen bei der Open-Access-Transformation in Schleswig-Holstein, Hamburg und Brandenburg bis hin zu digitalen Angeboten im Bereich der Lehre und Bildung, die Open Educational Resources (OER). Was Open Access für Verlage bedeutet, wird ebenso berücksichtigt wie die Themen Predatory Publishing, DEAL, Plan S und vieles mehr. Die Beiträge geben einen Überblick über den aktuellen Stand von Open Access und zeigen auf, wie ein künftiger nachhaltiger Kulturwandel hin zu mehr Offenheit in Wissenschaft und Forschung gelingen könnte.
