Since 2011, the State Grassland Ecological Compensation and Rewards(GECR) had implemented in 13 provinces (regions) in China. This policy controlled livestock carrying capacity on pasture and provided subsidies to pastoralists, aimed at reducing livestock number on grassland, increasing income of pastoralist households, and restoring degraded grassland ecosystem. Taking Nileke County of Xinjiang, China as a case study, this research evaluated the ecological, economic and social performance of GECR in agro-pastoral area. Using annual series data during 2006-2010 and 2011-2015, the change of grassland ecological condition, household living standard and labor population was compared between the two periods, and the influence of GECR were validated and detailed with semi-structured household interviews. The results showed that after 2011, livestock number in pastoral area decreased. In contract, the livestock in agricultural area showed large growth. Farmers’ livestock use pasture through grazing transaction, which means farmers paid herders to graze their livestock on the herder’s pasture. Widespread transactions between farmers and herders led to overgrazing on pasture and grassland degradation. GECR also had no significant contribution on improving household income and encouraging livelihood transition. The policy had no significant benefits in ecology, economy and society in case area. Based on the findings, we put forwards suggestions from three aspects: improving the design of the GECR policy, establishing performance evaluation system, strengthening the supervision and punishment of grassland overgrazing and improving local human capital quality .

One would expect a valid, reliable performance evaluation system to give employees and managers data about employees' strengths and needs for development. If these data are used to reinforce employees' strengths and to plan and provide developmental assignments in areas of need, then one might also expect improvements in morale, motivation, and productivity. This paper explores employees' and administrators' perceptions of a system with these goals, a system specifically designed to appraise performance of North Carolina “Subject to the Personnel Act” (SPA) employees at East Carolina University. The data show that a large proportion of employees, but no supervisors, are dissatisfied with the system; that neither the number of subordinates nor the time spent evaluating employees under the system affects supervisors' satisfaction with the system; and that employees' perceptions of the fairness of the system is related to trust and satisfaction with their supervisors but not with compliance with the program's procedures. Although various factors motivate employees and supervisors, pay is very important. So the legislature's failure to appropriate funds to reward employees who excel undermines the system's effectiveness. There is a need for further research to explore the relationships between employees' ratings and their race and sex. Introduction

In this research a developed web–based balanced scorecard performance evaluation system proposed for the case study of Ethiopian organizations and supports both English and Amharic languages. The system incorporates evaluations of individual performance (both in activity and behavior), major activity performance, objective performance, perspective performance, unit/ department performance, and the organization/institute as a whole based on time, cost, quality and quantity. Object oriented software engineering and ASP.NET 4.0 platform is employed to develop the system. Reviewing the overall results from the usability test, questionnaires and interviews, it is concluded that all production and extensive public service providing organizations prefer to use the implemented application but other organizations comparatively didn’t want to use it as it seems it doesn’t facilitate their daily duties. But the overall functionality of the system is being agreed by the users.

The location of temporary facilities in a construction project and the entire site layout plan directly affect project objectives such as time, labor cost, and material transportation and handling. The layout of construction sites also affects entrainment factors such as energy consumption, carbon footprints, and overall construction operation productivity. While site layout planning has been intensively investigated from a project objectives perspective, there have been very few studies of energy-efficiency-based planning, or of the sustainability performance of site layouts. This study developed a green performance evaluation system aimed at improving the sustainability of construction site layouts. The identified factors include six sustainable evaluation categories covering energy conservation and environmental protection, people-oriented principles, construction efficiency, intensity of economic growth, intensity of space use, and the overall control of process. An analytic hierarchy process (AHP) was adopted to determine the weight of each attribute and a fuzzy comprehensive evaluation method was established to carry out the evaluation. The 23 attributes adopted in this paper were identified in the literature; however, the major contribution of this paper is the development of a green performance evaluation system. This system integrates both qualitative and quantitative attributes and provides an overall evaluation of the environmental effectiveness of a construction site layout. The proposed evaluation system was validated with a commercial building project. The average utilization ratio of the case study site was calculated as 94%, and lessons learned are discussed in this paper. The case study analysis identified available site spaces around the building and examined how the arrangement of resources and facilities ensures effective connection between construction activities. The findings showed that the facility’s layout plays a crucial role in energy consumption and green performance. The proposed system will support construction project managers to create high-performance construction site layouts in more scientific and systematic ways.
