Transformational Leadership Styles of Public Elementary School Principals in Relation to School Social Organizational Factors in Region III,Philippines

This study investigated the transformational leadership skills and leadership styles of the public elementary school administrators in Bokod District, Bokod, Benguet. Data gathered were summarized, analyzed and cross-tabulated. Descriptive statistics like weighted mean, percentages and ranks were computed from test results. Responses from the respondents were also classified according to the number of years as an administrator and the kind of designation whether a) Principal, b) Head Teacher, c) Teacher-in-Charge. Analysis for transformational leadership survey measured leadership skills on six factors: Charisma, Social, Vision, Transactional, Delegation, and Execution while analysis for the leadership style survey determined the leadership styles of the respondents whether they are authoritarian, democratic or laissez-faire. The public elementary school administrators of Bokod District have generally varied transformational leadership skills and leadership styles. The leadership styles practiced by the respondents regardless of the number of years as administrators and the kind of designations are Democratic followed by Laissez-faire and last, Authoritarian style of leadership. It is recommended that Charisma as transformational leadership skill be revisited and be strengthened by the school administrators, and the interplay of the different leadership styles is paramount in school management. Hence, the principals, head teachers and teachers-in-charge need to be flexible in their management at all times.

Com base em pesquisa de campo que estudou a introdução do sistema de eleição de diretores de escolas públicas básicas, em vários sistemas de ensino no Brasil, o artigo examina alguns limites da experiência eletiva nas escolas e discute aspectos relacionados ao impacto das eleições sobre o papel do diretor e sobre a prática democrática na gestão da escola pública. Abstract Supported by a research that focused the use of elections in the selection of public elementary school principals in several Brazilian educational systems, the article inquires some setbacks of this experience and also discusses aspects related to the impact of elections on the role of principals and on the practice of democracy in the school administration. Résumé Il s'agit d'abord d'une recherche qui a étudié l'introduction du système d'élection de directeurs d 'écolespubliques élémentaires dans des systèmes les plus divers d'enseignement au Brésil. Basé dans cette recherche, l'article examine quelques limitations de l 'experience élective dans les écoles et discute des aspects relationés à l 'impact des élections sur le rôle du directeur et sur la pratique démocratique dans la gestion de l 'école publique. Resumen Basado en investigación que estudió la introducían del sistema de elección de directores de escuelas públicas básicas en varios sistemas de enseñanza en Brasil, el artigo examina algunos limites de la experiencia electiva en las escuelas y discute aspectos relacionados al impacto de las elecciones sobre el rol del director y sobre la práctica democrática en la gestión de la escuela pública.

The aim of this study was to assess the managerial and supervisory competency levels of public elementary school principals in Daerah Istimewa Yogyakarta Province. A questionnaire was used to collect data from 90 public elementary school principals. The data were analysed using a quantitatve approach. The results showed that the managerial competency level of these school principals was good. Continuing professional development (CPD) programs for principals are needed to further improve their competency levels. In addition, these CPD programs should focus on leadership rather than school management skills as the characteristics of the principal job have changed significantly. Purpose The purpose of this paper is to investigate the effect of emotional intelligence (EI) and achievement motivation (AM) on elementary school principals’ leadership styles. This study investigates the contribution of EI and AM on the two major leadership categories: the task-oriented and relationship-oriented leadership. Design/methodology/approach This paper is a quantitative study with the implementation of correlation and hierarchical regression analysis. The surveys (i.e. EI scale, AM scale, leadership style questionnaire) were sent randomly to 280 elementary school principals in South Sulawesi, Indonesia, and 90 of them completed the survey (mostly male=77.78 percent). Findings Principals’ EI significantly predicted both task-oriented and relationship-oriented leadership. In contrast, the principals’ AM yielded non-significant results in predicting both task-oriented and relationship-oriented leadership style. The results also suggested that the effect of EI on two major leadership styles (i.e. task- and relationship-orientation) outperformed the leader’s AM. Research limitations/implications This study did not consider the principals’ performance in the analysis. Future studies should also address this issue by considering leadership performance as well as different culture and context. On the other hand, the authors developed new measures rather than using preexisting measures. Although the measures have been constructed according to the scale construction principles and reached an acceptable standard, future research should advance the psychometric property of the scales. Originality/value This study discusses the effect of EI and AM on task- and relationship-orientation leadership. In addition, this study has also brought a new insight into understanding leadership styles in collective culture such as Indonesia.
