Resource approach in the study of IDP adaptation in receiving communities of Ukraine

The article considers the last six years in Ukraine, which are full of events that led to the mass resettlement of residents of the Crimea and the East to other regions of our country. Every 29’th resident of Ukraine was forced to leave their home and look for a safer place. One of the important problems accompanying internally displaced persons is their adaptation in host communities. The purpose of this work was to apply a resource approach in the study of this problem. To achieve this goal, we used the methodology of statistical analysis of data obtained by the National System for Monitoring the Situation of Internally Displaced Persons. Four groups were selected for the main resources that can facilitate the adaptation of displaced persons: personal, material, social and cultural. We considered which of these types of resources migrants had before moving to new places of residence, which resources were provided by the host communities. They also explored which of the resources could influence the adaptation of internally displaced persons. It was found that such personal resources of internally displaced persons as age, gender, education, profession play an important role in the process of adaptation. Yes, they found that the elderly or single people who do not have the support of family and relatives find it most difficult to adapt to new places of residence. And such a cultural resource as the language of migrants can influence the choice of the region of further residence, along with such social resources as, for example, educational institutions, or with such material resources as jobs. For people with disabilities and the elderly, social resources such as medical facilities are important for their adaptation. The results obtained in this work have scientific and practical value for scientists in the fields of sociology, psychology, law. In addition, the applied resource approach allows to properly emphasize all those who try to facilitate the process of adaptation to internally displaced persons: social workers, lawyers, politicians, NGOs, volunteers, and prevent cases where refugees from battlefields have not been able to adapt to new communities and are forced, despite the threat, to return to their homes.

Исследование посвящено вопросам организации медицинского и социального обслуживания переселенцев пожилого возраста на уровне первичной медико-санитарной помощи (ПМСП) на Украине, определению основных задач и особенностей организации и предоставления им паллиативной и хосписной помощи (ПХП) в условиях пандемии COVID-19. По результатам социологического исследования с использованием методов опроса, экспертных оценок были проанализированы социально-психологические характеристики переселенцев пожилого возраста, особенностей их социальной адаптации, финансирования и медико-социального обслуживания. Были определены пути улучшения организации амбулаторной помощи переселенцам старшего возраста на уровне ПМСП, включающие структурную модернизацию и оптимизацию организационного обеспечения. Внедрение доступных и экономически обоснованных подходов позволяет усилить взаимодействие специалистов учреждений здравоохранения и социальной защиты, оптимизировать соблюдение стандартов и принципов медицинской помощи. В рамках организации ПХП базовыми являются европейские подходы формирования стратегии непрерывности предоставления паллиативной помощи в условиях пандемии COVID-19. Внедрение предлагаемых подходов в организации медицинской и социальной помощи на уровне амбулаторий ПМСП и обеспечение доступной ПХП являются актуальными для переселенцев пожилого возраста, находящихся в группе повышенного риска при пандемии COVID-19. This work aimed to study the organization of medical-social services for the elderly internally displaced persons at the level of primary medico-sanitary aid (PMSA) in Ukraine, assessment of the main tasks and specifics of organization and provision of palliative and hospice care (PHC) under COVID-19 conditions. As a result of the sociological investigation, using the questionnaire methods and experts’ evaluations, we have analyzed the socio-psychological characteristics of the elderly internally displaced persons, the specifics of their social adaptation, financing and medico-social servicing at the level PMSA, including structural modernization and optimization of organizational provision. The introduction of an affordable and economically viable system allows for the interaction of specialists from health care and social protection institutions, and optimizes compliance with the standards and principles of medical care. Within the framework of the PНC, we use the European approaches of formation of the strategy of palliative care expansion under COVID-19 pandemic. One of the main tasks is the provision of constant PHC. Introduction of the organization-structural system of the medical-social care at the PMSA level and provision of accessible and highly qualitative constant PHC are actual for the elderly displaced people, who are in the group of high risk COVID-19 death group.

This chapter identifies the main categories of persons deemed to be in need of protection in situations of armed conflict, according to which the rules of international humanitarian law (IHL) are structured. The two principal categories of persons under the law of international armed conflict (IAC) are combatants/prisoners of war (POWs) and civilians. This categorization lies at the heart of one of the key principles of IHL, that of the distinction between combatants (being, generally, lawful targets) and civilians (being, generally, not lawful targets). These two principal categories are then further divided, with special (additional) rules applying to certain persons falling within each sub-category—including the wounded, sick, and shipwrecked; women; children; the elderly, disabled, and infirm; refugees and internally displaced persons (IDPs); mercenaries and spies; journalists; and the missing and the dead. For some of these categories of persons, such as women and displaced persons, the rules remain very basic and inadequate for the contemporary challenges faced in armed conflicts. What is more, many of these categories are even less clearly defined under the law of non-international armed conflict (NIAC).

The urgency of the problem raised for discussion by the authors of the article is caused by the difficulties of socio-psychological adaptation of vulnerable groups of internally displaced persons to new living conditions (including children and the elderly (elderly)). The purpose of the article is to outline the difficulties of adaptation of children and elderly IDPs on the basis of the analysis of scientific literature, normative-legal documents, results of sociological researches. Research methods used: analysis and synthesis of scientific literature and legal documents, generalization, classification (to clarify the key concepts of the study), systematization, grouping (to conceptualize the main provisions of the study), theoretical generalization (to formulate final provisions and conclusions). The results of the study were that it was found that in IDP children the greatest difficulties in adaptation are: impaired psycho-emotional health; complicating the process of socialization and the quality of education. Difficulties of adaptation of the elderly: social passivity of retirees, loss of necessary and desirable contacts, insecurity from the environment, as well as the threat to well-being and health, increased suspicion. It is the mental state and psychological attitude that determine the ability to adapt, the ability to cope, to survive. Forced migrants are in dire need of social and psychological assistance in overcoming life crises and professional advice from social workers. Prospects for further research are related to the identification and study of existing best Ukrainian practices of public and international organizations that adapt internally displaced persons to new living conditions.
