California’s Natural Hazard Zonation Policies for Land-Use Planning and Development

California has established state-level policies that utilize knowledge of where natural hazards are more likely to occur to enhance the effectiveness of landuse planning as a tool for risk mitigation. These policies set minimum standards for local government, and range from State designation of regulatory natural hazard zones to requirements that cities and counties include a Safety Element in their General Plan that evaluates their exposure to earthquakes, wildfires, floods, and other natural hazards, and to prepare a federal Local Mitigation Plan to reduce the risk. Such requirements placed on local government are enforced by potential liability for losses for failure to act, and the potential ineligibility for disaster relief funds should a catastrophic event occur. Building codes have been the primary means of mitigating the impact of natural hazards, but continued growth into high-risk terrain and repetitive losses have focused attention to the merits of avoiding harm’s way by means of prudent land-use decisions. Restricting land use can be difficult under the pressures of growth and development. California code exploits knowledge that the cost to adequately protect public safety can influence the type of development that is feasible when considering occupancy (high/low density residential, manufacturing, parkland, etc.) and critical function, such as the need to maintain essential services (police, fire, hospitals, emergency operation centers, etc.). Experience in California demonstrates that a combination of education, outreach, and mutually supporting policies that are linked to state-designated natural hazard zones can form an effective framework for enhancing the role of land-use planning in reducing future losses from natural disasters.

<p>Uganda is regularly affected by multiple natural hazards, including floods, droughts, earthquakes, landslides and windstorms. This is due to a combination of natural biophysical factors such as steep topography, intense rainfall, variability of dry and rain seasons and high weathering rates. In addition, high population density, deforestation and other human-induced land use changes, and high poverty levels are believed to have an influence on the patterns of natural hazards and their impacts in the region. Despite this, there are limited studies that assess where and when natural hazards occur in Uganda, and a dearth of information on the processes involved. In addition, drivers and earth/landscape characteristics controlling the occurrence of natural hazards in the country remain poorly understood despite the high need for effective disaster risk reduction. Here, we present the ongoing methodological research framework and the first results of a study whose main objective is to understand the spatial and temporal occurrence of natural hazards that affect the Kigezi Highlands of south western Uganda and their interactions. To this end, the study is undertaking a comprehensive regional hazard inventory consisting of satellite image analysis, field surveys and exploration of literature and archives. Historical aerial photos and interviews with the elderly are important tools to analyze the impact of multi-decadal human-induced land use changes on natural hazard occurrences. Meanwhile, a network of 15 geo-observers, i.e. citizens of local communities distributed across representative landscapes of the study area, was established in December 2019. Trained at using smartphone technology, they collect information (processes and impacts) on seven different natural hazards (droughts, earthquakes, floods, hailstorms, landslides, lightning, and windstorms) whenever they occur.  During the first 12 months, 204 natural hazard events with accurate timing information have been reported by the geo-observers. Combined to field survey, these recent events have been associated mainly with the occurrence of > 3000 shallow landslides and 30 floods, frequently in co-occurrence and triggered by heavy rainfall. Additional inventory from Google Earth and Planet imagery covering a region much larger than that of the geo-observer network and a time window of more than 10 years shows an extra 230 landslide and flood occurrences, while archives and literature indicate 226 natural hazard events over the last 30 years. The preliminary results already demonstrate the value of citizen-science in producing highly detailed natural hazard inventory. A combination of different inventory methods improves the level of accuracy in understanding the spatial-temporal distribution of natural hazards.</p>

PurposeRisk-based land-use planning is a major tool for reducing risks and enabling communities to design for and mitigate against natural hazard events. Moving towards a risk-based approach to land-use planning involves changes in planning and public communication practice for local government agencies. However, talking to people about how decisions made in the present may increase risk in the future is notoriously hard and requires carefully crafted public discussion. The paper aims to discuss these issues.Design/methodology/approachThis paper explores the case of a local government planning agency (the Bay of Plenty Regional Council (BOPRC)) who adopted a risk-based approach to the development of their regional policy statement (RPS). The BOPRC designed an innovative approach to talking to their communities about future land use and acceptable risk based on a framework and toolkit of resources (the RBPA – risk-based planning approach).FindingsThe process addressed several common challenges of risk engagement for land-use planning as it: integrated input from policy and planning professionals, technical experts and community development specialists across local government organisations; used locally relevant community sessions that developed participants’ understanding of risk; linked ideas about risk tolerance to potential policy implications for local government; and built capacity amongst participants for judgment about risk acceptability and options for safeguard.Research limitations/implicationsThe process met public engagement planning criteria for robustness, i.e., valid process design and interpretation of feedback, and transparent integration into the final decisions. It enabled public views on natural hazards to be evaluated alongside technical input and incorporated into final decisions on thresholds for acceptable and unacceptable risk.Originality/valueThe approach taken has made significant contribution to risk engagement and land-use planning practice in New Zealand. In 2017, the BOPRC risk-based approach to their RPS received a national award from the New Zealand Planning Institute for contribution to advancing best practice. In 2018, it received further recognition through the Commonwealth Association of Planners Award for Outstanding Achievement in the Commonwealth.

Investigation of land-use and management changes at regional scales require the linkage of farm-system models with land-resource information, which for pastoral systems includes forage supply. The New Zealand Land Resource Inventory (NZLRI) and associated Land Use Capability (LUC) database include estimates of the potential stock-carrying capacity across the country, which can be used to derive estimates of average annual pasture yields. Farm system models and decision support tools, however, require information on the seasonal patterns of pasture growth. To generate such pasture growth curves (PGCs), the Agricultural Production Systems Simulator (APSIM) was used, with generic soil profiles based on descriptions of LUC classes, to generate PGCs for three regions of New Zealand. Simulated annual pasture yields were similar to the estimates of annual potential pasture yield in the NZLRI spatial database, and they provided information on inter-annual variability. Simulated PGCs generally agreed well with measured long-term patterns of seasonal pasture growth. The approach can be used to obtain spatially discrete estimates of seasonal pasture growth patterns across New Zealand for use in farm system models and for assessing the impact of management practices and climate change on the regional sustainability.

Abstract Investigating how Mediterranean wetlands respond to adjacent land use conversion, is an important first step in mitigating the impact of human encroachment and other environmental stressors. We monitored the composition and structure of waterbird assemblages, in a Mediterranean urban marsh, subjected to severe anthropogenic pressures. Remote sensing indicated that in the last two decades Boussedra Pond was subjected to landfill, resulting in a substantial reduction (~ 50%) of the marsh, while due to a lack of urban planning urban built-up and agriculture areas expanded considerably in its surroundings. Seasonal changes in the diversity of waterbirds, including the globally Endangered (EN) White-headed Duck Oxyura leucocephala and the Near-Threatened (NT) Ferruginous Duck Aythya nyroca, reflected the importance of the site as a staging and wintering area for many migratory species. The long-term study also suggested that breeding waterbirds species respond differentially to the loss and degradation of habitats, as highlighted by the resilience of the synanthropic Moorhen Gallinula chloropus and the disappearance of several breeding marsh specialists, like the Little Bittern Ixobrychus minutus and the Western Marsh Harrier Circus aeruginosus. The study points out the need for both a coordinated cross-sectorial land use planning and an immediate, affordable and sustainable wetland conservation action.

This book concludes with a discussion of Montgomery County's contribution to understanding planning politics. Montgomery's experience highlights the complementary roles and reasoning processes of planners and politicians as they sought to act in the public interest. One of the most valuable lessons planners and political leaders can take from Montgomery's cases is the importance of persistence in land use policy. This is evident in the General Plan, the Agricultural Reserve, and Silver Spring. Furthermore, Montgomery shows that planning matters even if planning politics is hard. This conclusion argues that planning for the next half-century will require a fusion of traditional land use planning with a broader capacity for rethinking Montgomery's role in the metropolitan, state, national, and world political economies. It ends by speculating on the county's future.
