The Snorre A 2004 Blowout and Its Impact on Drilling and Well Operations Today

Abstract The Snorre A blowout on well P-31 A on November 28, 2004, was a well control incident that sent percussions into our national and corporate HSE management systems. These percussions still resonate in our everyday work as a part of a comprehensive set of rules which encompass national regulations, industry standards, corporate functional, technical, or work requirements, as well as an integrated governing work process management system. Some of these rules have been embraced with a positive attitude and are now a natural part of our day-to-day work. They prepare for technical, organizational, and operational barriers that secure the safety of all personnel, shield the value of our investments and assets, and protect the environment. Some of these rules, however, may be perceived as dead weight and barriers in the sense of hindrances that may hamper an efficient workday and fill our agenda with many formal demands and obligations. This paper pinpoints and reviews "the change in rules" that the Snorre incident caused regarding planning, execution, and follow-up of drilling and well (D+W) operations on government, industry, and corporate level. The major failures that the investigations of the incident revealed have been handled diligently in our corporate system. In this paper, we track how management involvement, management of change, and "compliance and leadership" work in practice. The day-to-day tasks to prepare for safe D+W operations and to secure the integrity of wells in operations are explained. As an illustrative exercise, we are setting up a hypothetical plan for Snorre P-31 A as the D+W operations would have been planned today. This is done by outlining well barrier schematics, risk assessments, and the processes to handle deviations from technical or work requirements. Our objective is to explain that risk management in the planning and the execution of D+W operations and for wells in operations is coherent. To avoid the recurrence of incidents such as Snorre P-31 A, a systematic and rigorous approach is in use that makes it likely to capture inadequate well integrity conditions. This approach links high-end government regulations to sharp-end detailed operational risk management in our HSE management system.

The article focuses on pressing issues of risk and uncertainty consideration in the innovation-driven development and investment support of construction companies. It gives special attention to the most essential characteristics of the risk management process as a complex type of construction companies’ activity. The authors suggest their classification of risks specific to innovation and investment processes of construction companies based on the analysis of risk situations in the innovation and investment field. Pressing methodical problems of risk management are investigated. Emphasis is made on methodological approaches to risk accounting and reduction at construction companies. The authors make a number of scientific general conclusions and suggest a methodology for evaluating the effectiveness of the innovation and investment process management system through changing the value of a construction company considering the risks and their probabilities pertaining to the processes.

From long, long time ago until nowadays information still takes a serious position for all aspect of life, fromindividual to organization. In ABC company information is somewhat very sensitive, very important. But how wekeep our information safe, well we have many ways to do that: in hard drive, removable disc etc. with otherorganizations they even have data centre to save their information. The objective of information security is to keep information safe from unwanted access. We applied Risk Mitigation Action framework on our data management system and after several months we have a result far better than before we use it: information more secure, quickly detect incidents, improve internal and external collaboration etc.

Introduction. The article emphasizes that the current features of the implementation of foreign economic activity require consideration of two factors that are contradictory to each other. In particular, on the one hand, the growth of external threats is forcing the governments of many countries to tighten control measures when crossing the state border of goods and commercial vehicles. On the other hand, according to international conventions and agreements (Kyoto Convention, WMO Framework Standards for Security, WTO Facilitation Agreement), measures to reduce the interference of regulatory authorities in the operational activities of economic operators are envisaged. In this context, the use of risk-oriented customs control tools, which allow simplifying business without reducing the level of national security, is becoming especially important. Purpose. The purpose of the article is to generalize and systematize foreign and domestic approaches to simplification of customs procedures through the use of risk-oriented instruments of customs control, as well as to develop their own proposals for simplification of foreign trade entities in the domestic regulatory field by using subject-oriented criteria. Results. The authors analyzed the provisions of the International Convention on the Simplification and Harmonization of Customs Procedures, the Framework Standards for Security and Facilitation of International Trade, the WTO Agreement on Trade Facilitation, which are provided for significant simplification of international trade procedures by reducing the share of customs inspections and controls. Сustoms security, customs clearance of goods and vehicles on the territory of the subjects of foreign economic activity or in another place permitted by the customs, without the direct participation of customs officials. These measures are based on the widespread use of risk-oriented instruments of customs control. It is noted that some of the provisions of international conventions and agreements on the use of risk-oriented instruments of customs control and simplification of economic operators have been implemented in domestic customs legislation, namely Art. 320 of the Customs Code of Ukraine introduced selective customs control, it is determined that the forms and scope of control sufficient to ensure compliance with legislation on state customs and international treaties of Ukraine in customs clearance are selected by customs (customs posts) based on the results of risk management. Conclusion. The study analyzes the peculiarities of the customs risk management system application in customs control in Ukraine, and offers proposals for the use of subject-oriented criteria of customs control as a simplification for honest economic operators to reduce the selectivity of risk profiles ASUR.
