Abstract The security of water resources is of great importance to long-term sustainability. In order to better ensure the security of water resources, a significant link is to conduct water resources security evaluation, which should be considered from many perspectives as it involves natural reserves, social production, the efficiency of use, and environmental protection. In this paper, a fuzzy Analytic Hierarchy Process Sort (AHPSort) II-entropy weight (EW) method for regional water resources security evaluation is proposed based on the security of visible water and virtual water. Firstly, this paper takes into account the criterion of efficiency of water use in addition to two other criteria of quantity of water resources, pressure on water resources to establish a comprehensive water resources security evaluation system. Secondly, a combination method of hesitant fuzzy language judgment and entropy weight is employed to obtain the weight of each indicator. Thirdly, AHPSort II is used to classify the security levels of the evaluated regions, in which the security levels of regional water resources are divided into five levels. Furthermore, a case study on the cities of Hubei Province, China is conducted to show the applicability of the proposed method, the effectiveness, and reliability of the method are then verified by being compared with a subjective method and an objective method as well as sensitivity analysis. Finally, according to the comprehensive evaluation results, specific management suggestions for improving the water resources security in the case are put forward.

Nowadays, water resource security is becoming increasingly prominent, and this problem is a primary bottleneck restricting China’s future sustainable development. It is difficult to come to a unified conclusion on water resources security, and applications of highly feasible evaluation methods are lacking in practice. In this paper, a novel evaluation methodology is proposed for regional water resources security evaluation. First, water security is divided into two aspects: water quantity security and water quality security. The disposal rate of harmless household garbage, the excellent water resources proportion, and the functional water body loss proportion are creatively considered as indicators of water quality security in the evaluation system. In addition, a Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) method is used to evaluate the water security levels in different regions. For distinguishing the importance of different indicators, a Best–Worst Method (BWM) is employed to calculate the indicator weights, as triangular fuzzy linguistic sets can more flexibly describe the preferences of decision makers (DMs) regarding the indicators; therefore, it is embedded in BWM to determine indicator weights. Moreover, the fuzzy BWM-TOPSIS method is applied to evaluate the water security levels of six regions in North China, a comparison analysis with the equal weight TOPSIS method as well as the fuzzy BWM-AHP method, and a sensitivity analysis for indicator weights are presented to illustrate the effectiveness of this proposed method. Finally, some suggestions based on the evaluation results are given for effective and rational utilization of water resources in North China.

In the paper, we establish an evaluation system in the study of four aspects such as people, regulation, equipment and technology management, field management and engineering construction. We present an entropy weight multi-level fuzzy comprehensive evaluation model in power plant security on the basis of reliability identification. Firstly, it identifies the reliability of power plant security evaluation system. Secondly, it can meet the condition that the system is reliable. Then it obtains the indicator weight of all levels in the evaluation system by the entropy weight method. Finally, it carries out a comprehensive evaluation in power plant security by the multi-level fuzzy evaluation method.

AbstractShortage of water is considered as one of the most important straits of agricultural development in Iran. The main purpose of this study is to determine virtual water used to pea and bean production and water use efficiency, select the best area for cultivating these two grains and find the virtual water budget for the aforementioned grains. The results showed that among the three provinces main producers of pea in Iran, the highest virtual water of pea belongs to Lorestan with 3534 dm3·kg−1 and the lowest belongs to West Azerbaijan with 2660 dm3·kg−1 in irrigated cultivation. Water use efficiency in irrigated cultivation in Kermanshah and West Azerbaijan are at the same level; however, Kermanshah has enjoyed much more level of virtual water. For beans, the highest amount of virtual water in irrigated cultivation belongs to Lorestan (3651 dm3·kg−1) and the lowest amount refers to Markazi (2725 dm3·kg−1) and also the highest level of water use efficiency for this product refers to Markazi. Also it was found that 160.15 mln m3 of water has been exported from the country water resources by these products so virtual water budget for studied crops were negative.

In view of the lack of coordination or guidance of green road concept and relevant evaluation to encourage sustainability, we redefined the concept of green road and its characteristics, and then reviewed some cross-sector targets of various departments related to green development. The history of green road related policies and studies were reviewed, and a green road evaluation indices system were established with 2 broad categories-compulsory and selective. The compulsory category contains 8 indices; and the selective category includes 76 indices, which are divided into 7 categories and 31 subcategories, covering design, construction and operation. In order to improve the evaluation continually, rating principles, grading methods and main reference literature were given. Then we selected 30 indices and design in a questionnaire to trial evaluation, and 11 projects of Hubei province were collected and used for analysis. Finally, based on the long-term and complexity of the evaluation system, we suggest some key improving strategies of green road evaluation in China. The establishment of the green road system is an attempt to bridge the requirements of different departments, and to stimulate the progressing technology to meet various challenges.
