Natural resource management (NRM) is conducted within a complex context. This is particularly true at the interface of public and private interests where policy and management actions are often closely scrutinized by stakeholders. In these settings, natural resource managers often seek to achieve multiple objectives including ecosystem restoration, biodiversity conservation, commodity production, and the provision of recreation opportunities. While some objectives may be complementary, in many cases they involve tradeoffs that are contested by stakeholders. Substantial prior work has identified concepts related to trust as critical to the success of natural resource management particularly in cases of high complexity and uncertainty with high stakes for those involved. However, although regularly identified as a central variable of influence, trust appears to be conceptualized differently or entangled with related constructs across this prior research. Moreover, much of the research in NRM considers trust as an independent variable and considers the influence of trust on other variables of interest (e.g., acceptance of a particular management practices, willingness to adopt a best management practice). In this paper, we develop a conceptualization of trust drawing on different literature areas and consider how trust is related to constructs such as trustworthiness and confidence. We then consider trust in the context of natural resource management drawing on examples from the U.S. and Australia. We then consider implications of these findings for building trust in natural resource management.

SUMMARYIn the Cardamom Ranges (Cambodia) community-based natural resource management (CBNRM) is proposed by the international non-governmental organizations (NGOs) community as a natural resource management strategy to achieve the targeted outcomes associated with the protected area (PA) management plan. Local people are expected to participate in CBNRM projects such as community forestry (CF) in order that the protected area management plan can be realized. The experiences of the local people are juxtaposed against the aims of these local biodiversity projects. Overall, it is accepted by the NGOs and government agencies that communities need to be involved in the design and management of the PA and that the protection of biodiversity resources can only occur with the provision of alternatives for local livelihood options to decrease land clearing for agriculture and harvesting of wild foods and animals. This case points to a basic misalignment between biodiversity conservation and CBNRM. Participants in this study contested the meaning and usefulness of the PA and the CF projects. Their concerns were cultural, social, economic and political, exposing uneven relations of power and uncertainty associated with the long term outcomes. Participation itself required scrutiny in this situation, as did the promotion of a global biodiversity ‘good’ over local understandings of place and landscape. Lessons from more than 20 years of participatory CBNRM may be used to reconfigure the CBNRM ideal, to assist planners and implementers towards an integrated approach with biodiversity values reflected in both conservation and local production systems, acknowledging that these systems are culturally constituted.

Appropriate management of natural resources (land, soil, water and environment) is a powerful influence on environmental quality and sustainability and can lead to increased long term agricultural production and productivity. Therefore, the extension system needs to introduce appropriate natural resources in order to avert environmental degradation. In this sub-section, four extension-related bottlenecks that affect resource management have been identified. These are, (1) Poor linkage between natural resource management and livelihood strategies, (2) Limited capacity on environment and Natural Resource Management (3) Low access to and use of climate smart agricultural technologies and agro-metrological information and (4) Less attention to environment sustainability in the extension advisory service. This strategy has developed four systemic interventions to address these bottlenecks.

Popularized by scientists in the 1970s, adaptive management is an integrative, multi-disciplinary approach to managing landscapes and natural resources. Despite its broad appeal many critics complain that adaptive management rarely works in practice as prescribed in theory. This chapter traces the history and evolution of the concept and assess its implementation challenges. One reason adaptive management has not always delivered on its promise to make natural resource management more “rational” is that in the real world of policymaking scientists and natural resource managers must contend with advocates that have conflicting values and goals. Scientists and managers also operate in the context of institutions that create particular constraints and opportunities, and are generally inflexible and resistant to change. In recognition of these sociopolitical realities, the focus of much adaptive management practice and scholarship has shifted to governance, particularly collaboration with stakeholders, transformation of the institutions responsible for management, and the process of social learning.

<p>Indigenous people live in places that non-indigenous people generally consider nature. As these peoples’ livelihoods often are in this nature, their lives are frequently bureaucratised in ways that most of us would never encounter. This article describes my long-term effort to find ways to explore such bureaucratic processes in practice as part of my contribution to an environmental anthropology. I describe how I methodologically and theoretically explore such processes by using two examples of my writing, the articles “Blåfjella-Skjækerfjella nasjonalpark: Naturforvaltning som produksjon av natur/sted” and “Enacting Human and Non-Human Indigenous Salmon, Sami and Norwegian Natural Resource Management”. The first text describes Sami reindeer herders fighting the establishment of a national park. The other concerns an attempt of the Directorate of Nature Management to reregulate sea salmon fishing. Comparing these two articles, I show the variety of bits of nature that are materialised in bureaucratic process. Agency within such bureaucratic processes is explored with references to the materialities of the coined terms, texts bits, conventions and other legal references, as well as the numbers produced in the documents. Circulated, these bits of nature certainly influence the outcome of environmental controversies – they can contribute to naturalising particular narratives or foreseen outcomes. </p>
