The article is dedicated to the conceptual and specific analysis of the emergence of the culture of legal techniques under the conditions of a new technological form. The identification and analysis of key types of culture of legal techniques, allows to show their specificity following typological groups. Its systemic unity, which has its specificities, can be considered as the second dominant of the culture of legal techniques. The article further offers a primary doctrinal definition of the concept of culture of legal techniques based on the identified dominant characteristics and manifestations of the culture of legal techniques, studied in the context of the search for ways of effective functioning of the system of power and powerless principles in the Russian legal system. This phenomenon is in the formation stage. The authors have used dialectical, historical-political, formal-legal, and comparative-legal methods. It is concluded that a promising systematic understanding of the essence and meaning of the culture of legal techniques will help to improve the legal culture as a whole and thus increase the effectiveness of the law in modern society.

The article investigates the financial and economic essence of financial planning and proves that the problem of formation of information and analytical support of financial planning in an industrial enterprise becomes very important and requires a clear rationale and solutions. Analyzed modern methods of financial planning and forecasting companies that provide objective results of the company and found that despite the results achieved, the problem of formation of information–analytical providing financial planning at an industrial enterprise is still not completely solved. The author's classification of information for the needs of financial planning is made and it is proved that for the successful implementation of financial planning the financial management is recommended to use a sufficient information base that describes the individual characteristics of the financial structure of the enterprise and its position in the market. The priority tasks of information and analytical support of the financial planning process are investigated. The system of information and analytical support of financial planning of the enterprise from external sources has been developed. Indicators of information and analytical support of financial planning based on information from internal sources are investigated. The indisputable role of information resources in the activities of modern business entities of any industry is proved. From information must begin the management process (inputs) and information it ends (the output) and the reliability, accuracy, truthfulness, objectivity, timeliness of data, effective operation of the system of information‒analytical security depends on the effective functioning of economic entities. Thus, in competitive conditions of internal and external markets, the effective functioning of the system of information and analytical support of financial planning helps to reduce risks and make rational management decisions. It is concluded that the basis of the financial planning system is the financial plan, the availability and reliability of information affect the correctness of this document.

The effective functioning of the transport complex is associated with the development of transport infrastructure, including sea, river, road, aviation, railway transport, which meets the needs of the country’s economy in the delivery of goods and passengers. The article provides a comparative analysis of the organizational and economic foundations of the functioning of the transport complex in the EU and China. On the example of the EU countries and the PRC, it has been proved that the effective functioning of the transport complex in developed countries ensures the connectivity of territories and contributes to the growth of socio-economic development.

It has been determined that intensive digitalization of service processes is a condition for the effective functioning of the hotel industry under the influence of the COVID-19 pan­demic. One of its important directions, namely the use of a process approach to management, has been specified. The article proves that the improvement of business processes on the basis of their complementation and defining its digital functionality will enable to improve the quantitative and qualitative performance, will help to increase competitiveness and to maintain market share.

Цель статьи – построение комплексной методологии оценки оптимальной структуры формирования информационных кластеров и механизмов их эффективного функционирования. На основе преимуществ аутсорсинга в информационной экономике предложена использована новая форма сетевого взаимодействия – информационный кластер, разработан агломеративный иерархический алгоритм оценки максимальной эффективной сложности и однородности субъектов кластера по различным критериям (информационноемкость, интеллектуальный потенциал, социометрические характеристики и др.), построены модели распределения целей среди наиболее близких в институциональном плане субъектов кластера, которые позволяют решить большую область задач распределения проектов в партнерской сети информационных кластеров, организовывать сетевую распределенную работу и экономить ресурсы времени. The purpose of the article is to build a comprehensive methodology for assessing the optimal structure of the formation of information clusters and the mechanisms for their effective functioning. Based on the advantages of outsourcing in the information economy, a new form of network interaction is proposed - an information cluster, an agglomerative hierarchical algorithm has been developed to assess the maximum effective complexity and homogeneity of cluster subjects according to various criteria (information capacity, intellectual potential, sociometric characteristics, etc.), models for the distribution of goals among the closest in institutional terms of cluster subjects are built, which allow solving a large area of project distribution tasks in a partner network of information clusters, organizing network distributed work and saving time resources.

The article summarizes scientific approaches to the economic security of the region in the context of its positioning. The key risks of economic security of the Ukrainian regions have been identified as well as the most important criteria for regions positioning: the gross regional product (GRP) structure, the volume and rates of industrial development, the volume and dynamics of investments; natural resource production and scientific and technical potential; resource efficiency; competitiveness of the region's economy; unemployment rate; the quality of life, the degree of income differentiation, the provision of the population with material benefits and services; energy dependence; integration into the national economy etc. It is noted that the main problem of economic security is to ensure effective management of regional policy, as well as the evaluation of the regions positioning in the context of economic security can be carried out in the main directions: the level of poverty and unemployment in the region; the quality of life of the population; demographic component of the socio-economic security of the region; the ability of the region's economy to sustainably grow; stability of the region's financial system; support of the scientific potential of the region; dependence of the region's economy on imports of the most important types of products; relations of the region with the countries of the European Union. The modern positioning of some security sectors and the consequences of such positioning have been characterized. A system of main indicators has been formed that allows to quantify the level of economic security of the region in the context of its positioning. The methodical approach to evaluating the economic security of a region in the context of its positioning is highlighted. It is noted that despite the goals that are taken into account when positioning the region, the whole process can be structured into the following blocks: organizational and analytical support; methodical and informational support; conceptual software. The article presents the functional components of the mechanism for ensuring the economic security of regions in the context of their positioning. It has been proved that the effective functioning of the mechanism for ensuring the economic security of regions in the context of their positioning requires the effective functioning of all subjects synchronously, which made it possible to formulate a synergistic effect in a formalized form.

This paper contributes to our understanding of whether, and if so, how public employment services in Poland are attempting to reach young NEETs, and whether they fail or succeed in their efforts. The study shows that most NEETs below 25 years of age in Poland, including rural NEETs, remain beyond the reach of the PES registers. The coverage rate is particularly low amongst those individuals who are outside the labor force. Effective outreach strategies may prevent them from moving into long-term inactivity. The study shows that the PES offices do not cooperate closely with local institutions: moreover, they use methods for approaching the hardest-to-reach individuals and residents of remote areas infrequently. The article discusses the obstacles to the effective functioning of the PES, the factors that contribute to the PES’ successes and failures, and the consequences for young NEETs of remaining outside of institutional support systems.

The article is devoted to the problems of harmonization of legal regulation in the field of employment of the population of the CIS member states in the context of the Eurasian perspective. The creation of a single legal space of the CIS member states contributes to the effective functioning of the common labor market, the structure of which will be determined by the harmonized, and in many parts unified national legislation of the CIS member states. The problem of harmonization of legal regulation in the field of employment of the population is considered in the context of solving a broader task: creating a single legal space of the common labor market of the CIS member states. The article analyzes the principles, levels, mechanism, stages of harmonization of legal regulation in the field of employment of the population of the CIS member states in the context of the Eurasian perspective.
