Energy policy comprises rules concerning energy sources; energy efficiency; energy prices; energy from abroad; energy infrastructure; and climate and environmental aspects of energy production, utilization, and transit. The main theme in energy policy concerns the trade-offs between affordable, secure, and clean energy. Energy policy is a cross-sectoral—or boundary-spanning—policy area, which means that energy policy has implications for or is affected by decisions taken in adjacent policy areas such as those addressing agriculture, climate, development, economy, environment, external relations, and public health. The cross-sectoral character of energy policy is reflected in how it is proposed, adopted, implemented, and evaluated. Putting an energy policy issue on the political agenda can be attained easily, while the diversity of interests of the actor groups that are potentially affected by the proposal can complicate the policy process. The implementation depends on whether the energy policy measure in question is of a local, national, or international nature; and to what extent the implementation entails joint efforts by state and non-state actors. As with policy instruments adopted in any other policy area, the evaluation of an energy policy’s success is likely to vary across the different actor groups involved.The analytical perspectives on energy policy depend on the energy source of interest. Research concentrating on fossil energy sources (i.e., coal, oil, and natural gas) has traditionally adopted the analytical lens of international relations and international political economy. A similar research interest can be observed for studies of unconventional fossil energy sources (i.e., oil shale, oil sands, and shale gas) and nuclear power, although the centrality of risk and uncertainty in the analytical frameworks adopted help to connect these topics more directly with the public policy literature. The energy policy issue that has been on the research agendas of all political science subfields—including comparative politics—is renewable energy. Questions concerning the supply and management of energy infrastructure have received attention from public administration scholars.

The 21st century is characterized not only by large-scale transformations but also by the speed with which they occur. Transformations—political, economic, social, technological, environmental, and legal-in synergy have always been a catalyst for reactions in society. The field of energy supply, like many others, is extremely susceptible to the external influence of such factors. To a large extent, this applies to remote (especially from the position of energy supply) regions. The authors outline an approach to justifying the development of the Arctic energy infrastructure through an analysis of the demand for the amount of energy consumed and energy sources, taking into account global trends. The methodology is based on scenario modeling of technological demand. It is based on a study of the specific needs of consumers, available technologies, and identified risks. The paper proposes development scenarios and presents a model that takes them into account. Modeling results show that in all scenarios, up to 50% of the energy balance in 2035 will take gas, but the role of carbon-free energy sources will increase. The mathematical model allowed forecasting the demand for energy types by certain types of consumers, which makes it possible to determine the vector of development and stimulation of certain types of resources for energy production in the Arctic. The model enables considering not only the growth but also the decline in demand for certain types of consumers under different scenarios. In addition, authors’ forecasts, through further modernization of the energy sector in the Arctic region, can contribute to the creation of prerequisites that will be stimulating and profitable for the growth of investment in sustainable energy sources to supply consumers. The scientific significance of the work lies in the application of a consistent hybrid modeling approach to forecasting demand for energy resources in the Arctic region. The results of the study are useful in drafting a scenario of regional development, taking into account the Sustainable Development Goals, as well as identifying areas of technology and energy infrastructure stimulation.

To overcome the negative environemental impact of the actual power system, an optimal description of quasi-static electromagnetics relying on a reversible interpretation of the Faraday’s law is given. Due to the overabundance of carbon-free energy sources, this description makes it possible to consider an evolution towards an energy system favoring low-carbon technologies. The management for changing is then explored through a simplified linear-programming problem and an analogy with phase transitions in physics is drawn.

The role of the power supply device is to produce, process and distribute energy sources. Telecommunication equipment can only operate if it has continuous supply. Therefore, to maintain the continuity of the supply, a UPS (Uninterruptable Power Supply) device system is needed so that the supply to the Essential Load device will remain available so that continuity will be maintained. This research designs and proposes how a series of automatic redundant switch systems on UPS to ensure the availability of power supply for the main equipment of telecommunications systems. The Auto switch circuit is designed to have 3 (three) working stages which will trigger the relay driver as control circuit, namely the normal working condition of the contactor input K1 is present, the input condition is zero (lost), and the input condition is present. This system can automatically supply power to telecommunications equipment.

Over 90% of Uganda's power is generated from renewable sources. Standardised Implementation Agreements and Power Purchase Agreements create a long-term relationship between Generating Companies and the state-owned off-taker guaranteed by Government. The COVID-19 pandemic and measures to curb the spread of the virus have triggered the scrutiny and application of force majeure (FM) clauses in these agreements. This article reviews the FM clauses and considers their relevance. The authors submit that FM clauses are a useful commercial tool for achieving energy justice by ensuring the continuity of the project, despite the dire effects of the pandemic. Proposals are made for practical considerations for a post-COVID-19 future which provides the continued pursuit of policy goals of promoting renewable energy sources and increasing access to clean energy, thus accelerating just energy transitions.
