A population of voters must elect representatives among themselves to decide on a sequence of possibly unforeseen binary issues. Voters care only about the final decision, not the elected representatives. The disutility of a voter is proportional to the fraction of issues, where his preferences disagree with the decision. While an issue-by-issue vote by all voters would maximize social welfare, we are interested in how well the preferences of the population can be approximated by a small committee. We show that a k-sortition (a random committee of k voters with the majority vote within the committee) leads to an outcome within the factor 1+O(1/√ k) of the optimal social cost for any number of voters n, any number of issues m, and any preference profile. For a small number of issues m, the social cost can be made even closer to optimal by delegation procedures that weigh committee members according to their number of followers. However, for large m, we demonstrate that the k-sortition is the worst-case optimal rule within a broad family of committee-based rules that take into account metric information about the preference profile of the whole population.

El desempleo, la privación económica y la pobreza son indicadores de bienestar social. Todos forman un ciclo de factores encadenados que comienza con la pérdida del empleo. Los objetivos de este estudio fueron describir la evolución del desempleo, la privación económica, la pobreza y el autoempleo en hombres y mujeres en Andalucía durante el período 2000-2013, así como evaluar cambios en la tendencia tras el inicio de la Gran Recesión. Los resultados muestran un empeoramiento significativo de los indicadores de desempleo, privación económica y riesgo de pobreza en Andalucía desde 2008 y una mejora del autoempleo en ambos sexos.

AbstractThis paper analyses the incentive properties of prospective payment systems for hospital contracts, a key feature in many health systems’ reforms. Building on current literature, the model explicitly allows for the existence of waiting time, modelled as adversely affecting patients’ utility and therefore reducing social welfare. The model shows that rewarding hospitals for their demand leads to the first best solution, identified with respect to the relevant quality and quantity variables. The additional separate payment of a price per case is instead required when the social cost of waiting is introduced alongside the private costs.

The topic of the article is the situation of the Roma ethnic group in Poland as beneficiaries of assistance activities in the broad sense of the term – both of the social welfare system, as well as education and labour market institutions. In the first part, a short description of the Roma community in Poland will be presented on the background of other countries of the region, with particular emphasis on their social and living situation and moral changes. The situation of Roma living in Poland as clients of the social welfare sector will be described further along with challenges and dilemmas for social work and designing sectoral policies, including labour market and education, resulting from working in a culturally different environment from the majority society. In the context of multiculturalism policy implementation, the issue of potential possibilities of adapting national social policy to the specific needs and cultural requirements of the Roma ethnic minority will be discussed, as well as examples of good practices will be presented. The text is based on existing data sources, as well as partly on the author's own research conducted due to being prepared PhD dissertation and her personal experience in working with Roma in Małopolska and Upper Silesia.
