The paper features some relevant issues of developing an adequate policy in the field of urban water supply. The authors analyze the information systems of innovative management of organizations of the urban water utilization scheme, recycling of water resources and sewage. They identify the specifics of information systems from the point of view of their use in the Russian practice of sustainable water supply. The research involved analytical and logical methods, as well as theoretical developments in the field of management of urban organizations. As a result, the authors managed to identify the tools for the strategy of sustainable urban water utilization scheme. They prove that its development is hindered by the lack of comprehensive and reliable information to support strategic development, policy development, and management decisions. Based on the analysis of information systems, they point out topical issues that need to be addressed at various levels and introduce new principles for the urban water utilization scheme. Sustainable urban development is inextricably linked with the solution of the water supply problem, including recycling of water resources and sewage. The paper offers some provisions for a sustainable urban water supply strategy.

The shortage of water resources has seriously restricted the development of cities. Unconventional water resources is of great significance for sustainable development. As a city lack of water, Los Angeles plans to develop reclaimed water as an important component of urban water supply under the conditions of drought and over exploitation of groundwater. In order to provide a basis for urban reclaimed water construction planning, this paper developed a system dynamic model to provide scientific suggestions for the planning of reclaimed water. According to the analysis of Los Angeles water system, the model divides the system into reclaimed water system, urban water consumption system, urban water supply system and water supply cost system. The degree of water shortage, urban water supply, water supply cost, and reclaimed water production were chosen as the model index for the requirement of plan design. The historical data was employed to verify the model, indicating that the model is reliable. Then the plans under different rates of growth of reclaimed water were designed. According to the comprehensive analysis of the model index, the second plan was considered to be the optimal one: increase the local water supply in Los Angeles to 50 percent of the total by 2035 and reduce purchases by 50 percent. Finally, Reclaimed water accounts for 30% of the city’s water supply, meanwhile, water supply costs decline 10%.

The sustainable governance of water resources requires that policy makers adapt to changing environmental and socioeconomic context. The efficient management of water resources is vital for its sustainable access and use. Therefore, adequate management practices are needed. Institutional reforms governing the water sector are undergoing remarkable changes and several efforts have been made in this direction for a long time to enhance the water service level. Currently, Kathmandu Upatyaka Khanepani limited (KUKL) is responsible for managing urban water and sanitation service to the Kathamndu Valley. It is the public company registered under the Nepal Government’s company Act 2006 and operates under public private partnership (PPP) modality, which is a part of urban water supply sector reforms of Kathamndu Valley. However, the basic requirement of water and sanitation service level has not changed sustainably. This paper focused to understand the institutional structure of the reforms and to examine the roles of institutions involved and stakeholders. This paper attempted to find out the real problem of water supply and why inadequate water service in Kathmandu valley though many institutional changes occurred. Literatures were reviewed and a descriptive, qualitative design was adopted to generate empirical data. This study finds that urban water supply sector reform of Kathmandu Valley is much closer to the Scott’s theory which consists of cognitive, normative and regulative structure and activities that work together provide stability and meaning to social behavior. However, findings are incongruent with this view point. Findings also show that focal problem of water supply is depleting water sources and widening the gap between demand and supply. Additionally, findings show that lack of coordination among stakeholders, weak institutional structure, unstable political scenario, and unplanned urbanization give rise to the problem, leading wider implications to the health of people and national economy. The water resources is a complex coupling system,combined with the human social development and living environment. Water resources optimal allocation plays an important role in supporting the whole sustainable development of national economy in Weinan city as the solution about the shortage of urban water resources .In this paper, we take the urban water supply and the water resources system in Weinan city as the research object, through the analysis of the actual data, analyzing the elements and relationships between systems of urban water supply in Weinan city and the characteristics of the water resources project, adopting optimization theory of dynamic programming principle to build the Weinan city water resources optimization allocation model, and puts forward the method of benefit function to obtain the strategy plan for optimal allocation of water resources in the city.

Paper describes and analyses new and innovative concept for possible integration of solar photovoltaic (PV) energy in urban water supply system (UWSS). Proposed system consists of PV generator and invertor, pump station and water reservoir. System is sized in such a manner that every his part is sized separately and after this integrated into a whole. This integration is desirable for several reasons, where the most important is the achievement of the objectives of sustainable living in urban areas i.e. achieving of sustainable urban water supply system. The biggest technological challenge associated with the use of solar, wind and other intermittent renewable energy sources RES is the realization of economically and environmentally friendly electric energy storage (EES). The paper elaborates the use of water reservoires in UWSS as EES. The proposed solution is still more expensive than the traditional and is economically acceptable today in the cases of isolated urban water system and special situations. Wider application will depend on the future trends of energy prices, construction costs of PV generators and needs for CO2 reduction by urban water infrastructure.
