This chapter examines the legislative process, paying particular attention to the role of congressional leaders and the changing impact of party and partisanship. It argues that a “new order” has evolved in Congress. The new order reduces the power of the congressional committees and undermines deliberation, but it can still produce legislation, especially when Congress and the president are of the same party. The new order consists of three key elements, which are discussed in this chapter: “follow-the-leader” lawmaking, “do-it-yourself” (DIY) legislating, and “catching-the-omnibus” budgeting. The chapter also looks in detail at one very important part of the legislative process—the budget and appropriations process through which Congress exercises its constitutional “power of the purse.”

AbstractRecent years have seen the development of a new trend in gastronomic discourse toward acknowledging and even valorizing the role of animal slaughter in meat production. This development problematizes some of the ideas of influential theorists of meat such as Fiddes (1990) and Adams (1991): namely, that the animal in (post)modernity has been rendered invisible in the process of meat production and consumption (Adams, 1991), and that meat itself is a commodity with a declining reputation (Fiddes, 1990). This paper analyzes the role of nostalgia in this trend toward do-it-yourself (or at least witness-it-yourself) slaughter, and takes these developments in cultural tastes and feelings as a context within which to analyze the special significance of meat in Margaret Atwood's Oryx and Crake. In identifying this burgeoning nostalgia for meat and contextualizing it within a risk-reflexive, consumer-driven, dystopian near-future society of the author's own devising, Oryx and Crake foregrounds and illuminates these real-world developments in the meanings of meat.

Self-care ability and social skills are potential areas of difficulty for preschool children. However, values about young children's self-care ability are different worldwide. This longitudinal study examined the influence of early self-care ability on social skills at the end of the preschool years. Participants were 509 children recruited from kindergartens and child care centers across Japan, whose self-care ability and social skills were assessed at baseline year and three years later (Age of children in 2015 at baseline: M  =  35 months, SD  =  6.1 months). The study found that gender was significantly associated with social skills, while preschool facility entrance age was only associated with assertion skills. After controlling gender and entrance age, early self-care ability was still positively related to later assertion and cooperation (Assertion: OR  =  2.55, 95% CI  =  1.00–6.51; Cooperation: OR  =  3.15, 95% CI  =  1.23–8.07). Implications of the findings are discussed in the context of cultural diversity, highlighting the importance of cultivating children's age-appropriate self-care ability based on daily observations and evaluations.

This article aims to explore the nature of do-it-yourself (DIY) impact measurement tools used in the voluntary sector, using a contextual inquiry approach. This is an understudied area of research, knowledge that would be considerably valuable for practitioners in the sector who wish to create their own DIY impact measurement tool. Semi-structured interviews and observation sessions are used to explore an example of a DIY impact measurement tool, the processes of its creation and operation, and how it has been shaped, from the perspective of a UK environmental charity. The study identifies how and why the tool was created as well as which resources are being used to build it. Findings show that the functionality and requirements of the DIY impact measurement tool are mostly shaped by the charity’s social, cultural and organisational characteristics.

Action sports (e.g., snowboarding, skateboarding, windsurfing, BMX) have traditionally celebrated antiauthoritarian, do-it-yourself and anticompetition cultural values. With the institutionalization and commercialization of action sports over the past two decades, and the introduction of mega-sports events such as the X Games, and the inclusion of some action sports into the Olympic Games (i.e., snowboarding, freestyle skiing, BMX), action sport athletes are increasingly working with coaches, psychologists, agents, managers and personal trainers to improve their performances. In this Insights paper we consider coaching in action sports via the case of Finnish professional snowboarders’ attitudes to coaches. Drawing upon conversations with elite freestyle snowboarders we briefly present insights into their perceptions of the various positions of coaches in professional snowboarding before we offer suggestions built upon a Problem-based learning approach for coaches interested in working with action sport athletes.

From drawing pictures to making home movies, children have long produced their own, do-it-yourself (DIY) media at the individual and local scales. Today, children's DIY media creation increasingly takes place online, using digital technologies and tools that allow them to not only produce but also share their ideas with the world. This article relays findings from the first stages of a three-year inquiry project into the opportunities and challenges associated with the rise of children's online DIY media: an extensive media scan to identify websites and an in-depth content analysis of the terms and conditions, privacy policies and overall site designs. Among our key findings is the discovery that a narrow emphasis on making and a systematic disregard for the crucial role of sharing predominate the current children's online DIY media environment. Furthermore, corporate ownership claims and a lack of features aimed at enabling user interaction often diminish the sites' potential to advance children's cultural rights and educational opportunities. We conclude that a disproportionate emphasis on making as a form of individualised learning has led to an undermining of crucial dimensions of children's DIY media.
