In the planning of the Delta-works, carried out in the Southwestern Netherlands, the Eastern Scheldt was the largest and therefore last tidal basin to be fully closed mainly to protect the area from floods. Increased recognition for the natural value of estuaries and a strong lobby from nature conservationists and shellfish producers led to a reconsideration of original plans, confirmed by a series of governmental decisions. Per consequence execution of the present plans will result in a storm-surge barrier at the entrance of the tidal basin together with two partitioning dams, separating the (reduced) tidal Eastern Scheldt from a new freshwater lake. Attention is paid to the present values in the Eastern Scheldt and briefly to changes involved by the project. The decisionmaking process is described and discussed: In the course of the project the majority of decisions taken were prepared by teams of ecologists, civil engineers, hydrologists and financial experts using policy-analysis methods. For guidance of developments in the influenced area the local government accepted a policy plan, in which human uses are regulated. Operations of the barrier are designed such that safety from flooding is guaranteed, while adverse effects for the tidal ecosystems are minimized.

The promotion of health-enhancing physical activity (HEPA) has become a key objective in public health policy. Therefore, based on the national HEPA Policy Audit Tool Version 2 (HEPA PAT v2) of the World Health Organization, a tool was designed to support local governments in assessing HEPA policies. This study aims to describe the adaptation and testing of the HEPA policy analysis tool (CAPLA-Santé) at the local level in France. The work was conducted in three stages: (1) an intersectoral group of experts was constituted, and the group adapted each item of the HEPA PAT v2 tool to the local level; (2) a testing phase with seven local governments helped to collect data and feedback on the tool; and (3) a final workshop was organized to adjust and finalize the tool. The final version of CAPLA-Santé contains 21 items divided into six major sections: overview of HEPA stakeholders in the local government area, policy documents, policy contents, funding and political engagement, studies and measures relating to physical activity in the local government area, and progress achieved and future challenges. CAPLA-Santé allows the collection and in-depth analysis of local level policies to assess the progress in promoting HEPA and intersectoral collaboration as well as identifying successful policy levers and remaining challenges.

AbstractBukittinggi city in financial reports in a few years ago still not meet the criteria of the value of the required information visible gain from the opinions of Local Government Financial Report Bukittinggi city. One of the guidance in the assessment of a financial report of the compliance to the regulation and the presentation of the financial report with the criteria that have been assigned. The purpose of this research is to know the influence of the implementation of regional financial accounting system to the quality of the Regional Financial Report on DPKAD Bukittinggi city. Announcement of samples in this research are using Slovin method by as much as 77 respondents. Analysis methods used namely Rank Spearmen Correlation analysis. The findings of this research shows that the implementation of regional financial accounting system have positive and significant impact on the quality of the Regional Financial Report on DPKAD Bukittinggi city. This can be seen from the results of the assessment of the respondents against the implementation of regional financial accounting system reached 95%. While the quality of the Regional Financial Report produced DPKAD Bukittinggi city is very good with the level of the assessment respondents reached 90%. As well as the significant value by using Correlation Coefficient analysis Rank Spearmen reach 0,564.Key Words: financial accounting system (earlier), the quality of Financial Report
