During the current political era, which has been marked by the attempts of the two superpowers to abate the economic and political burdens of their intercontinental and other “military build-up” through mutual dialogue (e.g., SALT, MBFR) and to achieve a certain détente in their relationship, a government came to power in the Federal Republic of Germany (FRG) after the 1969 parliamentary elections, whose declared goal was to make its own German contribution to help bring about a relaxation in international tensions, secure the peace in Central Europe, and make life there more tolerable for its inhabitants. The effort was all the more important because Germany was and is the only place on earth where the United States and the Soviet Union face each other directly. Initially, this political goal, securing the peace by relaxing tensions, was effected by the establishment of an extensive system of international treaties, usually between the Federal Republic of Germany on the one side, and the states of Eastern Europe with Communist governments on the other. Only to the extent that Berlin and the rights of the Allied powers of World War II were affected, were the three Western occupying powers (the United States, the United Kingdom, and France) included in the system of treaties, partly by exchanges of notes and partly directly (e.g., the Berlin Quadripartite Agreement).

This chapter looks at how, in the former Axis powers of Japan and Germany, the United States occupation authorities initially pursued policies that treated democratization and demilitarization as virtually synonymous. They believed a democracy could not flourish in either Japan or the Federal Republic of Germany until the military traditions had been purged from their national character and consciousness. The former aggressors faced total disarmament. Initial plans—embodied most drastically by the Morgenthau Plan to turn Germany into a pastoral country—were severe and uncompromising. However, once the Soviet Union had successfully acquired the atomic bomb, the United States concluded that measured rearmament in both countries was essential for the defense of democracy and the free world.

Since the end of World War II, the United States has been a leading proponent of liberal internationalism and Western democratic values around the world. Modern historians generally agree that the post-war order, which produced multi-national institutions and promoted democracy, free trade, and peace, was largely shaped by the United States and the other two Allied powers, the United Kingdom and the Soviet Union. This paper explains how the Tehran and Yalta Conferences served as early examples of President Franklin Roosevelt’s vision for international cooperation and American global leadership. Specifically, this essay analyzes how Roosevelt used these conferences to unite the other Allied powers in an effort to end World War II and establish the foundations for the liberal international post war order. To demonstrate the significance of these conferences and their role in the development of the liberal post-war order, conference minutes between the leaders of the Allied powers and their respective foreign policy experts are analyzed. Academic writings from military and international historians are also used to evaluate the execution and outcomes of the agreements reached during these conferences.


Research Station at Cambridge and somewhat later at the Wantage Research Laboratories of the Atomic Energy Research Establishment. By the mid- or late 1950s national research programs on food irradiation were also underway in Belgium, Canada, France, The Netherlands, Poland, the Soviet Union, and the Federal Republic of Germany. This early history of food irradiation has been reviewed by Goldblith (9), Goresline (10), and Josephson (11). In 1960 the first books on food irradiation appeared, written by Desrosiers and Rosenstock in the United States (12) and Kuprianoff and Lang in Germany (13). A first international meeting devoted to discussion of wholesomeness and legisla­ tive aspects of food irradiation was held in Brussels in 1961 (14). In the United Kingdom the report of a government working party on irradiation of food (15) summarized and evaluated the studies done until 1964. The first commercial use of food irradiation occurred in 1957 in the Federal Republic of Germany, when a spice manufacturer in Stuttgart began to improve the hygienic quality of his products by irradiating them with electrons using a Van de Graaff generator (16). The machine had to be dismantled in 1959 when a new food law prohibited the treatment of foods with ionizing radiation, and the company turned to fumigation with ethylene oxide instead. In Canada irradiation of potatoes for inhibition of sprouting was allowed in 1960 and a private company, Newfield Products Ltd., began irradiating potatoes at Mont St. Hilaire, near Montreal, in September 1965. The plant used a 60Co source and was designed to process some 15,000 t of potatoes a month. It closed after only one season, when the company ran into financial difficulties (17). In spite of these setbacks, interest in food irradiation grew worldwide. At the first International Symposium of Food Irradiation, held in Karlsruhe, Germany, and organized by the International Atomic Energy Agency (IAEA), representa­ tives from 28 countries reviewed the progress made in research laboratories (18). However, health authorities in these countries still hesitated to grant permissions for marketing irradiated foods. At that time only three countries— Canada, the United States, and the Soviet Union— had given clearance for human consump­ tion of a total of five irradiated foods, all treated with low radiation doses. The food industry had not yet made use of the permissions. Irradiated foods were still not marketed anywhere. Questions about the safety for human consumption of irradiated foods were still hotly debated and this was recognized as the major obstacle to commercial utilization of the new process. As a result of this recognition the International Project in the Field of Food Irradiation (IFIP) was created in 1970, with the specific aim of sponsoring a worldwide research program on the wholesomeness of irradiated foods. Under the sponsorship of the IAEA in Vienna, the Food and Agriculture Organization (FAO) in Rome, and the Organization for Economic Cooperation and Development (OECD) in Paris, 19 countries joined their re­ sources, with this number later growing to 24 (see Table 1). Because of the nature of modern weapons, significant innovations in arms technology have the potential to induce dramatic changes in the international distribution of power. Consider, for example, the “strategic defense initiative” (SDI), a program initiated by the United States in the early 1980s. Had the program been successfully completed, it might have led to a substantial devaluation of Soviet nuclear capabilities and put the United States in a very dominant position. It should not then come as a surprise that interstate rivalry, especially among super powers, often takes the form of a race for technological superiority. Mary Acland-Hood claims that although the United States and the Soviet Union together accounted for roughly half of the world's military expenditures in the early 1980s, their share of world military research and development (R&D) expenditures was about 80 percent. As further proof of the perceived importance of R&D, note that whereas the overall U.S. defense budget increased by 38 percent (from $225.1 billion to $311.6 billion in real terms) from 1981 to 1987, military R&D spending increased by 100 percent (from $20.97 billion to $41.96 billion). Moreover, before World War II military R&D absorbed on average less than 1 percent of the military expenditure of major powers, but since then it has grown to 11–13 percent. The emphasis on military technology is bound to become more pronounced in the future as R&D becomes the main arena for interstate competition.

The advent of a new administration in the United States and the passage of seven years since the end of World War II make it appropriate to review the political situation which has developed in Europe during that period and to ask what choices now are open to the West in its relations with the Soviet Union.The end of World War II found Europe torn between conflicting conceptions of international politics and of the goals that its members should seek. The democratic powers, led by the United States, viewed the world in traditional, Western, terms. The major problem, as they saw it, was one of working out a moral and legal order to which all powers could subscribe, and in which they would live. Quite independently of the environment, they assumed that one political order was both more practicable and more desirable than some other, and that their policies should be directed toward its attainment.

United States and the Soviet Union is a country on the part of allies who emerged as the winner during World War II. However, after reaching the Allied victory in the situation soon changed, man has become an opponent. United States and the Soviet Union are competing to expand the influence and power. To compete the United States strive continuously strengthen itself both in the economic and military by establishing a defense pact and aid agencies in the field of economy. During the Cold War the two are not fighting directly in one of the countries of the former Soviet Union and the United States. However, if understood, teradinya the Korean War and the Vietnam War is a result of tensions between the two countries and is a direct warfare conducted by the United States and the Soviet Union. Cold War ended in conflict with the collapse of the Soviet Union and the United States emerged as the winner of the country.

This paper utilizes available data on existing icebreaking ships to compile a review of the design features that influence ship performance. The data were extracted from a recently completed review of the state of the art of Arctic ship technology and include icebreaking ships from Argentina, Canada, Denmark, Finland, Japan, Sweden, the United Kingdom, the Soviet Union, the United States, and West Germany. It is the aim of this paper to offer guidance in the initial stages of icebreaker design and thereby give confidence to the designer in the selection of dimensions, hull shape and propulsion.
