Seaports participate in hinterland economic development through partnerships with dry ports, and the combined seaport-dry port network serves as the backbone of regional logistics. This paper constructs a location-allocation model for the regional seaport-dry port network optimization problem and develops a greedy algorithm and a genetic algorithm to obtain its solution. This model is applicable to situations under which the geographic distribution of demand is known. A case study involving configuration of dry ports near the west bank of the Taiwan Strait is conducted, and the model is successfully applied.

To make better use of agricultural residues and solve the problem of residues pollution, it is necessary to carry out regional management, which means spatial planning of the entire region is essential. This study developed a methodology based on GIS for determining the suitable locations, optimal sizes and number of biogas plants for the entire region while meeting the conditions that all biomass can be collected. Based on the optimization of transportation distance, the nearest facility model and the modified location allocation model were used to obtain the correspondence between plants and supply points, the transportation path and the plants’ capacity under different numbers of plants. Based on economic optimization, the economic model was constructed to calculate the total cost of different numbers of biogas plants and the optimal number was obtained after comparing. The cross path was adjusted for the selected plan to ensure that there was no crossover in the plants’ collection area. This approach was applied (as a case study) in Funan County, Anhui Province. Based on the existing results, the optimal construction number of biogas plants in the region was 9.

Some people in rural areas are often excluded from using health facilities in developing nations due to political interference in facility location decision-making. Limited attention has been paid in the literature to promoting inclusiveness in public facilities usage in developing nations. Therefore, this study was designed to examine the access to Primary Health Centres (PHCs) in the Yewa region,  Nigeria. Data on the 509 settlements and 91 PHCs in the Yewa region were obtained from government directories. The p-median Location-Allocation model was used for data analyses. The study showed that the number of PHCs increased and access to them improved in the Yewa region between 1991 and 2019. It was also shown that inclusiveness in facilities could be promoted by optimally adding new PHCs. The study assessed the effectiveness of past locational decisions, similar to other studies in Bangladesh and India, and revealed that the military administration performed better than the civilian administration in facility location decision-making between 1991 and 2019. The study showed how new facilities could be optimally located to improve access and inclusiveness in public usage.
