From the perspective of the transaction cost theory, this paper analyzes that the mandarin popularization in ethnic minority regions helps reduce the transaction cost, enhances trust, results in the "innovation and entrepreneurship" effect, and improves the action mechanism of the county-level innovation and entrepreneurship rate. Furthermore, based on the complete sample investigation results of rural residents within 0-3km in eight counties of Sino-Vietnam border, it constructs the quantitative model to conduct the empirical analysis of the significant positive role played by mandarin popularization in the county-level innovation and entrepreneurship in ethnic minority regions, which is that when the mandarin level is changed by 1%, the county-level innovation and entrepreneurship rate is changed by 0.397%.

We argue that interjurisdiction competition in authoritarian regimes engenders a specific logic for taxation. Promotion-seeking local officials are incentivized to signal loyalty and competence to their principals through tangible fiscal revenues. The greater the number of officials accountable to the same principal, the more intense political competition is, resulting in higher taxation; however, too many officials accountable to the same principal leads to lower taxation due to shirking by uncompetitive officials and the fear of political instability. Using a panel dataset of all Chinese county-level jurisdictions from 1999–2006, we find strong evidence for an inverse U-shaped relationship between the number of county-level jurisdictions within a prefecture—our proxy for the intensity of political competition—and fiscal revenues in most provinces but not so in politically unstable ethnic minority regions. The results are robust to various alternative specifications, including models that account for heterogeneous county characteristics and spatial interdependence.

The combination of innovation and entrepreneurship education with administrative management can improve professional innovation ability and development thinking of students, and improve the quality of talent training. Based on the empirical analysis of six colleges in Conghua, Guangzhou, this paper analyzed the current problems in the integration of innovation and entrepreneurship education and administrative management in universities. Combined with survey and interview data and materials, this paper studied the relationship between innovation and entrepreneurship education and administrative management from the perspectives of students and teachers, summarized and classified the integrated characteristics of the surveyed colleges. It also proposed a four-in-one “1+4” integration circle of “teacher-company-university-society”, which centered on students, so as to escort the practice and guarantee of the two systems, and promote the high integration of innovation and entrepreneurship education and management majors in colleges.


Subject School provision for minority languages in Russia. Significance A reduction in access to language education in ethnic minority regions has sparked controversy, most of all in Tatarstan where it is part of a broader push to reduce local autonomy. Moscow is quietly curtailing the cultural identities of its many ethnic minorities in order to create a more homogenous and above all Russian-speaking nationhood. Impacts The emphasis on ethnic 'Russianness' in nation-building will increase. Crimea will embody the politicisation of language as local Ukrainians and Crimean Tatars find their languages out of favour. Moscow will ignore the inconsistency between its policy and its complaints about Russian rights in Latvia and Ukraine.

The spatial restructuring of village systems is an important means by which to promote rural revitalization. A large number of villages with small average areas bring great challenges to the implementation of the Rural Revitalization Strategy (RRS) in China. To promote the implementation of the RRS, it is necessary to restructure the village system. This paper proposes a method of spatial restructuring for the village system at the county level, oriented toward the RRS. This study proposes a village classification system with central villages, characteristic villages, and merged villages. It also accounts for the role of various villages in the RRS and proposes differentiated development strategies. This study involved the construction of a village centrality index system and a central village selection model aligned with the RRS. Taking the district of Jintan in Jiangsu Province as a case study for the empirical analysis, the results show that the applicability of the model to the study area is good. Using this model, 32 central villages and 10 characteristic villages were selected. After restructuring the village system, the number of villages decreased by 69.1%. The results from analyzing the travel time radius of the central villages show that 71.5% of the land in the evaluation area lies within a 15 min commute of the central villages, and 96.5% lies within 25 min, indicating that the locations and number of the selected central villages are reasonable. Compared with the service area of the village system before the restructure, the average service area of the central villages is 3.4 times larger, which helps to improve the infrastructure and public service efficiency of the central villages. By guiding resources to aggregate in the central villages and promoting the comprehensive consolidation of land in the merged villages, the restructuring of the village system can help further the success of the RRS in Jintan.
