AbstractThis paper contrasts, and critically evaluates, the Irish regulatory regimes for building control and food safety. It concludes that the systems are similar in design, but vary greatly in implementation, drawing on analysis of enforcement statistics published by the Food Safety Authority of Ireland and obtained from building control authorities. It is argued that regulatory systems require enforcement and oversight in order to verify consistency of decisionmaking, compliance with their own rules and standards, and overall effectiveness, and that this lack of emphasis on enforcement and oversight is a significant failing in the Irish building control system.

Abstract. “Earthquakes” may cause dangerous results for people, which can damage buildings and hurt people, and may even cause death. Turkey lays down in a highly earthquake-prone region. Earthquakes are unpredictable and uncontrollable natural events; however, the people have to find ways to reduce these damages on people. One of the ways is to build “earthquake-resistant buildings”. It is also one of the main necessities to build smart city under the focus of housing quality, quality of life. In this paper Building Control System in Turkey is presented in the frame of the legal basis in a general view. Also surveying documents related to building control system are introduced because land surveying studies are compulsory-preliminary works before building construction.

<p style="margin: 1em 0px;"><span lang="EN-US"><span style="font-family: 宋体; font-size: medium;">In order to develop an advanced intelligent building control system, the new system based on mobile wireless Internet of things is designed. By analyzing the new technology, it is proved that the application and development of the Internet of things technology provides a new method for the effective control of intelligent buildings. In addition, a series of researches are carried out on the core technology of the construction equipment networking system. The hardware, software and wireless self-organization networks of the intelligent terminal are designed and implemented, and the key indexes of the intelligent terminal are tested. The fixed transmit power test results show that when the fixed emission frequency is 10 dB, the communication distance is inversely proportional to the communication rate, which means that the smart terminal wireless network has strong ability to pass through obstacles. Based on the above finding, it is concluded that the stability of the mobile internet wireless network intelligent terminal can fully meet the performance requirements of intelligent building control, which lay is a good basis for its flexible use of the future.</span></span></p>
