AbstractResearch focuses on linking climate adaptation and disaster risk reduction strategies. The aim of the research is to test an urban resilience assessment tool through a local case study. The tool is based on integrating two methods. Multi-criteria analysis and system dynamics model is used to create a dynamic Urban Resilience Index. For the case study a local medium sized town is chosen in Latvia that is subject to flood risk. The results of the model simulation show that the model is suitable for both short term and long term resilience assessment. Future studies must focus on the precision of such a tool, which in this study could not be evaluated. Overall, the tool presented can contribute to offsetting the existing knowledge gaps between climate adaptation and disaster risk reduction for better policy planning and strengthening urban resilience on the local level.

Disaster risk zonation is often proposed as a long-term disaster risk reduction strategy by international treaties and academic research. This strategy has been implemented in the city of Limbe, which is known to be a disaster-prone one. Citizens are forced to settle in unsafe terrains, ranging from wetlands to unstable hillslopes due to the city’s geographical location and economic attraction. Following the fatal landslides and floods in 2001, a local crisis committee identified affected areas and declared them ‘risk zones’ to prevent further exposure. Empirically, this study narrates the production and implementation of risk zonation policy in the city of Limbe. Theoretically, it uses an urban political ecology perspective, which incorporates science and technology studies, post-political theory and disaster research to interpret the drivers and implications of the mismatch between research, policy and action. In this case study, we investigate the implications for disaster risk reduction by describing three underlying socio-political drivers of the risk zonation policy: (i) authoritarian science regime, (ii) post-political discourse, and (iii) blame diversion. We argue that authorities from national to local level use a post-political discourse to promote and implement disaster risk reduction in the city of Limbe through the development and the application of risk zonation policy. As a consequence, risk zonation leads to poor enforcement of the law and corruption, ultimately leading to risk accumulation in this case. This analysis allows us to draw broader conclusions on drivers and implications of the implementation of disaster risk zonation policy in urban areas that are primarily governed hierarchically and prone to corruption.

Purpose The recently released fifth IPCC report indicates a high agreement among global actors on the need to integrate climate change adaptation (CCA) and disaster risk reduction (DRR). However, there remains little local level evidence on how DRR and CCA could be linked, the sorts of adjustments that are required for the two concepts to be integrated and the challenges ahead. This paper aims to provide an empirical insight on the possible links and departures between DRR and CCA. Design/methodology/approach The study used a qualitative case study approach to excavate lessons from an existing DRR intervention for CCA using a local-level adaptive capacity assessment framework as a normative criteria. Data was collected both from primary and secondary sources. The primary data collection involved the use of participatory rural appraisal techniques with village communities in Chifra District, Afar Regional State, Ethiopia. Findings The findings showed that the DRR interventions studied addressed parts of the elements of adaptive capacity at the local level. The findings also showed the limitation of the DRR intervention, which could be attributed to both the nature of the DRR interventions in general and implementation problems of the case study intervention in particular. The limitations show cases where full integration of DRR with CCA could be challenging. Originality/value The paper argues why the two approaches may not be integrated fully and also shows the need to focus on the design of DRR interventions in achieving both short-term (reducing disaster risks) and long-term objectives (enhancing adaptive capacity).

<p>This study investigates using a survey how disciplinary scholars perceive Nature Based Solutions (NBS) and how they differ in their NBS implementation approach at the local level. Respondents participated in the 2020-2021 , a ten-week course (online from Dec. 3, 2020, to Jan. 26, 2021) with a focus on Disaster Risk Reduction and Water Security. Supported by the United Nations Environmental Program and the Partnership for Environment and Disaster Risk Reduction (PEDRR), a global alliance of UN agencies, NGOs, and institutes, the Winter School Program is delivered via a partnership model between the University of Massachusetts Amherst's School of Public Policy and Department of Economics, McMaster University, and the United Nations University. Aiming to build young professionals' capacity on NBS framing and application potential, the Program focuses on the delivery of conceptual and empirical information on ecosystem-based climate adaptation and disaster risk reduction. The Program represents a knowledge hub and an opportunity to network with scholars, international experts, and practitioners. 40 graduate students from numerous disciplines (e.g. economics, public policy, international affairs, geosciences, engineering, chemistry and physics) have been selected to attend the Program and have participated in a survey to assess how disciplinary scholars perceive NBS and to explore differences in strategies and priorities while implementing NBS within communities. The results of the survey offer lessons about opportunities and possible challenges of interdisciplinary collaborations when implementing NBS.</p>

Purpose – Contributing to the global dialogue on disaster risk reduction (DRR), the purpose of this paper is to address a key priority for the Post-2015 Framework for DRR (HFA2) by analysing initiatives used by one local government to increase local-level engagement in DRR. Design/methodology/approach – A review of literature from the multidisciplinary areas of communication, social and political theory examines the role that communication theory and practice can play in facilitating public participation to build community resilience. Building on these insights, the authors introduce a research methodology to examine modes of communication, the quality of dialogue and opportunities for “voice” and “listening” between decision makers and local-level stakeholders during DRR planning A qualitative, case study is undertaken with data sourced from observation, document analysis and interviews to provide insights into public engagement events, policies and procedures that enhance or impede local engagement in DRR. Findings – Communication between the DRR campaign team and publics are analysed according to the range of communication practices used and opportunities provided for dialogue between parties. Findings differentiate between public information, consultation and participation events. Factors that enable and conversely, constrain local-level engagement to build community resilience, and conditions associated with each factor, are identified. Research limitations/implications – A unique analytical framework adapted from the duel lenses of participatory communication and information flow models, is used to differentiate events using one-way information from those offering opportunities for dialogue and participation. The framework provides a method for DRR practitioners to plan and evaluate local-level engagement events to meet the communication needs of particular situations. Originality/value – Co-authored by an Australian academic and a member of Amadora’s campaign team, the paper is a combination of one city’s experience in developing strategies to build community resilience, analysed using communication, social and political theory. Results will assist practitioners’ advance their understanding of different ways that publics may be engaged to build community resilience.

Nature-based solutions (NBS) are increasingly being promoted because they can solve different pursued aims together with providing an additional array of multiple ecosystem services or co-benefits. Nevertheless, their implementation is still being curbed by several barriers, for example, a lack of examples, a lack of finance, and a lack of business cases. Therefore, there is an urgent need to facilitate the construction of business models and business cases that identify the elements required to capture value. These are necessary to catalyze investments for the implementation of NBS. This article presents a tool called a Natural Assurance Schemes (NAS) canvas and explains how it can be applied to identify business models for NBS strategies providing climate adaptation services, showing an eye-shot summary of critical information to attract funding. The framework is applied in three case studies covering different contexts, scales, and climate-related risks (floods and droughts). Finally, a reflective analysis is done, comparing the tool with other similar approaches while highlighting the differential characteristics that define the usefulness, replicability, and flexibility of the tool for the target users, namely policymakers, developers, scientists, or entrepreneurs aiming to promote and implement NAS and NBS projects.
