Building local level engagement in disaster risk reduction: a Portugese case study

Purpose – Contributing to the global dialogue on disaster risk reduction (DRR), the purpose of this paper is to address a key priority for the Post-2015 Framework for DRR (HFA2) by analysing initiatives used by one local government to increase local-level engagement in DRR. Design/methodology/approach – A review of literature from the multidisciplinary areas of communication, social and political theory examines the role that communication theory and practice can play in facilitating public participation to build community resilience. Building on these insights, the authors introduce a research methodology to examine modes of communication, the quality of dialogue and opportunities for “voice” and “listening” between decision makers and local-level stakeholders during DRR planning A qualitative, case study is undertaken with data sourced from observation, document analysis and interviews to provide insights into public engagement events, policies and procedures that enhance or impede local engagement in DRR. Findings – Communication between the DRR campaign team and publics are analysed according to the range of communication practices used and opportunities provided for dialogue between parties. Findings differentiate between public information, consultation and participation events. Factors that enable and conversely, constrain local-level engagement to build community resilience, and conditions associated with each factor, are identified. Research limitations/implications – A unique analytical framework adapted from the duel lenses of participatory communication and information flow models, is used to differentiate events using one-way information from those offering opportunities for dialogue and participation. The framework provides a method for DRR practitioners to plan and evaluate local-level engagement events to meet the communication needs of particular situations. Originality/value – Co-authored by an Australian academic and a member of Amadora’s campaign team, the paper is a combination of one city’s experience in developing strategies to build community resilience, analysed using communication, social and political theory. Findings have implications for standard command-and-control management systems and styles of leadership and crisis management. Results will assist practitioners’ advance their understanding of different ways that publics may be engaged to build community resilience.

Purpose The recently released fifth IPCC report indicates a high agreement among global actors on the need to integrate climate change adaptation (CCA) and disaster risk reduction (DRR). However, there remains little local level evidence on how DRR and CCA could be linked, the sorts of adjustments that are required for the two concepts to be integrated and the challenges ahead. This paper aims to provide an empirical insight on the possible links and departures between DRR and CCA. Design/methodology/approach The study used a qualitative case study approach to excavate lessons from an existing DRR intervention for CCA using a local-level adaptive capacity assessment framework as a normative criteria. Data was collected both from primary and secondary sources. The primary data collection involved the use of participatory rural appraisal techniques with village communities in Chifra District, Afar Regional State, Ethiopia. Findings The findings showed that the DRR interventions studied addressed parts of the elements of adaptive capacity at the local level. The findings also showed the limitation of the DRR intervention, which could be attributed to both the nature of the DRR interventions in general and implementation problems of the case study intervention in particular. The limitations show cases where full integration of DRR with CCA could be challenging. Originality/value The paper argues why the two approaches may not be integrated fully and also shows the need to focus on the design of DRR interventions in achieving both short-term (reducing disaster risks) and long-term objectives (enhancing adaptive capacity).

Purpose The paper aims to examine one local government’s efforts to increase local-level engagement in building community disaster resilience. Presenting the empirical evidence of stakeholder engagement activities that increase risk awareness and encourage collective action, the study addresses a key priority for the Post-2015 Framework for Disaster Risk Reduction (Hyogo Framework for Action 2) to identify methods for increasing local-level implementation of disaster risk reduction and climate change adaptation. Design/methodology/approach A qualitative, case study approach is used to explore the case in depth. A review of literature from the multidisciplinary areas of communication, social and political theory frames data collection and analysis. Data collection includes observation, document analysis and interviews with policymakers, practitioners and local stakeholders to document achievements and lessons learnt from all perspectives. Findings Preliminary results indicate that strong political leadership and inter-departmental coordination have contributed to engaging local-level participation in disaster risk reduction in the Municipality of Amadora, Portugal. Findings indicate that the implementation of a wide spectrum of public engagement initiatives has increased awareness of hazard risks amongst specific demographic groups and improved community and government capacity to identify and implement risk reduction strategies. Research limitations/implications As this study is a work-in-progress and data analysis is in the early stages, interview transcripts included in this paper are limited to members of the team and their Director, Amadora Town Councillor for Civil Protection Services. Practical implications It is commonly acknowledged that to date, achievements of the Hyogo Framework for Action 2010-2015 largely remain at the national level and have not reached local levels in a substantial manner. Addressing the need for more industry-led research to explore examples of successful stakeholder participation, the paper’s findings can be used by emergency management practitioners who recognise the need to merge climate change adaptation, risk reduction and local-level engagement to encourage public participation, inclusiveness and proactive planning. PurposeDespite Bangladesh's great strides in formulating disaster management policies following the principles of good governance, the degree to which these policies have successfully been implemented at the local level remains largely unknown. The objectives of this study were two-fold: (1) to examine the roles and effectiveness of local-level governance and disaster management institutions, and (2) to identify barriers to the implementation of national policies and Disaster-Risk-Reduction (DRR) guidelines at the local community level.Design/methodology/approachBetween January 2014 and June 2015 we carried out an empirical investigation in two coastal communities in Bangladesh. We employed a qualitative research and Case Study approach, using techniques from the Participatory Rural Appraisal toolbox to collect data from local community members as well as government and NGO officials.FindingsOur study revealed that interactive disaster governance, decentralization of disaster management, and compliance by local-level institutions with good governance principles and national policy guidelines can be extremely effective in reducing disaster-loss and damages. According to coastal community members, the local governments have generally failed to uphold good governance principles, and triangulated data confirm that the region at large suffers from rampant corruption, political favoritism, lack of transparency and accountability and minimal inclusion of local inhabitants in decision-making – all of which have severely impeded the successful implementation of national disaster-management policies.Research limitations/implicationsWhile considerable research on good governance has been pursued, our understanding of good disaster governance and their criteria is still poor. In addition, although numerous national disaster management policy and good governance initiatives have been taken in Bangladesh, like many other developing countries, the nature and extent of their local level implementation are not well known. This study contributes to these research gaps, with identification of further research agenda in these areas.Practical implicationsThe study focuses on good disaster governance and management issues and practices, their strengths and limitations in the context of cyclone and storm surges along coastal Bangladesh. It offers specific good disaster governance criteria for improving multi-level successful implementation. The paper deals with International Sendai Framework that called for enhancement of local level community resilience to disasters. Thus, it contributes to numerous policy and practice areas relating to good disaster governance.Social implicationsGood disaster governance would benefit not only from future disaster losses but also from improved prevention and mitigation of natural hazards impact, benefiting society at large. Improvement in knowledge and practice in disaster-risk-reduction through good governance and effective management would ensure local community development and human wellbeing at the national level.Originality/valueThe failure of local-level government institutions to effectively implement national disaster management and resilience-building policies is largely attributable to a lack of financial and human resources, rampant corruption, a lack of accountability and transparency and the exclusion of local inhabitants from decision-making processes. Our study identified the specific manifestations of these failures in coastal communities in Bangladesh. These results underscore the vital need to address the wide gap between national DRR goals and the on-the-ground realities of policy implementation to successfully enhance the country's resilience to climate change-induced disasters.

PurposeThis paper aims to explore the local conceptualisation of gender and framings of men and masculinities at the local level, which may be applied to improve gender mainstreaming in smallholder farming.Design/methodology/approachQualitative data were collected from a total of 70 key informants and community members knowledgeable about climate change and smallholder agriculture, disaster risks, gender and broader community issues in Malawi and Zambia. The thematic analysis was used to identify the themes emerging from the qualitative data.FindingsPractitioners apply western framings of gender while communities consider their realities and contexts and emphasise that gender means men and women need to work together. Although institutional provisions are in place for gender mainstreaming, practitioners have cautioned against the influence of the global north in gender mainstreaming, which ignores local realities. Applying a masculinities lens at a local level established the existence of subordinate and marginalised men often excluded from interventions and how hierarchical relationships among men limited women's participation.Research limitations/implicationsFuture research, practice and policy initiatives in disaster risk reduction and resilience-building need to engage with positive masculinities in gender mainstreaming. This work stimulates a broader framing of gender that builds on the core values and perspectives of communities.Practical implicationsContemporary gender mainstreaming approaches need to consider local contextualisation of gender, emphasising the critical aspect of cooperation between women and men in overcoming climate-related hazards and risk reduction.Originality/valueThis work contributes to the nascent discourse on local gender perspectives and masculinities in disaster risk reduction and resilience in Southern Africa.

PurposeThis paper aims to explore the involvement of various actors in the preparation of Palu City's spatial plan before the multi-hazard events of 2018. In addition, it evaluates the extent to which disaster risk reduction (DRR) is mainstreamed in the spatial plan.Design/methodology/approachThe study uses qualitative methods of analysis with a risk-based planning approach and stakeholder analysis.FindingsIt is critical that DRR is mainstreamed in spatial planning from the preparation to the implementation. Disasters can take place when there is a knowledge gap in the planning process. This results in developments in disaster-prone areas and even in high-risk areas. Therefore, mainstreaming DRR into spatial planning requires national guidelines that offer planners at the local level clear and detailed guidance on what they must prepare, consider and do in a risk-based spatial planning process.Practical implicationsSpatial planning that does not mainstream DRR can lead to catastrophic consequences in the form of casualties and losses when multi-hazards occur.Originality/valueThe study provides evidence-based findings on the importance of mainstreaming DRR into spatial planning, particularly in areas prone to multi-hazards, which can be optimized through a risk-based planning approach.

Disaster risk zonation is often proposed as a long-term disaster risk reduction strategy by international treaties and academic research. This strategy has been implemented in the city of Limbe, which is known to be a disaster-prone one. Citizens are forced to settle in unsafe terrains, ranging from wetlands to unstable hillslopes due to the city’s geographical location and economic attraction. Following the fatal landslides and floods in 2001, a local crisis committee identified affected areas and declared them ‘risk zones’ to prevent further exposure. Empirically, this study narrates the production and implementation of risk zonation policy in the city of Limbe. Theoretically, it uses an urban political ecology perspective, which incorporates science and technology studies, post-political theory and disaster research to interpret the drivers and implications of the mismatch between research, policy and action. In this case study, we investigate the implications for disaster risk reduction by describing three underlying socio-political drivers of the risk zonation policy: (i) authoritarian science regime, (ii) post-political discourse, and (iii) blame diversion. We argue that authorities from national to local level use a post-political discourse to promote and implement disaster risk reduction in the city of Limbe through the development and the application of risk zonation policy. As a consequence, risk zonation leads to poor enforcement of the law and corruption, ultimately leading to risk accumulation in this case. This analysis allows us to draw broader conclusions on drivers and implications of the implementation of disaster risk zonation policy in urban areas that are primarily governed hierarchically and prone to corruption.

Purpose The purpose of this paper is to discuss how, despite increasing data availability from a wide range of sources unlocks unprecedented opportunities for disaster risk reduction, data interoperability remains a challenge due to a number of barriers. As a first step to enhancing data interoperability for disaster risk reduction is to identify major barriers, this paper presents a case study on data interoperability in disaster risk reduction in Europe, linking current barriers to the regional initiative of the European Science and Technology Advisory Group. Design/methodology/approach In support of Priority 2 (“Strengthening disaster risk governance to manage disaster risk”) of the Sendai Framework and SDG17 (“Partnerships for the goals”), this paper presents a case study on barriers to data interoperability in Europe based on a series of reviews, surveys and interviews with National Sendai Focal Points and stakeholders in science and research, governmental agencies, non-governmental organizations and industry. Findings For a number of European countries, there remains a clear imbalance between long-term disaster risk reduction and short-term preparation and the dominant role of emergency relief, response and recovery, pointing to the potential of investments in ex ante measures with better inclusion and exploitation of data. Originality/value Modern society is facing a digital revolution. As highlighted by the International Council of Science and the Committee on Data for Science and Technology, digital technology offers profound opportunities for science to discover unsuspected patterns and relationships in nature and society, on scales from the molecular to the cosmic, from local health systems to global sustainability. It has created the potential for disciplines of science to synergize into a holistic understanding of the complex challenges currently confronting humanity; the Sustainable Development Goals are a direct reflectance of this. Interdisciplinary is obtained with integration of data across relevant disciplines. However, a barrier to realization and exploitation of this potential arises from the incompatible data standards and nomenclatures used in different disciplines. Although the problem has been addressed by several initiatives, the following challenge still remains: to make online data integration a routine.

Purpose The purpose of this paper is to inspect disaster risk reduction (DRR) challenges from a political economy (PE) perspective and to explore how PE determinants facilitate or hinder effective DRR in Bangladesh. Design/methodology/approach A qualitative case study, using semi-structured in-depth interviews, official documents and literature review has been conducted to explore the current process and practices of DRR in Bangladesh. The specific focus is on the distribution of public spending on flood shelters implemented by the Department of Disaster Management. Findings The study revealed a number of findings, including that the interest and incentives of influencing decision makers matter; formal and informal institutions have influence; and the values and ideas of dominating stakeholders’ impact on decisions regarding public spending of DRR in Bangladesh. These PE factors often hinder efficiency by leading to overlapping efforts and inefficient use of scarce resources. DRR planners and practitioners need to take steps to mitigate potential risks from PE processes in the allocations of DRR funding by implementing improved distribution arrangements. Originality/value Despite many successes in dealing with disasters, Bangladesh faces several challenges, including better governance of funds. DRR challenges can be considered as a problem of PE, which concerns the distribution of resources, and includes how powerful decision makers affect economic choices. Prior research examining the challenges in DRR-related funding distribution from a PE perspective is limited. Therefore, this study attempts to fill this gap in the literature by focusing on the situation in Bangladesh from this perspective. The authors elaborate how PE determinants can function as both barrier and opportunities on the ground in DRR-related fund distribution and in the selection of project locations and beneficiaries.

PurposeDisaster risk reduction (DRR) researchers and practitioners have found that schools can play a critical role in DRR education, with many Non-Governmental Organizations (NGOs) developing initiatives to actively involve children in DRR education programs. This paper reports on a case study on an innovative Chinese NGO school-based program focused on participatory child-centered DRR (PCC-DRR) education, from which a PCC-DRR education framework was developed so that similar programs could be replicated, especially in developing countries.Design/methodology/approachAfter nearly a year of research involving follow-up interviews, fieldwork and secondary data collection from annual reports, news reports and official websites, a case study was conducted on the PCC-DRR education program developed by the One Foundation (OF), a resource-rich NGO in China, that focused on its education strategies and project practice in Ya'an following the 2013 Lushan earthquake.FindingsBased on constructivist theory, the OF developed a PCC-DRR education program that had four specific branches: teacher capacity building, child DRR education, campus risk management and campus safety culture, which was then implemented in 115 schools and consequently evaluated as being highly effective.Originality/valueThe innovative OF PCC-DRR education program adds to theoretical and practical DRR education research as a “best practice” case. Because the proposed framework is child-centered, participatory and collaborative, it provides excellent guidance and reference for countries seeking to develop school-based DRR education programs.

AbstractResearch focuses on linking climate adaptation and disaster risk reduction strategies. The aim of the research is to test an urban resilience assessment tool through a local case study. The tool is based on integrating two methods. Multi-criteria analysis and system dynamics model is used to create a dynamic Urban Resilience Index. For the case study a local medium sized town is chosen in Latvia that is subject to flood risk. The results of the model simulation show that the model is suitable for both short term and long term resilience assessment. Future studies must focus on the precision of such a tool, which in this study could not be evaluated. Overall, the tool presented can contribute to offsetting the existing knowledge gaps between climate adaptation and disaster risk reduction for better policy planning and strengthening urban resilience on the local level.
