The coal mining industry in Poland belongs to the branches of industry currently breaking down. It is expressed by the liquidation of mines, whose number in 1989 equalled 70, while in 2010 – only 29; it is also visible in the steady decrease of coal extraction, from 177 million tonnes in 1989 to 77 million tonnes in 2009, whereas employment dropped from 415.7 thousand to 112 thousand, respectively. The decrease in extraction is connected with the process of transformation of the Polish economy and the necessity to adapt to the requirements imposed by the European Union, which required Poland to limit its production of electrical energy from coal. In this context, the situation of the coal mining industry is especially difficult. A question arises, what activities the department of mining has been undertaking in order to cope with these challenges. The article concentrates on innovative activities conducted by the mining industry. They have been presented in their organizational and technological spheres, including the main businesses functioning in the trade, namely Kompania Węglowa, consisting of 15 mines, Katowicki Holding Węglowy, comprising 4 mines, and Jastrzębska Spółka Węglowa, which consists of 5 mines, as well as the remaining mines functioning independently or within structures of other concerns. Innovative activities in the scope of branch management and organization of sales are described. Innovation in terms of technology consists in the introduction of new products, implementation of modern machinery and equipment for exploitation, as well as the monitoring of coal extraction and minimizing the negative impact on the environment.

The specifi city of crimes related to the coal mining industry means that the importance of an effective and effi cient fl ow of information between coal companies and law enforcement agencies is often pivotal to achieving success in investigation and prosecution. In the case of these crimes, the risk of misunderstanding technical issues related to the particularities of the coal mining sector is a serious impediment to successfully addressing violations of criminal law. The paper critically analyses and evaluates the current forms of cooperation between the largest coal mining company in the European Union, i.e., Polska Grupa Górnicza S.A. and law enforcement agencies. The article stresses the importance of the internal control system in detecting criminal activity inside the company, emphasising that the indepth knowledge and resources held by the internal control entity are, in principle, highly valuable sources of information to law enforcement agencies, and may be practically utilised to optimise as well as accelerate investigative and evidence-gathering procedures. The paper concludes with a claim that a proactive and participative approach of both law enforcement agencies and private business establishments is indicated in their interactions and helps them to achieve common goals. The author presents good practices in the area under study, and discusses potential improvements.

The hard coal mining industry in the European Union (EU) is in decline, mostly due to a lack of price competitiveness. It is maintained, to a great extent, by state aid; the key objective of the industry’s existence is to provide energy security and guarantee employment in the mining regions. In Poland, the hard coal mining industry is currently undergoing a serious crisis that threatens the two largest mining enterprises with bankruptcy. In addition, due to the European Union’s restrictions concerning the circumstances of granting state aid, these enterprises cannot count on the financial support for the repair restructuring that they used on a large scale until 2011. Therefore, in this article, the main objective is to determine the influence of state aid on the competitiveness of the hard coal mining industry in 12 countries of the EU, including Poland in specific.  In order to achieve the stated objective, the article is divided into three parts. The first part consists of a literature review, and legal regulations that are related to state aid for the hard coal mining industry in the EU are presented. The second part identifies the amount of state aid for the mining industry in the examined countries. Next, the economic effects of state aid for hard coal mining in the European Union are examined. The third assesses the financial results of 24 Polish hard coal mines.
