At the core of New Public Management (NPM) reforms sit the concept of accountability of publicly funded organizations. In Canada, it is suggested that provinces have increased the number of accountability procedures imposed to universities and those measures would have had an impact on professors' academic workload. This study relies on the Canadian faculty's perspectives collected through the 2007 Changing Academic Profession (CAP) study (n = 1151) and the 2017 Academic Profession in the Knowledge Society (APIKS) study (n = 2968). Descriptive statistics and a MANOVA comparing the scores of five variables in 2007 and 2017 suggest that academic workload increased significantly in ten years, academic acvities are significantly more evaluated, although less by academics themselves, female academics report dedicating more time to administrative tasks and being more frequently evaluated, and senior administrative staff and external reviewers are perceived as being more involved in the evaluation of academic activities in 2017 than in 2007. Our interpretation is that accountability measures could increase professors' admministrative burden and grant more authority to non-academic staff. New managerialism and the pervasive neoliberalisation of universities is by now a well-established phenomenon. Commentaries explore the political and economic drivers and effects of neoliberal ideology, and critique the impact on higher education and academic work. The impact on the health and well-being of academic staff has had less attention, and it is to that we turn in this paper. Much academic interest in neoliberalism stems from the UK, Australia and the United States. We draw particularly on studies of public Irish universities, where neoliberalism, now well entrenched, but something of a late-comer to the new public management party, is making its presence felt. This conceptual paper explores the concept of neoliberalism in higher education, arguing that the policies and practices of new public management as exercised in universities are a form of bullying; what we term institutional bullying. The authors are researchers of workplace culture, workplace bullying and incivility. Irish universities are increasingly challenged in delivering the International Labour Organisation (ILO) principles of decent work, i.e., dignity, equity, fair income and safe working conditions. They have become exposed in terms of gender imbalance in senior positions, precariat workforce, excessive workload and diminishing levels of control. Irish universities are suffering in terms of both the health and well-being of staff and organisational vibrancy. The authors conclude by cautioning against potential neoliberal intensification as universities grapple with the economic fallout from the COVID-19 pandemic. This paper reviews neoliberalism in higher education and concludes with insight as to how the current pandemic could act as a necessary catalyst to stem the tide and ‘call out’ bullying at the institutional level.

E-government refers to a set of public administration and governance goals and practices involving information and communication technologies (ICTs). It utilizes such technologies to serve public agencies’ external audiences and constituents. However, the scope of that service is the subject of much debate and, consequently, no consensual definition of e-government had been formulated. The prehistory of e-government resonates with assumptions from the “new public management” (NPM), which proposed a restructuring of governmental agencies by adopting a market-based approach to ensure cost efficiencies in the public sector. Coined in the mid-1990s, the notion of e-government as equivalent to better government, economic growth, human development, and the knowledge society in general was quickly and uncritically accepted by practitioners and scholars alike. As scholars from different disciplines, including politics communication and sociology, paid increasing attention to the intersections of structural factors, hardware, and culture in the adoption and use of ICTs, research on e-government began to show some diversification. By the twenty-first century, the number of e-government websites from local and national administrations has grown sufficiently to allow some generalizations based on empirical observation. Meanwhile critical and comprehensive approaches to e-government frequently adopt a critical stance to denounce oversimplifications, determinisms, and omissions in the formulation of e-governance projects, as well as in the evaluation, adoption, and assessment of e-government effectiveness. Beyond the particularities of each emerging technology, reflection on the intersections between ICTs and government is moving away from an exclusive focus on hardware and functionality, to consider broader questions on governance.

The recent reform of the Bundesagentur fijr Arbeit, Germany's Public Employment Service (PES), has introduced elements of New Public Management, including internal controlling and attempts at standardizing assessments ('profiling' of unemployed people) and procedures. Based on qualitative interviews with PES staff, we show that standardization and controlling are perceived as contradicting the 'case-oriented approach' used by PES staff in dealing with unemployed people. It is therefore not surprising that staff members use considerable discretion when (re-)assigning unemployed people to one of the categories pre-defined by PES headquarters. All in all, the new procedures lead to numerous contradictions, which often result in bewilderment and puzzlement on the part of the unemployed.
