At present, community pension has become a new type of pension. However, with economic development and social transformation, our country has entered a special period of diversified interests and complex contradictions. Environmental mass incidents show a high incidence trend. "Dilemma." This article uses a new perspective of behavioral public management to analyze the interaction between the government and the public in the decision-making process of environmental projects, and draws the conclusion of "two transformations": the cognitive framework of "public management". Scientific understanding is needed. Transform into the cognitive framework of "public epistemology"; accordingly, the interactive mode of the one-way role of the government and the people and the intermediary influence of experts needs to be transformed into the two-way role of "public epistemology". Based on the interactive mode in which the government, the people and experts play a regulatory role, it is recommended to transform the path dependence of government decision-making led by bureaucratic experts and technical experts into completely democratic decision-making.

Abstract Background Political and managerial reforms affect the health sector by translating into governance tensions. As identified in the public management literature, these tensions come from the diffusion of management principles and practices from the business world. These tensions manifest at four levels: institutional, organisational, managerial and instrumental. The aim of this research is to understand how these tensions are expressed in healthcare organisations of different status. Methods We conduct a contrasting case study exploring the cases of two French healthcare organisations, one private for-profit (clinic) and one public not-for-profit (cancer treatment centre). Our analyses are mainly based on the content analysis of 32 semi-structured interviews conducted with staff (nurses, doctors, management and administrative staff) of these two organisations. Results Our results show that these tensions can be distinguished into three categories (tensions on professional values, standards and practices) which are expressed differently depending on the type of healthcare organisation and its main management characteristics. Conclusions Unexpectedly, in the for-profit organisation, the most intense tensions concern professional standards, whereas they concern professional practices in the not-for-profit organisation. These analyses can help guide policy makers and healthcare managers to better integrate these tensions into their political and managerial decisions.

The objective of the present study is to determine the transparency level of Rio Grande do Sul state’s municipalities, identifying the variables that explain it. This is a documental and quantitative research, observing the most recent information disclosed in the state’s transparency websites, identifying if the data disclosure is correct, through the Municipal Public Management’s Transparency Index, as well as the regression analysis and descriptive statistics. In this way, it is possible to observe that most state’s municipalities present an average level of transparency. Besides, it was observed that, from the eleven socioeconomical variables that were analyzed, only five are capable of influencing the transparency index. Therefore, many measures must still be adopted by the state’s municipal managements, so that they enforce the Access to Information Law and fulfill all of the aspects that come from the transparency.

The article analyses current public management and funding practices of cultural organisations in Italy by using comparative and statistical analysis. The structure of the sector’s governing bodies and approaches to budgeting for culture at national level have been explored. Trends in decreasing funding from provincial, regional and local budgets have been identified. The status, legislative and institutional conditions for the emergence of Italy’s unique multichannel cultural financing system have been described. An analysis of the Italian museum system’s reform has been presented. The activities of private opera foundations have been discussed in detail. The main similarities between Russian and Italian cultural policies have been described. These are the drive to expand the boundaries and activities associated with the cultural sector, the significant burden on local and regional authorities in the field of cultural heritage preservation, the “quantitative approach” and the application of financial performance indicators to assess cultural organisations performance.The article’s scientific novelty lies in the complex approach to the study of Italian cultural policy using the criteria proposed by D. Montias and A. I. Glagolev, and in the study of the activities of Italian opera foundations and museums, which had not previously been sufficiently covered in the Russian and foreign literature. The prospect of the topic, the practical significance and relevance of the research are due to the need to implement regulations in Russia which set a course for the creation of a multi-channel system of funding and a broad understanding of the cultural sector, and ensuring inter-agency and inter-regional cooperation between the authorities in the implementation of cultural policy.The article analyses a wide range of financial support mechanisms for culture, most of which are named in the “Strategy of State Cultural Policy of Russia as Targets by 2030”, while Italy has accumulated considerable experience in this area for several decades.

Currently, having a transparent and orderly public institution is related to the public policy of modernization of the state, which is not easy because it requires managers who have the will to implement an internal control system that allows the efficiency and effectiveness of the acts of the entities. The internal control in recent years has greater relevance seeking that the state entities are strengthened through new processes and changes of actions that allow transparency and achieve the objectives set and have an efficient management with a level of security of their administrative acts. The objective of this research is to study the simplification of actions and administrative transformations in public management through internal control. The methodology used for the literature review was descriptive, a search was made through the Scopus database, obtaining general data of 24 records, a not very significant number for the topic addressed, which has been subjected to bibliometric analysis that allowed to determine that the growth of publications from 1977 to 2020 has had an insignificant growth, having been accentuated in 2 publications from 2019 to 2020, likewise the greatest number of researches have been carried out in undefined countries, followed by Portugal, United Kingdom and United States, being the article the publication medium that has the greatest significance and the area that stands out most in publications is the social sciences followed by the economic sciences. Likewise, the Vos viewer was used to obtain the study map and the heat map of the Internal Control and Public Management theme. From the analysis, the theories related to the paradigms of internal control and public management have been analyzed, which will lead us to understand the changes or actions that public entities have or have had.

This essay brings together Karl Marx’s alienation critique with Michel Foucault’s theoretical work on technologies of power to examine the demand for self-actualizing work. I argue that many of the themes in Marx’s writings appear frequently in the human relations management literature and are later incorporated by New Public Management. However, Foucault’s work is shown to complement and extend Marx’s initial alienation analysis, and then to highlight the reliance of human relations management on disciplinary technologies. Lost in the demand for better work is a more radical vision of harnessing machinery to bring about a post-work society.

As the level of development increases, spatial planning is becoming more significant among public management tools. Although the issue of spatial planning and its mechanisms has been repeatedly investigated in the literature, the issue of clashing of interests of different actors remains to be examined. Therefore, the aim of this study was to compare the enforcement mechanisms of the public interest in the spatial planning systems of Poland and Portugal. The analysis was based on a comparative analysis of the legal basis of the spatial planning systems of the countries. The research confirmed the hypothesis that even with some sociocultural and economic similarities, different countries do not have to create similar mechanisms for the realisation of the public interest in spatial planning processes. The specific solutions adopted in Poland and Portugal differ so much that the enforcement of the public interest proceeds with very few similarities. The integrated Portuguese planning system, with its hierarchical elements, facilitates the achievement of the objectives of public entities. On the other hand, the Polish system, with the dominant position of the municipality, pushes great possibilities of influencing the planning by land administrators, and the poor location of spatial planning in all public tasks makes it difficult, and sometimes even impossible, to achieve public goals in space.

The article tackles the question, how to provide students with a comparative orientation to public administration. We eschew the older tradition of comparing major systems such British parliamentary system or French bureaucratic approaches to organizations’ structure. Rather, we seek to understand public administration in countries with different cultures, histories, and political regimes by focusing on international development. Our students are drawn from the Master of Public Administration degree program and the Master of International Affairs degree program. What unites them is an interest in international affairs and the desire to work internationally; international students take what they learn and apply it in their home countries. We ground the course on a model of international development with a strong focus on development in governance. We spend the first third of the class creating a development lens for understanding global practices in public management in which they use what they learned in the first part of the course to analyze a range of public management issues within governmental institutions and/or in working in the nongovernmental organizations and intergovernmental organization sectors. We use detailed case studies drawn from several case data banks to apply some of the core concepts of public administration such as leadership, stakeholder analysis, complexity, and implementation to development challenges such as fiscal issues, poverty alleviation, interorganizational collaboration, and human rights. We do this with a range of in-class exercises and assignments that students do out of class. One goal we have is to provide students with knowledge and skills to enhance their ability to work internationally since many have gone on to work for donor and various implementing organizations in international development. We believe that this is a reasonable measure of success of the approach we have taken to comparative public administration.

To grasp the current status of network public opinion (NPO) research and explore the knowledge base and hot trends from a quantitative perspective, we retrieved 1385 related papers and conducted a bibliometric mapping analysis on them. Co-occurrence analysis, cluster analysis, co-citation analysis and keyword burst analysis were performed using VOSviewer and CiteSpace software. The results show that the NPO is mainly distributed in the disciplinary fields associated with journalism and communication and public management. There are four main hotspots: analysis of public opinion, analysis of communication channels, technical means and challenges faced. The knowledge base in the field of NPO research includes social media, user influence, and user influence related to opinion dynamic modeling and sentiment analysis. With the advent of the era of big data, big data technology has been widely used in various fields and to some extent can be said to be the research frontier in the field. Transforming big data public opinion into early warning, realizing in-depth analysis and accurate prediction of public opinion as well as improving decision-making ability of public opinion are the future research directions of NPO.

Public policy is classified as a major field in public administration. Therefore, to understand the context of public policy as a field, it is essential to explore its root developments in public administration from epistemological and chronological perspectives. This chapter is a review study referring to main scholarly works including books, academic articles, and studies. The chapter first helps researchers and students in comprehending the evolution of public administration in its four main stages including classical public administration, new public administration, new public management, and new public governance. Second, the chapter presents a general overview of the evolution of the public policy field with particular attention paid to the concepts of Harold Lasswell who is seen as the father of public policy. The chapter then discusses different definitions of public policy. Various classifications of public policy are also investigated. The chapter ends with a critical discussion of the stages model (heuristics).
