An integrated science and technology policy is both complex and urgent. We have gradually come to understand that the relationship between science and technology is not neat and linear: it is not a case of first some basic science; thereafter some design and development; and then products, profits and the end to unemployment! A comprehensive science and technology policy is not a matter which is internal to science and technology, it also lies within the domain of several of the social sciences. This article reflects, in some generality, upon the relationship between the social and natural sciences, and examines some of the differences and similarities in methods and models as used by the social and natural sciences.

Since the publication of the first issue of Mongolian Geoscientist, in October 1996, 25 years have passed and the journal has successfully evolved over a quarter of a century into a periodical publication well-known also outside the borders of Mongolia. Background and episodes of early publications were reviewed by Y.Takahashi, N.Ichinnorov, and S.Jargalan, who were members of the JICA-IGMR project. The present status of Mongolian Geoscientist is that of an internationally peer-reviewed, open-access journal, published by the School of Geology and Mining Engineering, Mongolian University of Science and Technology, with support from the Geological Society of Mongolia; managed by Editor-in-Chief B.Batkhishig, Consultant Editorial Board member O.Gerel, and Associate Editors B.Munkhtsengel, B.Altanzul, and Kh.Tseedulam.

There are identified and described the characteristic features of the access to the scientific publications on ecology at the Russian National Public Library for Science and Technology. There is provided information on the bibliographic and full-text thematic resources of the open access, both: generated at the library, as well as remote access resources. There are described the prospects of further work on creation of ecological information content in an electronic environment. There are indicated the main directions of cooperation with the other libraries in the area of environmental information.

This is an open microarticle. We are issuing an open invitation for new contributions to this article in order to join forces and strengthen the field of openness of science and to promote a worldwide culture that might lead to unprecedented growth of scientific discoveries, which may spark a permanent revolution in science and technology in the near future. The guidelines for participating in this open project by co-authoring this work are described herein. Open Science (in any field of knowledge) can succeed extraordinarily solely by virtue of two simple elements: people willing to collaborate and a suitable online platform. We believe that science would progress substantially if we unite open researchers worldwide using nowadays technology in a clever way so that the results meet the standards required for high-level publications demanded by our current society. We present a simple way to accomplish "Open Science in Open Access Forums."
