In the year marking the centenary since the foundation of the Azerbaijani Diplomatic Service, Baku’s foreign policy is increasingly characterised by a broader understanding of diplomacy, shaped by the gradual yet steady expansion of both areas and the tools for intervention. Guided by the attempt to develop a ‘niche strategy’ aiming at safeguarding and promoting Azerbaijani national interest, the Humanitarian Diplomacy emerges as a privileged field for Baku to adopt a pro-active and creative foreign policy. Building upon the debate around the interests behind the aid-providing activities of traditional and emerging donors, the article aims at introducing the motivations and the aims behind Azerbaijani aid policy. In particular, it aims at demonstrating that Baku’s Humanitarian Diplomacy aims chiefly at achieving immaterial benefits, having to do with international prestige and with the construction and international projection of a Good International Citizenship.

This article discusses possible interpretations of the concept of national interest, with a view to providing a conception more analytically useful than those that have dominated the literature. It argues against the two most prevalent approaches. The first, most obviously represented by political realism, relies on a single overarching assumption that both encompasses the national interest and provides a standard for assessing how successfully it is pursued. The second, identifies a finite set of national objectives which, by possessing a large measure of the formal attributes by which the national interest is defined, are considered its proper subsets. While both approaches have their virtues, each is flawed as a method for establishing correspondence between policy and interest. The approach proposed here relies on a different principle altogether—the nature of the political procedure via which judgments about the link between foreign policy and national interest are made. The article argues that our ability to judge whether a policy does serve the national interest is intimately connected to how democratic the decision behind the policy is.

Although political asylum has been at the forefront of contemporaryGerman politics for over two decades, it has not been much discussedin political science. Studying asylum is important, however,because it challenges assertions in both comparative politics andinternational relations that national interest drives decision-making.Political parties use national interest arguments to justify claims thatonly their agenda is best for the country, and governments arguesimilarly when questions about corporatist bargaining practices arise.More theoretically, realists in international relations have positedthat because some values “are preferable to others … it is possible todiscover, cumulate, and objectify a single national interest.” Whileinitially associated with Hans Morgenthau’s equating of nationalinterest to power, particularly in foreign policy, this position hassince been extended to argue that states can be seen as unitary rationalactors who carefully calculate the costs of alternative courses ofaction in their efforts to maximize expected utility.

Since the Second World War, the Middle East has been mentioned in connection with the national interest of America manifested by US presidents. This paper looks at the US foreign policy in the Middle East from Truman to Clinton on the premise that the US foreign policy has contributed to creating a breeding ground for dissatisfaction toward the US In this context, the paper focuses on the doctrines in use from the time of President Truman to Clinton. Thus, every American president has a doctrine, and this doctrine tells what political line the president follows regarding domestic and foreign policies. Wight described this book as a ‘primer or introduction’ to American realism concerning international politics, with attention to the views of Halle, Kennan, Lippmann, Morgenthau, Niebuhr, Nitze, and Spykman, among others. Thompson highlights continuities with traditional diplomatic theory, illustrated notably by Churchill’s statesmanship and political philosophy. In Wight’s view the book presents ‘original thinking of a high order’. Moreover, Thompson ‘brings out more clearly than some realists the limitations of the “national interest” principle’. Wight concludes that Thompson stands out as ‘a realist of the centre, likely neither to be accused of disparaging morality, nor to be so emotionally disturbed by the consequences of clear vision that he emigrates for Utopia.’
