Climate change impacts lead to alterations in migration patterns and the displacement of exposed native communities and peoples in the Arctic region, forcing them to leave their homes and traditional ways of life as a result of rapid local ecological changes. This paper illustrates climate-related displacements and subsequent relocation as extremely complex processes, and proposes traditional knowledge as a relevant source of knowledge both at local level and policy making spheres.The main conclusions are that the representation of indigenous peoples in international governance structures does not guarantee that traditional knowledge is entirely engaged in evidence-based policy making and that traditional knowledge is not always valued as an equal source of knowledge by some relevant scientific bodies. In this context, changing the approach towards a knowledge-systems-based framework would contribute to the development of more concrete policies and strategies for adaptation of Arctic native communities.

Culturally and spiritually important landscapes in the Arctic region express the interconnectedness of Indigenous Peoples with the natural and spiritual environment, and their preservation has been, and continues to be, essential to Indigenous People’s identity and traditional livelihoods. During the last decade, the importance of cultural landscapes for the conservation of biological and cultural diversity has received increasing legal attention. One of the international legal instruments developed are the Akwé:Kon Voluntary Guidelines, under the Convention of Biological Diversity (CBD). This paper elaborates on the worldwide first implementation process of the Akwé:Kon Guidelines in Finland, and draws on first experiences made during the testing case of these guidelines in the management process of the Hammastunturi Wilderness Area, in order to investigate to what extent culturally and spiritually important landscapes of Arctic Indigenous Peoples are recognized internationally, especially under the CBD and related international agreements and jurisprudence, and in the national context of Finland, in particular at the local level of the Hammastunturi Wilderness Area.

The governance architecture in the Arctic region is subject to broad public and academic debate. Existing governance arrangements are not considered sufficient to minimize risks and impacts from Arctic offshore oil activities. These governance arrangements are fragmented between law of the sea norms, numerous regulatory conventions, and non-legally binding guidelines produced by the Arctic Council, an informal body of the eight Arctic states. While the benign form of cooperative fragmentation seems to prevail, specific governance challenges exist. The nature of these governance challenges and political feasibility considerations suggest an enabling joint management approach for the architecture of Arctic governance.

Since the end of the Cold War, cooperative and region-building endeavours involving Arctic governments and peoples have flourished. These efforts have been rooted in a desire to pursue northern sustainable development and in assertions about the shared experiences and values of Arctic states and peoples. In this paper, a case study is presented concerning a Canadian development project designed to promote Canadian sustainable economic development models to indigenous and non-indigenous leaders and bureaucrats in the Russian north. In their efforts to move knowledge across northern borders, the Canadian project team relied clearly upon two central discourses of the Arctic region-building process: a common Arctic space and the shared pursuit of sustainable development. Drawing upon over thirty qualitative interviews and a year of participant observation at project events, the aim of this article is to map the currency and reach of these Arctic regional discourses at a more ‘local’ level amongst the Russian and Canadian Arctic residents involved in the project. The continuing debate during this development project over what Arctic regionalism and sustainable development mean in practice calls into question a key assertion of contemporary region-building rhetoric, the assumption or hopeful injunction that not only is a regional landscape or environment shared but that values and experiences are, or will come to be, shared as well.

Abstract Since the 1990s, various international governance systems have been active in promoting the wellbeing of the northern part of the globe. The Arctic Council, the Barents Euro-Arctic Council, and the Northern Forum – three profound forms of governance – are in vogue in addressing the challenges faced by peoples residing in the Arctic. Climate change touches upon almost every issue connected to the wellbeing of the Arctic region. It also affects the primary goals and objectives of these governance systems. Over time, each initiative has developed its own climate policy. This article focuses on the climate policies of three soft-law governance systems and examines their role in addressing climate change in the Arctic.

Working with satellite data, has long been an issue for users which has often prevented from a wider use of these data because of Volume, Access, Format and Data Combination. The purpose of the Storm Ice Oil Wind Wave Watch System (SIOWS) developed at Satellite Oceanography Laboratory (SOLab) is to solve the main issues encountered with satellite data and to provide users with a fast and flexible tool to select and extract data within massive archives that match exactly its needs or interest improving the efficiency of the monitoring system of geophysical conditions in the Arctic. SIOWS - is a Web GIS, designed to display various satellite, model and in situ data, it uses developed at SOLab storing, processing and visualization technologies for operational and archived data. It allows synergistic analysis of both historical data and monitoring of the current state and dynamics of the "ocean-atmosphere-cryosphere" system in the Arctic region, as well as Arctic system forecasting based on thermodynamic models with satellite data assimilation.

L'Arctique est la région du globe qui s'est réchauffée le plus vite au cours des trente dernières années, avec une augmentation de la température de surface environ deux fois plus rapide que pour la moyenne globale. Le déclin de la banquise arctique observé depuis le début de l'ère satellitaire et attribué principalement à l'augmentation de la concentration des gaz à effet de serre aurait joué un rôle important dans cette amplification des températures au pôle. Cette fonte importante des glaces arctiques, qui devrait s'accélérer dans les décennies à venir, pourrait modifier les vents en haute altitude et potentiellement avoir un impact sur le climat des moyennes latitudes. L'étendue de la banquise arctique varie considérablement d'une saison à l'autre, d'une année à l'autre, d'une décennie à l'autre. Améliorer notre capacité à prévoir ces variations nécessite de comprendre, observer et modéliser les interactions entre la banquise et les autres composantes du système Terre, telles que l'océan, l'atmosphère ou la biosphère, à différentes échelles de temps. La réalisation de prévisions saisonnières de la banquise arctique est très récente comparée aux prévisions du temps ou aux prévisions saisonnières de paramètres météorologiques (température, précipitation). Les résultats ayant émergé au cours des dix dernières années mettent en évidence l'importance des observations de l'épaisseur de la glace de mer pour prévoir l'évolution de la banquise estivale plusieurs mois à l'avance. Surface temperatures over the Arctic region have been increasing twice as fast as global mean temperatures, a phenomenon known as arctic amplification. One main contributor to this polar warming is the large decline of Arctic sea ice observed since the beginning of satellite observations, which has been attributed to the increase of greenhouse gases. The acceleration of Arctic sea ice loss that is projected for the coming decades could modify the upper level atmospheric circulation yielding climate impacts up to the mid-latitudes. There is considerable variability in the spatial extent of ice cover on seasonal, interannual and decadal time scales. Better understanding, observing and modelling the interactions between sea ice and the other components of the climate system is key for improved predictions of Arctic sea ice in the future. Running operational-like seasonal predictions of Arctic sea ice is a quite recent effort compared to weather predictions or seasonal predictions of atmospheric fields like temperature or precipitation. Recent results stress the importance of sea ice thickness observations to improve seasonal predictions of Arctic sea ice conditions during summer.

The article deals with the problem of the development of the domestic nuclear icebreaker fleet in the context of the implementation of nuclear logistics in the Arctic. The paper analyzes the key achievements of the Russian nuclear industry, highlights the key areas of development of the nuclear sector in the Far North, and identifies aspects of the development of mechanisms to ensure access to energy on the basis of floating nuclear power units. It is found that Russia is currently a leader in the implementation of the nuclear aspect of foreign policy and in providing energy to the Arctic region.
