ParlSpeech V2 contains complete full-text vectors of more than 6.3 million parliamentary speeches in the key legislative chambers of Austria, the Czech Republic, Germany, Denmark, the Netherlands, New Zealand, Spain, Sweden, and the United Kingdom, covering periods between 21 and 32 years. Meta-data include information on date, speaker, party, and partially agenda item under which a speech was held. This release note provides a more detailed guide to the data.

In November 2009 the gall midge species Horidiplosis ficifolii Harris 2003 was detected in the Czech Republic on leaves of an ornamental fig Ficus microcarpa. The insect is native to South East Asia, where it lives on the genus Ficus. No information is currently available on the prevalence of the pest in the countries of its origin. Imported Ficus plants from China into the Netherlands are sometimes heavily infested with the gall midge. In Europe it is also known from Denmark and the United Kingdom. As Horidiplosis ficifolii is a tropical species, no environmental and social damage is expected.

Social Competences

Shaping social competences of university graduates constitutes one of the most important contemporary challenges. The cognitive objectives of the Erasmus + DASCHE project, the selected results of which are presented in this article, were (1) to identify good practices in shaping social competences of students in selected higher education institutions, (2) to support public policies with regard to higher education at both European and national levels, as well as at higher education institutions (HEIs) in the area of designing, shaping and verifying students’ social competences and formulating recommendations in this regard. For these purposes, case studies at 26 selected HEIs were carried out within the project. This article presents an analysis of public policies in Germany, the Netherlands, Poland, Latvia, the Czech Republic and the United Kingdom in the context of influence of these policies on whether and how HEIs shape students’ social competences and whether HEIs are obliged, encouraged or supported by legal regulations and other instruments in this regard. The research shows a large diversity of national public policies in this respect and - with the widespread recognition by the academic staff of the importance of shaping student attitudes - a significant lack of intentional actions leading to shaping students’ competences at the national, institutional and European level.

The Bankovic case is one of few cases in which the European Court of Human Rights took a position that, without an acceptable explanation, restricts the application of rights granted by the European Convention on Human Rights. The application was submitted by individuals who put forward that in 1999 seventeen states parties violated art. 2 (right to life) of the Convention by bombing by aircraft the television and radio station in Belgrade. As a consequence of this NATO directed operation sixteen civilians were killed and another sixteen were seriously injured. The Court found that it had no jurisdiction to entertain the case, as at that time Yugoslavia was not a party to the Convention. The Court gave a too restrictive interpretation of the word ‘jurisdiction’ to basically conclude that the Convention applies only within the territory of states parties. The Bankovic decision has been contradicted by subsequent judgments.

In August of 2004 the History & Special Collections of the Louise M. Darling Biomedical Library, UCLA purchased a collection of 625 AIDS posters from 44 countries including Australia, Austria, Canada, China (and Hong Kong), Costa Rica, France, Germany, India, Japan, Luxembourg, Martinique, The Netherlands, New Zealand, Papua New Guinea, Poland, Portugal, Spain, Switzerland, Tahiti, Uganda, the United Kingdom, and the United States. The posters were issued by a variety of institutions and organizations to educate and warn people about AIDS and to offer advice and information in visual form. Some are more blunt and graphic than others, and they come in many styles.
