The concept of biodiversity, its introduction in conservation biology, and its evolution in the framework of systematic conservation planning, are analyzed. Attempts to quantify biodiversity and to find surrogate measures for it are described. It is shown that biodiversity originated as and remains a fundamentally normative concept. However, while attempts to reduce biodiversity conservation to the achievement of sustainability are misplaced, natural values other than biodiversity also merit promotion. Multi-criteria analysis can be used to capture necessary trade-offs between these values when they are in conflict. Moreover, given the possibility of trade-off analysis, socio-cultural values can also be integrated into habitat use decisions along with natural values. Cross taxa congruence was investigated between butterfly taxa and ecological community for fine spatial scale (10 × 10 km² UTM grids) in north-eastern part of Turkey. The study area was evaluated within the scope of systematic conservation planning, and analyses were performed for sets of priority protected areas composed using complementarity-based site selection software Marxan. Cross taxa congruence was subsequently examined both in species richness and ecologic complementarity. Accordingly, it has been observed that the cross-taxon congruence between butterfly taxa and ecological community was relatively better than the results of previous studies. Another remarkable finding is that ecological community was a more robust surrogate than butterfly taxa. Although the results are valuable for conservation studies, they highlight the fact that a simple surrogate-based site selection would be inadequate to represent overall biodiversity.  The weakness of congruence patterns among surrogates would also lead to gaps in biodiversity conservation. These findings therefore draw attention to the necessities of incorporating surrogates of distinct ecology or some other surrogates like environmental parameters into conservation planning. Otherwise, there may be mistakes regarding species representation and the vast majority of species may be misrepresented in protected areas and protected area plans. At this point, it should be emphasized that understating cross taxa congruence and/or relationships is a key component for efficient biodiversity conservation.

AbstractSpecies distribution models (SDMs) have been proposed as a way to provide robust inference about species-specific sites suitabilities, and have been increasingly used in systematic conservation planning (SCP) applications. However, despite the fact that the use of SDMs in SCP may raise some potential issues, conservation studies have overlooked to assess the implications of SDMs uncertainties. The integration of these uncertainties in conservation solutions requires the development of a reserve-selection approach based on a suitable optimization algorithm. A large body of research has shown that exact optimization algorithms give very precise control over the gap to optimality of conservation solutions. However, their major shortcoming is that they generate a single binary and indivisible solution. Therefore, they provide no flexibility in the implementation of conservation solutions by stakeholders. On the other hand, heuristic decision-support systems provide large amounts of sub-optimal solutions, and therefore more flexibility. This flexibility arises from the availability of many alternative and sub-optimal conservation solutions. The two principles of efficiency and flexibility are implicitly linked in conservation applications, with the most mathematically efficient solutions being inflexible and the flexible solutions provided by heuristics suffering sub-optimality. In order to avoid the trade-offs between flexibility and efficiency in systematic conservation planning, we propose in this paper a new reserve-selection framework based on mathematical programming optimization combined with a post-selection of SDM outputs. This approach leads to a reserve-selection framework that might provide flexibility while simultaneously addressing efficiency and representativeness of conservation solutions and the adequacy of conservation targets. To exemplify the approach we a nalyzed an experimental design crossing pre- and post-selection of SDM outputs versus heuristics and exact mathematical optimizations. We used the Mediterranean Sea as a biogeographical template for our analyses, integrating the outputs of 8 SDM techniques for 438 fishes species.

Balancing human well-being with the maintenance of ecosystem services (ES) for future generations has become one of the central sustainability challenges of the 21st century. In working landscapes, past and ongoing production-centered objectives have resulted in the conversion of ecosystems into simple land-use types, which has also altered the provision of most ES. These inevitable trade-offs between the efficient production of individual provisioning ES and the maintenance of regulating and cultural ES call for the development of a land-use strategy based on the multifunctional use of the landscape. Due to the heterogeneous nature of working landscapes, both protection and restoration actions are needed to improve their multifunctionality. Systematic conservation planning (SCP) offers a decision support framework that can support landscape multifunctionality by indicating where ES management efforts should be implemented. We describe an approach that we developed to include ES provision protection and restoration objectives in SCP with the goal of providing ongoing benefits to society. We explain the general framework of this approach and discuss concepts, challenges, innovations, and prospects for the further development of a comprehensive decision support tool. We illustrate our approach with two case studies implemented in the pan-Canadian project ResNet.

BackgroundConserving both biodiversity and ecosystem services is a major goal of the Convention on Biological Diversity. Hotspots for biodiversity in the Andes significantly overlap with areas with dense human populations that sustain their economy through agricultural production. Therefore, developing management forms that reconcile food provisioning services—such as agriculture—with biodiversity conservation must be addressed to avoid social conflicts and to improve conservation in areas where biodiversity co-occurs with other ecosystem services. Here, we present a high-resolution conservation plan for vascular plants and agriculture in the Ecuadorian Dry Inter-Andean Valleys (DIAV) hotspot. Trade-offs in conserving important areas for both biodiversity and agriculture were explored.MethodsWe used a dataset containing 5,685 presence records for 95 plant species occurring in DIAVs, of which 14 species were endemic. We developed habitat suitability maps for the 95 species using Maxent. Prioritization analyses were carried out using a conservation planning framework. We developed three conservation scenarios that selected important areas for: biodiversity only, agriculture only, and for both biodiversity and agriculture combined.ResultsOur conservation planning analyses, capture 33.5% of biodiversity and 11% of agriculture under a scenario solely focused on the conservation ofbiodiversity. On the other hand, the top 17% fraction of theagriculture onlyscenario captures 10% of biodiversity and 28% of agriculture. When biodiversity and agriculture were considered in combination, their representation varied according to the importance given to agriculture. The most balanced solution that gives a nearly equal representation of both biodiversity and agriculture, was obtained when agriculture was given a slightly higher importance over biodiversity during the selection process.DiscussionThis is the first evaluation of trade-offs between important areas for biodiversity and agriculture in Ecuadorian DIAV. Our results showed that areas with high agricultural productivity and high biodiversity partly overlapped. Our study suggests that a land-sharing strategy would be appropriate for conserving plant diversity and agriculture in the DIAV. Overall, our study reinforces the idea that friendly practices in agriculture can contribute to biodiversity conservation.

Funds available for investment in biodiversity conservation are small in comparison with the resources available to those interested in using the land for other purposes. In response to this disparity, the discipline of systematic conservation planning has developed tools to optimize decision making for investing limited conservation funds in the most effective and transparent manner possible (Possingham et al. 2006). Since its origins in the mid-1980s, systematic conservation planning has grown rapidly, spawning hundreds of peer-reviewed papers (Pressey et al. 2007). Importantly, it now shapes policy legislation in many terrestrial and marine regions across the globe.
