The official statistics have importance role in the problems of national information security; being an integral part of the social information space, it faces security-specific risks immanent in any kind of information system. It is emphasized that information security in the official statistical has to encompass all the phases and all the participants of the statistical production process, from the producers at the phase of data processing and storage to user security at the phase of data dissemination. Issues of statistical data confidentiality are analyzed as a fundamental principle of international and European statistics. It is demonstrated that the documents sharing functions among those concerned with the national statistical system, their responsibilities for statistical confidentiality and procedures for access to various types of information need to be elaborated and approved at legislative level. Apart from this, the system of administrative, technical and organizational measures providing for physical and logical protection of confidential data, in order to prevent their disclosure, in parallel with organizing the controlled access to data for research purposes has to be built and introduced in the statistical practice The respective approaches used in the statistical system need to be harmonized and set in conformity with the global practice. Subject to detailed analysis is the issue of statistical secrecy, discussed as a broad concept dealing with the necessity to protect individual data of the population, individual data of companies and classified information, which access may undermine political and social interests. It is emphasized that the Law of Ukraine “On State Statistics” fails to provide a comprehensive response to the problems of defining classified information and its protection procedures. The relationship of internationally recognized principles of statistical activities and information security attributes is substantiated, especially from the global information quality perspective. The conclusion is made that the statistical service, when interacting with users, needs to orient on the commonly accepted criteria for statistical data quality assessment, formulated in official international documents that have to be adapted by the national official statistics through elaborating and introducing respective legal acts.

There is a considerable impact of evolving information technology (IT) on Official Statistics. Coping with both risks and potentials of this development, Official Statistics is in serious need to address questions of keeping the statistical system functional and responsive to increasing requirements whilst facing rather tight economic conditions. At any rate, it can be anticipated that new approaches to information management will play a prominentrole in the re-engineering of statistical infrastructures; in particular, metadata management will turn out as key factor in this indispensable renewal of statistical data production and dissemination systems. After tracing emergent developments back to their interwoven origins in both statistics and IT hemispheres, this paper singles out the dominant issues and components of next-generation metadata-based IT frameworks taking shape in the domain of Official Statistics, and proposes some framework design principles.

Never has there been a more exciting time to be an official statistician. The data revolution is responding to the demands of the CoVID-19 pandemic and a complex sustainable development agenda to improve how data is produced and used, to close data gaps to prevent discrimination, to build capacity and data literacy, to modernize data collection systems and to liberate data to promote transparency and accountability. But can all data be liberated in the production and communication of official statistics? This paper explores the UN Fundamental Principles of Official Statistics in the context of eight new and big data sources. The paper concludes each data source can be used for the production of official statistics in adherence with the Fundamental Principles and argues these data sources should be used if National Statistical Systems are to adhere to the first Fundamental Principle of compiling and making available official statistics that honor citizen’s entitlement to public information.

Foreign direct investments (FDI) seem to have been thoroughly studied in specialised literature. However the scope of available statistical data often significantly hampers or even prevents any in-depth analysis of the phenomenon. The dynamic economic processes lead to the formation of new linkages, new organisational solutions in international enterprises that co-exist with well described and recognised forms of FDI but escape proper monitoring of statistical institutions. The chapter discusses the different concepts of measuring and interpreting FDI to provide researchers helpful guidelines how to deal with the problems of different methodological dilemmas. A main conclusion is that data provided by official statistics are insufficient and incoherent, and analysis of the scale of OFDI engagement of enterprises (especially from emerging countries) carries some risk and its results should be approached with caution. The case study of Poland's statistics has been used to portray the most significant discrepancies and problems.

Purpose This study aims to explore the influence of electronic word of mouth (eWOM) in social media on customer loyalty by using the information acceptance model (IACM). For this purpose, this study identified the relationship of attitude towards information, information credibility, information quality and information with information usefulness. Later, the relation of information usefulness and information adoption was examined. According to the IACM, this information adoption and attitude towards information can affect behavioural outcomes of customer, and the authors used customer loyalty as a behavioural outcome. Design/methodology/approach This study collected the data from students enrolled in different universities of Thailand. More specifically, those students were considered appropriate for study who were active Facebook users. Therefore, a questionnaire was posted in 83 different Facebook groups of university students, from which 771 students responded properly. SPSS and AMOS 24 were used to conduct data reliability, descriptive and correlation analysis, confirmatory factor analysis (CFA), and structural equation modelling (SEM). Findings The study found that credibility, quality, usefulness and adoption of information, need of information and attitude towards information are the key factors of eWOM in social media that influence consumers’ loyalty. Practical implications This study will be helpful for marketing managers in studying patterns of customer loyalty because many studies have previously examined purchase behaviour or purchase intention only. Moreover, it will provide framework to marketers for understanding the influence of eWOM information in social media on customer loyalty. Originality/value This study is to explore the effect of credibility, quality, usefulness and adoption of information, need of information and attitude towards information on consumers’ loyalty.

This paper considers the effects of electronic publishing on social science researchers, specifically as it relates to statistical data dissemination. Data of interest to social scientists are increasingly available only in electronic formats and, in Canada at least, at inflated prices. Canadian federal government cost-recovery and revenue generation initiatives of the mid-1980s encouraged government agencies to treat information as a marketable commodity.

Much of state statistical work is done by the local statistical organizations. The reliability of local statistical data is the core of statistical innovation. But, the care of local government and enterprises may be not identical with the target of statistical work. Statistical products must affect utilities of some people, so they may have motives to interfere with statistical affairs. The paper started with dominant rationality, and some game models were built based on the relationship between central government and local government. After analysis on these models, it points out that the new statistical system should be built to make benefit-related people separated from statistical work. That the benefit-related people have no access to interfering with statistical work is essential to ensure the statistical data quality.

Abstract The term quality of statistical data, developed and used in official statistics and international organizations such as the International Monetary Fund (IMF) and the Organisation for Economic Co-operation and Development (OECD), refers to the usefulness of summary statistics generated by producers of official statistics. Similarly, in the context of survey quality, official agencies such as Eurostat, National Center for Science and Engineering Statistics (NCSES), and Statistics Canada have created dimensions for evaluating the quality of a survey and its ability to report ‘accurate survey data’. The concept of Information Quality, or InfoQ provides a general framework applicable to data analysis in a broader sense than summary statistics: InfoQ is defined as “the potential of a data set to achieve a specific (scientific or practical) goal by using a given empirical analysis method.” It relies on identifying and examining the relationships between four components: the analysis goal, the data, the data analysis, and the utility. The InfoQ framework relies on deconstructing the InfoQ concept into eight dimensions used for InfoQ assessment. In this article, we compare and contrast the InfoQ framework and dimensions with those typically used by statistical agencies. We discuss how the InfoQ approach can support the use of official statistics not only by governments for policy decision making, but also by other stakeholders, such as industry, by integrating official and organizational data.
