AbstractDeep learning has become a widespread tool in both science and industry. However, continued progress is hampered by the rapid growth in energy costs of ever-larger deep neural networks. Optical neural networks provide a potential means to solve the energy-cost problem faced by deep learning. Here, we experimentally demonstrate an optical neural network based on optical dot products that achieves 99% accuracy on handwritten-digit classification using ~3.1 detected photons per weight multiplication and ~90% accuracy using ~0.66 photons (~2.5 × 10−19 J of optical energy) per weight multiplication. The fundamental principle enabling our sub-photon-per-multiplication demonstration—noise reduction from the accumulation of scalar multiplications in dot-product sums—is applicable to many different optical-neural-network architectures. Our work shows that optical neural networks can achieve accurate results using extremely low optical energies.

The Constitution of the Republic of Kosovo in its basic provisions has defined the form of government and separation of state powers, as a fundamental principle of democracy, where the President of the Republic of Kosovo is not part of any of the state powers, but the constitutional powers he exercises affect that he has connections with all state powers. This paper addresses the relation of the President of the Republic of Kosovo with the legislative power, including the exercise of some of his constitutional powers, namely the convening of the constitutive session of the Assembly, the dissolution of the Assembly and the annual speech of the President in the Assembly of the Republic of Kosovo. The above-mentioned competencies, in addition to the theoretical aspect, are also analyzed in the practical aspect when these constitutional competencies of the President were materialized by President Jahjaga during the mandate 2011-2016. Also, the political stalemate and the actions taken by the President, Mrs. Atifete Jahjaga for his overcoming, criticisms and recommendations of the European Commission in the Progress Reports regarding the political stalemate in the country. since the declaration of Kosovo as an independent state in 2008, it has managed to complete a full constitutional mandate, five years, unlike its predecessors and successors until 2019. Therefore, this paper aims to elaborate the exercise of some constitutional powers and the practice of one of the most important constitutional institutions in the Republic of Kosovo, that of the President of the Republic of Kosovo.

AbstractThis chapter outlines some of the key questions to be asked by a State when considering a nuclear programme and thus a nuclear security regime. In the context of globalization and the emergence of a world in which States are interdependent, it is recognized that the way one State carries out its mission to protect nuclear materials and nuclear activities concerns other States also. In response to this, and despite the reluctance of States to expose their sovereign security practices, an international framework, composed of legally binding or non-binding tools, has been built up with the idea of promoting greater consistency and thus providing guarantees to all States. It is also important, for this one State, to comprehend the national and international context beyond nuclear security within which it falls. This State has then to question itself, in the light of security issues and the fundamental principle of State sovereignty, on the essential concepts that are found in certain components of the nuclear field, such as the positioning of the competent authority, the protection of information, transparency or the place of the operator.

The article focuses on approaches to Bible translation that existed in Sweden in different periods. Special attention is payed to what is to date the latest translation in 2000 (Bible 2000). On the eve of celebration of the 500th anniversary of the first translation of the Gospels (1526) this topic is particularly relevant and discussed more and more actively in works by Swedish researchers, first and foremost because a new edition of the next Bible translation is planned in 2026. This tradition goes back to 1540-1541 when translation of the full Bible was printed, known as the Gustav Vasa Bible (Gustav Vasas Bibel), which has made an impact on the hearts and minds of Swedish people for almost four centuries and formed the basis of Standard Swedish. The approach declared by Luther has become a fundamental principle of Bible translations into Swedish: text must convey precisely the message, spirit and content of the original, not literally, however, but in the language that is clear to uneducated people. The Gustav Vasa Bible was reissued twice: in 1618 (the Gustav II Adolf Bible) and 1703 (the Charles XII Bible). Whats more, every new edition was redacted officially. In 1773 Gustav III established the Biblical Commission and requested to replace the outdated text with a new one. However, there were numerous changes in the Swedish Language during the XXth century. Besides, the development of linguistics and translation studies, as well as new scientific data have formed the basis of a new Bible translation project that was launched in 1972 and ended up with publishing the Bible-2000. The translation is the result of collaboration between numerous scholars and average readers. It took almost thirty years to perform the work. In the end, a text was created which most people think is unique, as it strives to convey the style of each particular book. However, there is obviously a gap between the new text and the centuries-old tradition of Bible translation, because after textual analysis was complete, scholars and translators often took decisions about how to render separate words and whole phrases. Their decisions had nothing in common with established practice. Consequently, critics consider that the text of Bible-2000 is often greatly oversimplified, everyday, lacking its solemn beauty and magnificence.

Hertz and his scientific contemporaries correctly viewed conceptual disharmony as the inevitable product of the evolutionary manner in which an initial descriptive practice gradually enlarges its applicational outreach, pragmatically guided by the discovery of fresh opportunities for calculating results in a useful manner. As a side effect of this increasing accumulation of technique, component words will become naturally pulled into subtly different forms of localized referential attachment. These discordant alignments create difficulties when a straightforward exposition of “fundamental principle” is wanted, as arises within an elementary class in classical mechanics (this is the “mystery” of the chapter’s title). Hertz, in particular, noticed that the word “force” behaves in a diverging manner, according to the comparative scale size of the object under consideration. This structural insight is crucial to unraveling the resulting conceptual tensions, but the axiomatic corrective that Hertz proposed leads to very unfortunate results, because such a scheme must artificially choose which of these usages of “force” should be favored as “primary.” Nonetheless, Hertz’s faulty presumption that axiomatics represents the proper vehicle for rectifying conceptual tangles of this character has turned into a widely accepted methodological dogma. It constitutes the foundational basis of the theory T thinking of which this book complains. Again the finer details outlined in this chapter are not essential for following the main argument of this work, but they nicely illuminate its motivational background.

Abstract This study presents findings at Terahertz (THz) frequency band for non-contact cardiac sensing application. For the first time, cardiac pulse information is simultaneously extracted using THz waves based on the two established principles in electronics and optics. The first fundamental principle is micro-Doppler (mD) motion effect, initially introduced in coherent laser radar system 1, 2 and first experimentally demonstrated for vital sign detection 3. This motion based method, primarily using coherent phase information from the radar receiver, has been widely exploited in microwave frequency bands and has recently found popularity in millimeter waves (mmWave). The second fundamental principle is reflectance based optical measurement using infrared or visible light. The variation in the light reflection is proportional to the volumetric change of the heart, often referred as photoplethysmography (PPG). PPG has been a popular technology for pulse diagnosis. Recently it has been widely incorporated into various smart wearables for long-term monitoring, such fitness training and sleep monitoring. Herein, the concept of Terahertz-Wave-Plethysmography (TPG) is introduced, which detects blood volume changes in the upper dermis tissue layer by measuring the reflectance of THz waves, similar to the existing remote PPG (rPPG) principle 4. The TPG principle is justified by scientific deduction, electromagnetic wave (EM) simulations and carefully designed experimental demonstrations. Additionally, pulse measurements from various peripheral body parts of interest (BOI), palm, inner elbow, temple, fingertip and forehead, are demonstrated using a wideband THz sensing system developed by Terahertz Electronics Lab at Arizona State University (ASU), Tempe. Among the BOIs under test, it is found that the measurements from forehead BOI gives the best accuracy with mean heart rate (HR) estimation error 1.51 beats per minute (BPM) and stand deviation (std) 1.08 BPM. The results validate the feasibility of radar based plethysmography for direct pulse monitoring. Finally, a comparative study on pulse sensitivity in TPG and rPPG is conducted. The results indicate that the TPG contains more pulsatile from the forehead BOI than that in the rPPG signals and thus generate better heart rate (HR) estimation statistic in the form of empirical cumulative distribution function (CDF) of HR estimation error.

A fundamental principle shared by all organisms is the metabolic conversion of nutrients into energy for cellular processes and structural building blocks. A highly precise spatiotemporal programming is required to couple metabolic capacity with energy allocation. Cellular metabolism is also able to adapt to the external time, and the mechanisms governing such an adaptation rely on the circadian clock. Virtually all photosensitive organisms have evolved a self-sustained timekeeping mechanism or circadian clock that anticipates and responds to the 24-h environmental changes that occur during the day and night cycle. This endogenous timing mechanism works in resonance with the environment to control growth, development, responses to stress, and also metabolism. Here, we briefly describe the prevalent role for the circadian clock controlling the timing of mitochondrial activity and cellular energy in Arabidopsis thaliana. Evidence that metabolic signals can in turn feedback to the clock place the spotlight onto the molecular mechanisms and components linking the circadian function with metabolic homeostasis and energy.
